L'Union des Postes Sudaméricaines étend ses limites gé ographiques en devenant l' "Union Postale Panamericaine",avec pour nouv eaux membres: U.S.A., Mexique, El Salvador , Guatemala , Nicaragua, Costa Rica, Panama, Cuba et Rep.Dominicaine. The South - American Postal Union changes her name with the new members: U.S.A.,México,El Salvador,Guatemala,Nicaragua,Costa Rica,Panamá,Cuba and Dominican Rep. : "Panamerican Postal Union". La Unión de los Correos Sudamericanos amplía sus límites geográficos transformándose en "Unión Postal Pan americana" con la incorporación de los Países de América Central, de América del Norte y del Caribe, a excepción de Haití, Honduras y Canadá.

( La sobrecarga de RENTAS POSTALES en los sellos de 1923 fue autorizado por decreto No 14 del 17 de marzo de 1927, siendo el nombre correcto un impuesto sobre libros enviados por Correo. Este impuesto tenía la finalidad de tasar los libros a razón de 10c por kilogramo o fracción lo cual debía reintegrarse en la oficina de Correos a través de éstos timbres especiales. )

Ils ont été créés par le congrès de l'U.P.A.E.de Panama en 1936;actes mis en vigueur le 1/10/1937.Prix de vente : 20centimes de francs - or (ou équivalent local); échange contre un affranchi ssement de 15c.L'échange est effectué dans tous les pays membres de l'UPAE,mais la vente n'est pas obligatoire.Le congrès de Rio de Janeiro 1946 fixe le prix de vente à 15c de francs - or MINIMUM..Le congrès de Bogota 1955,n'ayant pas renouvelé le budget de fonctionnement du service,les coupons - réponses de l'UPAE cessèrent donc d'exister lors de la mise en application des actes de ce congrès (le 01/03/1956,la date de "suppression" du service est donc le 29/02/1956 puisque l'année était bissextile),cependant u n grand nombre de pays avait cessé la vente de ces coupons précédemment.L'échange cessa peu de temps après (le 30/06/1956 pour les USA). A propos des types,il en existe trois , l'aspect général est toujours le même : dimension : 77 par 127mm. El cambio está efectuado en todos los paises m iembros del Unión pero la venta no es obligatoria.El congreso de Rio de Janeiro 1946 fija el precio de venta en 15c de franco - oro Mínimo. El congreso de 1955 en Bogotá,no habiendo renovado el presupuesto de funcionamento del servicio,los cupones - respuesta del UPAE cesaron de existir en el momento de la puesta en aplicación de las actas de este congreso (el 01/03/1956,la fecha de "supresion"del servicio es pues el 29/02/1956 ya que el año era bisiesto),un gran número de paises habían cesado la venta de estos cupones con anterioridad.El cambio cesa poco tiempo despúes (el 30/06/1956 por EUA) Existen 3 tipos de cupones del UPAE ,el aspecto general es siempre el mismo: dimensión : 77 por 127 mm. Eles foram criados para o congresso da U.P.A.E. do Panamá em 1936 entrando em vigor a 1/10/37. Preço de venda : 20 centimos de franco - ouro (ou equivalente local); trocando contr a uma franquia de 15c. Franquia trocada e efectuada dentro de todos os paises membros de UPAE, mas a venda não era obrigatória. O congresso do Rio de Janeiro (em 1946) fixa o preço de venda em 15c francos - ouro minimo. O congresso de Bogota (em 1955) não tendo renovado o orçamento de funcionamento do serviço, os coupones - resposta da UPAE acabaram de existir ao ser metido em aplicação dos actos desse congresso em 1/03/56 a data do acabamento do serviço em 29/02/56 pois este ano foi bissexto; pendente um grande número de paises tinha acabado a venda desses coupones - resposta, acaba pouco tempo depois (de 30/06/56 para os USA). This was “issued” in the since that it was given to the delegates and was at least in theory availabl e for postage (not known used even by favor). Interesting the sheet was issued before the stamp set. The story is that when the stamps arrived from A BN they noticed the error. In desperate need of something to give the delegates they contacted the Casa Mo neda in Chile who were then making the stamp set and requested that they quickly make a S.S. One of the Chile delegates brought them to Rio so the C.R. delegate had something. Number printed unknown but very low. The same sheet exist in a proof sheet in sepia ; many of sheets have been cut down. The full sheet have 4 tiny holes at the left where it was stamped into the printers anniversary book.

José Enrique Rodó (1871 - 1917), escritor, crítico y ensayista uruguayo. Una de las figuras de mayor relieve de las letras latinoamericanas del primer cuarto del Siglo XX. Fundó, junto con otros intelectuales de la época, la Revista Nacional d e Literatura y Ciencias Sociales, donde aparecieron sus primeras obras entre 1895 y 1897. Posteriormente, en 1899, publica "Rubén Darío", estudió prólogo a "Prosas Profanas". En 1890, " Ariel", cuya influencia en la formación de las generaciones posteriore s es incuestionable, le vale el título de "maestro de la juventud de América". Entre 1898 y 1901 fue profesor e Enseñanza Secundaria (Sección Preparatorios de la Universidad). En 1890, Director de la Biblioteca Nacional. En 1902 y 1905, y luego en los perí odos 1908 - 1911 y 1911 - 1914, fue diputado por el Partido Colorado, en cuyo nombre presentó importantes proyectos de ley de orden cultural. "Liberalismo y Jacobinismo" se edita en 1906; "Motivos de Proteo" y "El Mirador de Próspero" en 1913.
1871 - 1917, Ur uguayan essayist, literary critic, and philosopher. Rodó spent most of his life in Montevideo, where he helped to found and edit La Revista Nacional de Literatura y Ciencias Sociales. In his essays, reflecting the spirit of modernismo, he sought to develop a new philosophy of ethics and create a new political spirit. In Ariel (1900, tr. 1988), his most influential work, he calls upon Latin America to hold to cultural values unsullied by the materialistic impact of the United States. Other collections of ess ays are The Motives of Proteo (1909, tr. 1928) and El mirador de Próspero [Próspero's balcony] (1913).

En este congresso se decidió la realización de los sellos postales "AMERICA", con un tema común, siendo ratificado en e l Coloquio de La Habana, en junio de
1988, ultimando detalles y contando para ello con la participación de veinte paises miembros de la Unión. Los primeros sellos"AMERICA" fueron puestos en circulación en 1989. Entre los objetivos que animaron a la UPAE en la realización de los sellos "AMERICA" se encuentran principalmente la búsqueda de una mayor integración regional entre sus miembros, utilizando como vehiculo el sello postal con el propósito de mostrar al mundo nuestro quehacer cultural, social y econ ómico; el despertar interés por el coleccionismo de sellos postales a nivel nacional, incrementar el mercado filatélico en el
ámbito mundial e identificar a la UPAE por medio de sus miembros con los sellos postales"AMERICA".

Hommage to General Director of Posts and Telegraphs (1901 - 1917)
Mister Francisco García y Santos
He was born on May 2 nd., 1856 in Montevideo. He died on Octobrer 28 th., 1921. Eighteen - year - old García y Santos dropped studying Law, and start ed working as a journalist for ‘El Bien Público’, a publication issued by the Unión Católica del Uruguay, and whose Director was Juan Zorrilla de San Martín (a great Uruguayan writer, said ‘the Poet of the Uruguayan Na tion’). Over the years, García y Sant os became himself this publication’s editor and director, and worked there for twenty years. He was a ‘Cavalier de l’Ordre Pontifical de Saint Grégoire’ and a member of the Secretariat of the Uruguayan Committee of that Order in Montevideo. On June 21st., 1894 he was nominated member of the Executive Committee of the Círculo de la Prensa (Circle of the Uruguayan Press). On July 24th., 1895 he was appointed by a Governmental decree as a member of the Comisión Nacional de Caridad y Beneficencia Pública (Nat ional Commission for Charity and Welfare), and he served there for twelve years. In 1896 and in 1898 he was elected National Deputy for the Department of Treinta y Tres. On February 10 th., 1898, he became a member of the Honorable Asamblea de Notables (H onorable Assembly of Notables) by a resolution of the Provisional President of the Nation, Eduardo McEachen. On August 14 th., 1898 he was elected Delegate to the Convention of the Partido Colorado (one of the traditional political parties in Uruguay) repr esenting the Department of Montevideo. On December 7th., 1898 the Junta Electoral (Electoral Council) of Montevideo appointed him as a member (Deputy Senator) of th e Electoral College. On August 2nd., 1899 he joined the Delegate Commissions of the Casa de Aislamiento (Sanatorium) and of the Manicomio Nacional (Mental hospital) as per a decision of the National Director of Charity and Public Welfare Service, Dr. Luis Pineyro del Campo. It was also Dr. Piñeyro del Campo who assigned him to work with the Escu ela Nacional de Artes y Oficios (National School of Arts and Crafts) on December 26 th., 1899. On March 8 th., 1901 he was invited to join and collaborate with the Latinamerican Scientifc Congress of Montevideo, in representation – together with Doctors L uis Piñeyro del Campo, Joaquín de Salterain and Manuel Quintela - of the National Committee for Charity and Welfare. On June 21st., 1901 he is nominated by Provisional President Eduardo McEachen as General Director of Posts and Telegraphs to succeed M. Hon oré Roustan. He held office for sixteen years, and was Uruguay’s representative in the International Postal Congress held in Bern, on which occasion the Monument to the Univers al Postal Union was inaugurated in that city. On August 12th., 1905 the Delegat e Commission for the Asilos maternales (Orphanages) Nr. 1, 2 and 3 was integrated by Francisco García y Santos and Doctors Eduardo Brito del Pino and Eugenio Lagarmilla. On December 9th., 1910 the President of Uruguay , Dr. Claudio Williman, appointed him as Delegate to the Continental Postal Congress – a Congress promoted by the General Direction of Posts and Telegraphs of Uruguay. As Uruguay’s Delegate he organized and chaired the First Southam erican Postal Congress held on January 8th., 1911 in Montevid eo, which gathered eleven countries, and during which Montevideo was designated as the International Postal Office’s seat. Uruguay issued a stamp commemorating that Congress on January 6 th., 1911. On January 4th., 1917 a new mission was assigned to Garcí a y Santos by the Uruguayan President as General Director for Taxes reporting to the Ministry of Finance. On August 9th., 1921, he was made Uruguay’s Plenipotentiary Delegate to the Panamerican Postal Congress to be held i n Buenos Aires, Argentina. On Dece mber 30th., 1926, during the 2nd. Panamerican Postal Congress held in Mexico, a posthoumus homage was paid to him as the prom oter of the Panamerican Postal Union, with the issuance by the Mexican Post Office of a stamp series bearing his portrait. In Octo ber, 1931 - in coincidence with the 3rd. Panamerican Postal Congress held in Madrid – Spain’s Post Office issued two commemorative stamps in his honour also showing his portrait.Panamá issued two stamps (scott 283 and 293) with his portrait in one set for the IV congress of UPAE in 1936. On July 15th., 1947 an oil portrait of García y Santos by Uruguayan painter César Pesce Castro was unveiled at the Postal Uni on of the Americas and Spain, in acknowledgement of …”his being the promoter of the First Southame rican Postal Congress “, and in order that “future generations gratefully remember that CITIZEN OF THE AMERICAS who, as a broad - minded and generous visionary contrituted to the improvement of the communications systems through the enhancing of continental solidarity and human fulfillment”…( Resolution of the 5th Congress of the UPAE held in Rio de Janeiro, Brazil in Semptember 1 946 )

Don Francisco García y Santos
Nacid o el 2 de Mayo de 1856 en la ciudad de Montevideo. Fallece el 28 de Octubre de 1921.
Cursó Derecho dejando los estudios para dedicarse al Periodismo a la edad de 18 años. Ingresó en calidad de Reportero a la pu blicación “El Bien Público” que pertenecía a la Unión Católica del Uruguay, y cuyo Director en ese entonces era Juan Zorrilla de San Martín. Llegó a la Dirección y Redacc ión de ese diario, al cual renuncia luego de una trayectoria de 20 años. Se conoce un documento del 26 de Noviembre de 1891 que es tablece su membresía como caballero de la Orden Pontífica de Saint Gregoire y miembro de la Secretaría del Comité Uruguayo de dicha Orden en Montevideo. El 21 de Junio de 1894 se le designa vocal de la Comisión Directiva del Círculo de la Prensa. El 24 d e Julio de 1895 fue designado por el Decreto del Superior Gobierno, miembro de la Comisión Nacional de Caridad y Beneficencia Pública, donde se desempeñó durante 12 años. Es electo diputado nacional para el Departamento de Treinta y Tres en los años 1896 y 1898. El 10 de Febrero de 1898 se le designa por el Presidente Provisional Don Eduardo McEachen, integrante de la Honorable Asamblea de Notables. El 14 de Agosto de 1898 es electo Convencional del Partido Colorado por Montevideo. El 7 de Diciembre de 1 898 es electo integrante (suplente de Senador) para el Colegio Electoral por la Junta Electoral de Montevideo. El 2 de Agosto de 1899 el Director Nacional de Caridad y Beneficencia Pública, Dr. Luis Piñeyro del Campo, lo designa integra nte de las Comision es Delegadas de la Casa de Aislamiento y del Manicomio Nacional. El 26 de Diciembre de ese mismo año, fue nuevamente asignado por el Dr. Luis Piñeyro del Campo, esta vez como integrante de l a Escuela Nacional de Artes y Oficios. El 8 de Marzo de 1901 se le invita a adherir y colaborar con el II Congreso Científico Latinoamericano a realizarse en Montevideo, integrando conjunta mente con los Dres. Luis Piñeyro del Campo, Joaquín de Salterain y Manuel Quintela, la representación de la Comisión nacional de Ca ridad y Beneficencia Pública. El 21 de Junio de 1901 es designado por el Presidente Provisional Don Eduardo McEachen, como Director General de Correos y Te légrafos – en sustitución de Don M. Honoré Roustan - , cargo que desempeñó durante 16 años. Represent ó a Uruguay ante el Congreso Postal Internacional de la ciudad de Berna, concurriendo a la inauguración del Monumento de la Unión Postal Universal. El 12 de Agosto de 1905 es designado en forma conj unta con los Dres. Eduardo Brito del Pino y Eugenio Lagarm illa, para integrar la Comisión Delegada de los Asilos Maternales Nos. 1, 2 y 3. El 9 de Diciembre de 1910 es designado por e l Presidente de la República, Don Claudio Williman, como Delegado al Congreso Postal Continental - congreso promovido por la Direcc ión Gral. de Correos y Telégrafos de la República - . Gracias a ésta designación, organizó y presidió el Primer Congreso Postal Sudamericano el 8 de Enero de 1911 con sede en Montevideo, al que concurrieron 11 naciones, logrando que se nombrara a dicha ciuda d como sede de la Oficina Postal Internacional. (Uruguay emite un sello conmemorativo de dicho congreso el 6 de Enero de 1911). El 4 de Enero de 1917 es designado por la Presidencia de la República como Director General de Impuestos en el Ministerio de Ha cienda. El 9 de Agosto de 1921 es nombrado Delegado Plenipotenciario para asistir al Congreso Postal Panamericano en la ciudad de Bue nos Aires, Argentina. Después de su fallecimiento, el 30 de Diciembre de 1926 en el II Congreso Postal Panamericano, llev ado a cabo en México, se le tributa un homenaje como Propulsor de la Unión Postal Panamericana, emitiendo una serie de sellos con su imagen en ese país. En Octubre de 1931 con motivo del III Congreso Postal Panamericano, llevado a cabo en España, se emiten en ese país, dos estampillas conmemorativas con su retrato.En los sellos emitidos por El Panamá para la conmemoración del IV congreso del UPAE, hay dos sellos con su retrato . El 15 de Julio de 1947 la Unión Postal de las Américas y España (UPAE) coloca u n óleo con su retrato (realizado por el pintor nacional Cesar Pesce Castro) en la oficina internacional de la Unión Postal en Montevideo, como reconocimiento y homenaje por su “…carácter de promotor del 1 er. Congreso Postal Sudamericano y señalar, para el recuerdo agradecido y respetuoso de las nuevas generaciones, el nombre de este verdadero CIUDADANO DE AMÉRICA que, con visión amplia y generosa, contribuyó al mejoramiento de los sistemas de comunicaciones, con realce de la solidaridad cont inental y del pr ogreso humano…”. Esta resolución fue tomada en el V Congreso de la UPAE realizado en Río de Janeiro, Brasil, en Setiembre de 1946.

La Presidencia española de la Comunidad Europea es una de las razones de que Madrid acoja el próximo mes de mayo el primer Foro Postal Europa y América, trascendental punt o de encuentro del mundo postal.Este Foro, organizado por el Ministerio de Fomento, se desarrollará los días 6, 7 y 8 de mayo. El hotel Meliá Castilla servirá de escenario de este importante encuentro donde se podrán acercar las experiencias de Europa y Am érica, con el ánimo de encontrar juntos el camino hacia la mejora continua del sector postal.Las tres jornadas de las que estará formado este Foro serán de reflexión y debate, comenzando con una conferencia plenaria impartida por figuras de reconocido pres tigio. A continuación, los asistentes se distribuirán en dos salas para hacer el seguimiento de cuatro sesiones (dos matinales y dos vespertinas) siguiendo un programa temático que pretende tratar todos los asuntos relaciones con la problemática, desarroll o y futuro postales. Dichas jornadas culminarán, en el acto de clausura, con un espacio dedicado al debate y la unificación de conclusiones que servirán de base de discusión en la tercera reunión de ministros de tutela de Correos de la UPAEP que comenzará en Madrid el día 8 de mayo.Es de destacar, igualmente, la celebración, en dos salas contiguas, de una feria comercial donde estarán representadas nueve empresas y organizaciones, relacionadas con el mundo postal, interesadas en presentar sus aportaciones, productos y servicios, y que albergará varias exposiciones de sellos sobre Europa y América y una de temática «Naturaleza y Protección del Medio Ambiente».
