Index to Costa Rican Philatelic Literature.Ox INDEX TO COSTA RICAN PHILATELIC LITERATURE Part II (Third Edition) 1974-2000 Compiled and Edited by Hector R. Mena Published by SOCIETY FOR COSTA RICA COLLECTORS October 2000 SOCORICO Society for Costa Rica Collectors Postal Box 14831 Baton Rouge, Louisiana 70898 United States of America ISBN 0-9645247-1-6 2000 All rights reserved under Pan American and International Copyright Convention. The reproduction of all or any part of this book for commercial purposes without the written consent of the SOCORICO Board of Directors is prohibited Printed in Baton Rouge, Louisiana, USA Price $10.00 Introduction and Explanations The third edition of the Second Part of the Index of Costa Rican Philatelic Literature comprises all the articles, books and other references housed in the SOCORICO Library from 1973 through September of 2000. The overall display of the entries is similar to the prior two editions and it follows the First Part written by Earl Fossum more than 25 years ago. However, all the entries have been revised and corrected when erroneously described. Also I have added several new chapter in the subject index. As in the prior two editions I am listing all the articles printed in The Oxcart, Repertorio Filatelico Costarricense and Costa Rica Filatelica, even if they were not related to Costa Rica philately. The first two publication have been the only ones continuously published during this period and dedicated almost exclusively to the Costa Rican philately. Costa Rica Filatelica is also dedicated only to Costa Rica but it has been published sporadically in the last 25 years. There have been a few short-lived publications dedicated mostly to Costa Rica (Panorama, Filatelica Joven and the Boletin of the Costa Rica Philatelic Society). The rest of the articles came from different sources the most important is the Central American Newsletter from London. A few articles have appeared in more general journals and this information may not be complete since the Library may not have had access to these sources. This is again a computer-generated publication. The sorting of the articles and some unusual punctuation and word separation is derived from the fact that the text was converted from a spreadsheet. Therefore, the sequential issue number of some journals is based on the first digit, therefore an issue number 100 will be ahead of any issue over 20 or above, and an issue number 200 will be ahead over any issue number 30 or above. This could have been solved by adding 0s to the issue number but it would have look worse. The Oxcart (Ox)- All articles. It is the official publication of the Society for Costa Rica Collectors (SOCORICO). It is the only Costa Rica philatelic publication in English that has been published without interruption each quarter since November of 1960. In addition is the third oldest, after the publications of the Mexican and Guatemalan societies, of Latin American journals published in the United States. This Index includes from Volume 14 to 40 that includes serial number 54 to 160. Repertorio Filatelico Costarricense (RFC)- All articles. This publication is the only Spanish language journal published continuously since its foundation in July of 1979. Its editor Fred O’Neill, the most prolific philatelic writer in Costa Rica philately, publishes it monthly. Each issue has 5 to 12 pages and at least one major philatelic study on Costa Rica written for specialists. This Index includes all the articles from issue 1 to 235. Costa Rica Filatelica (CRF)- All articles. This is the official publication of the Costa Rica Philatelic Association (AFCR). It has been published in 6 periods. The first three (1933-1939, 1940-1945, and 1959- 1974) are included in the First Part of the Index. This Part includes the last 3 periods. The fourth period issues (1974-1979 serial number 85 to 91), as well as the previous period issues contains 24 to 52 pages printed on coated paper and nicely bounded and illustrated. During the year 1983 a publication with the same name was published. However, this is a pamphlet with 4 to 6 pages, in a quite different style than its predecessors. Between 1985 and 2000 there have been 5 more issues (serial number 97-101) which have the same quality of the older publications. Central American Newsletter (CAN)- Costa Rica articles only. The Central American Study Group of the Main Society of Great Britain publishes it. It has been regularly published every quarter since September 1980. This Index includes all the serial number from No 1 to 80. Specialized articles on Central American philately are published and Costa Rican articles are well represented. Era de Oro de la Filatelia Costarricense. (EraOro) This is a book published by Dr. Carlos Saenz in Spanish in 198 that reviews information from Costa Rican issues from 1863 to 1903. Other Publications Filatelia Joven (FilJov) was a publication intended for beginners and general collectors published in 1983. Panorama was a commercial publication with a few philatelic articles published in 1982. During one of the many Costa Rica Filatelica hiatus a pamphlet called Boletin of the AFCR and later the Mirador was published. All of the above publications were in Spanish. Although the Library contains almost all of the references cited in the Philatelic Index Part I and II, it is possible that other articles and notes, some of significance has been published and of whose existence the Librarian is unaware. Contributions of missing material, or information as to its sources are always welcome and will be included in future supplements of this Index. In those instances in which the owner does not wish to part with an original copy, the Librarian will be glad to duplicate the article and return it to the owner intact. Only through the cooperation of all students of Costa Rica philately can SOCORICO members and others be reasonably certain that a single centralized repository will exist in which all information of significance may be obtained for use in on-going philatelic research. Acknowledgment of any contribution for the Fossum SOCORICO Library is made periodically in The Oxcart, SOCORICO’s quarterly journal. Introduction December 2009 Dear Journalist, The following press kit is designed to help you better understand the global postal sector, its major players and its environmental activities. The sector is a major industry, employing more than 5 million people and operating thousands of buildings and vehicles around the world. The UPU has recently announced the results of its first global inventory of greenhouse gas emissions produced by postal vehicles and buildings and is committed to helping the postal sector become greener. The inventory is a major step forward. Details are available in the press release included in this guide. The guide is broken down in several sections: • Introduction • Overview • UPU press release on global inventory • Questions and answers • Milestones • Best practices • Raising awareness through philately • Turning a shade of green, cover story from the December 2009 issue of Union Postale, the UPU’s flagship magazine • Media contacts • Where to find photos about the postal sector We hope this guide is helpful as you cover worldwide initiatives to curb the impact of climate change and the negotiations during the United Nations Conference on Climate Change in Copenhagen. If you have any questions regarding the global postal sector, please don’t hesitate to contact me or, for information about the European postal sector, my colleague Cynthia Wee at PostEurop. We are both listed in “Contacts” at the end of this guide. Regards, Rhéal LeBlanc Communications Programme Manager Overview The global postal sector The global postal network is the world’s largest physical distribution network. Every day, Posts deliver billions of pieces of mail processed in thousands of post offices using as many vehicles, motorcycles, airplanes, boats and trains.

    Q) WHOLE NUMBER 180 (Vol. 36, No.2) April 1980 ---------------------------- Franc!a~ Colonies "f£. Philatelist USPS ¢::~077110 ON THE USE OF THE 'Tn-IN-TRIANGLE MARK ON POSTAGE STAMPS Roberl G. Stone Introduction of the T Cachets The T-in-triangle mark of France and colonies to indicate postage is due was introduced in the early 1800s in France, but not extensively used until after GPU/UPU came in, and in the colonies it appeared around 1876. Ap parently, the UPU rules for marking covers at origin to show that additional postage is due at destination, on international mail, stimulated the French and colonial postal administrations to supply nearly all offices with the T-in triangle. At the same time they decided to make it the practice to apply the T also on domestic mail; which was probably seen to be desirable because the colonies as a group had adhered to the UPU separately from France, and mail between colonies and France had something of the character of international mail. The UPU had not yet recommended use of postage-due stamps as a means of collecting the due charges, and the early French postage-due stamps were limited to local domestic mail. In 1881 France finally issued dues stamps for general use on all types of insufficiently franked mail. Several colonies issued locally-printed dues stamps for domestic mail only, between 1876 and the 1880s. In 1884 the General Issues of dues for the colonies were first printed and made available to those colonies that requested them. From 1905 on some colonies were supplied definitive issues of due~ but the General Issues were still used someplaces until the 19208.

With the advent of the Word Processor the opportunity has been taken to convert these original hard copy indexes into electronic format, to amalgamate them into one document, and to bring the index up to date. From this point forward future indexing will be relatively straightforward and the index will be updated within a short period after each bulletin is published. To those members with a PC it will be available on-line, alternatively up-to-date hard copy prints will be available on request from the Publications Officer. The index now provides easy access to an enormous corpus of high quality information covering virtually every topic within British West Indies philately. As the number of subjects covered has expanded over the years it has been deemed necessary to sub-divide the topics under each colony heading into four separate categories, each entry being listed in alphabetical order.

El Salvador Handbook Prestamp Postal Markings. Colonial Period. Throughout the colonial era, El Salvador was part of the Captaincy General of Guatemala. Hence, its postal history during this period is directly related to that of the other provinces of the territory: Chiapas, Costa Rica, Guatemala, Honduras, and Nicaragua. After the Spanish conquest in the 1520's, the authorities started sending messengers to the ports in Mexico and Yucatan, from where all correspondence was sent to Spain. However, it was not until 1602, that the President of the Real Figure 1-1. Entire letter from Santa Ana to Guatemala, July 30, 1780. Esteves died the following year, but it was not until 1612 that Baltasar Pinto de Amberes was appointed as the new Correo Mayor. Pedro Crespo Xuarez, who bought the tittle and office at a public auction, replaced him in 1620. After Crespo, only three individuals filled the office of 'Correo Mayor' by purchasing it: Francisco de Lira y Cárcamo (1646-1682), José Agustín de Estrada (1682-1730), and Pedro Ortíz de Letona (1730-1767). In 1767, the Correo Mayor system was abolished and replaced by a government monopoly. On March 1, 1768, the new office of ‘Administrador General de Correos y Maestre de Hostes, Postas, y Correos’ was created, a position occupied by Captain General Pedro de Salazar Herrera Natera y Mendoza. Under the new regime, Simon de Larrazabal (1768-1797) assumed responsibility of the royal mail in Guatemala.
