Launched in 1998 by Professors Luc Weber (University of Geneva) and Werner Hirsch (University of California), the Glion Colloquium has brought together uni- versity leaders from Europe and North America to discuss the future of higher education, frequently joined by leaders from business, foundations and gov- ernment. Topics have included the rapidly changing nature of research uni- versities, university governance, the interaction between universities and society, the future of the university and the responsibilities of higher educa- tion, as articulated in the important document, The Glion Declaration: The University at the Millennium, prepared for the UNESCO World Conference on Higher Education in 1998. The papers presented and associated discussion at each colloquium have subsequently been published in a series of books that can be found on the Glion Colloquium website at http://www.glion.org. The Glion VI Colloquium departed from its customary transatlantic dia- logue by broadening participation to embrace global representation, including university leaders from around the world representing 18 nations and five continents, to consider the globalization of higher education. The emergence of a global, knowledge-driven economy is driven by a radically new system for creating wealth that depends upon the creation and application of new knowledge and hence upon advanced education, research, innovation and xi xii Preface .................................................................................................................................... entrepreneurial activities. Both mature and developing nations are making major investments in building the knowledge infrastructure — schools, uni- versities, research institutes, high-tech industry, cyberinfrastructure, public policies and programmes — necessary to achieve prosperity and security in the knowledge economy. In parallel with these trends, there is a strong sense that higher education is also in the early stages of globalization, both through the increasing mobility of students and faculty and the rapid growth in international partnerships among universities. Some even conjecture that soon we will see the emergence of truly global universities, which not only intend to compete in the global marketplace for students, faculty and resources, but also are increasingly will- ing to define their public purpose in terms of global needs such as public health, environmental sustainability, and international development. The aim of this meeting was to provoke a stimulating discussion among leaders of research uni- versities from around the world — both from mature nations in Europe, North America and Asia and from developing nations

The objective of this course is to study the evolution of Egypt's political institutions, processes and dynamics highlighting its elements of continuity and change. The first part of the course will be chronological, intended to give students a basic knowledge of the history and evolution of Egyptian political institutions. The course will start by searching state origins in Mohammed Ali's time and the regime's origins in Nasser's time. We will then proceed to Sadat's period that constituted the backdrop of the Mubarak's periods that will form the second part of the course.. The second part will be thematic, in which we will deepen our knowledge of some key political issues facing Egypt today that have led Egypt to the 2011 revolution and shape its post 2011 political arena till the reconsolidation of authoritarianism in the post- 2013 era. Such themes will include but are not limited to the following:, the rise of the second republic, civil participation, social movements, civil society, ideological actors, the role of the military, parliamentary elections, presidential elections and the evolving legal structure. The last part of the course will highlight the 2011 revolution and its political impacts including the counter-revolution and re- consolidation of state authoritarianism under General Abdel-Fattah al-Sisi and the military rule.

Judson Dorman Date 2 ABSTRACT This thesis examines state-society relations in Egypt, and the logic of durable authoritarianism since 1952. It does so, through an examination of the Egyptian state’s neglectful rule, from the 1970s through the 1990s, of its capital Cairo. In particular, the thesis focuses on state inaction vis-à-vis Cairo’s informal housing sector: those neighbourhoods established on land not officially sanctioned for urbanization. Since the early 1990s—when Islamist militants used them to launch attacks on the Mubarak government—such communities have been stigmatized in Egyptian public discourse as threats to the nation’s social, moral and political health. Western scholars, by contrast, have valorized them as exemplifying popular agency. The central research question of the thesis is to explain why the Egyptian state has been unable to intervene effectively in these informal neighbourhoods—despite the apparent challenges they pose, the authoritarian state’s considerable unilateral power and the availability of western assistance. The short answer to the question, is that the very factors which sustain the authoritarian political order constrain the Egyptian state’s ability to intervene in its capital.

Long All rights reserved ABSTRACT The Emergence of the American University Abroad Kyle A. Long This dissertation explores the relations of independent American universities abroad to one another and to American higher education through a mixed-method comparative case study of three eras (1919-1945; 1946-1990; 1991-2017). Applying insights from the study of organizations and social movements, it investigates 1) the formation, evolution, and eventual maturation of an organizational field of American universities abroad; and 2) the strategies field actors utilize to align frames about American universities abroad with values of potential supporters in the United States. The study employs both qualitative and quantitative methods to analyze data that come from archives, news media, institutional websites, interviews, and an original database. Findings have implications for study of international higher education, American higher education, and American foreign relations. I argue that over the course of a century, the American university abroad has emerged as a distinct institution and structural feature of American higher education. Episodic cooperation among various American universities abroad has served to organize the field to the extent that its “rules” eventually became institutionalized. Instances of continuity and change in the field’s rules are often the result of pressures emanating from U.S. higher education and foreign policies. Meanwhile, the field of American universities abroad, representing the frontier of American higher education, has continually enlarged the latter’s boundaries with each successive period of global expansion.

    CHAPTER 2 From Technical School to World-Class Polytechnic: Ecole Polytechnique Fédérale de Lausanne Gérard Escher In 2008, the European Commission published the results of the first European- wide research grant competition for single principal investigators under the new funding scheme of the European Research Council (ERC). The historic academic European powerhouses, Oxford, Cambridge and the Eidgenössische Technische Hochschule Zürich (ETHZ) were beaten in number of grants awarded by the Ecole Polytechnique Fédérale de Lausanne, a newcomer, ranking first for starting grants (8) and advanced grants (11)! Seven years and as many calls later, EPFL still ranks in the top five for the number of ERC grants obtained by its faculty, outperforming competitors easily twice its size. A hundred and fifty years ago local entrepreneurs in Lausanne, excited by the reputation of the new Grandes Ecoles in France, created a local, private “special school” financed entirely by student fees to teach math and engineering. State support would trickle in slowly and the ecole spéciale was eventually integrated into the Université de Lausanne. It progressively took shape as a technical faculty, distinct from the science faculty, and in 1946 the school was named Ecole Polytechnique Universitaire de Lausanne (EPUL). The school taught civil, mechanical, electrical, and chemical engineering as well as architecture. It was housed in distinct quarters within the city of Lausanne in 1953 and could accommodate a thousand students (EPUL, 1954). EPUL would have remained a local affair but for a major shift in the late sixties. In 1969, the Technical Faculty of the University of Lausanne was transformed into a new and separate university—the Ecole Polytechnique Fédérale de Lausanne—no longer dependent on local (state) government funding, but instead on the national (federal) government.

    MODERATOR David P. Corey (HMS) David Corey is the Bertarelli Professor of Translational Medical Science at Harvard Medical School and an investigator of the Howard Hughes Medical Institute. Dr. Corey was trained in physics at Amherst College in Massachusetts and received his PhD in neurobiology from the California Institute of Technology. He was assistant professor at Yale Medical School before coming to Harvard Medical School and Massachusetts General Hospital in 1984. Dr. Corey has served as interim chair of the Department of Neurobiology at HMS, is co-director of the Harvard Medical School Center for Hereditary Deafness, and directs the Bertarelli Program in Translational Neuroscience and Neuroengineering at HMS. Research in his laboratory is focused on the molecular and biophysical basis of sensory transduction in the inner ear; it leads to insight into basic processes of mechanosensation in biology, and also to understanding and treatment of hereditary deafness. Dr. Corey has received the Young Investigator Award from the Biophysical Society and the Award of Merit from the Association for Research in Otolaryngology, and he was elected to the American Academy of Arts & Sciences.
