(b) The app known as „cVIGIL‟, which stands for “citizens‟ vigil”, was tested on a pilot basis during the recently concluded polls in Karnataka‟s Bengaluru.     LAW EZZ @ DPCC- CURRENT AFFAIRS JULY 2018 Punjab CM Captain Amarinder Singh has ordered a mandatory dope test for all government employees, including police personnel, from the time of their recruitment through every stage of their service. The Reserve Bank of India has issued the license to Bank of China to launch operations in India. With this, Bank of China becomes the second Chinese bank after the Industrial and Commercial Bank of China to have a branch in India. The 42nd World Heritage Committee meeting concluded on July 4, 2018 in Bahrain's capital Manama, with 19 new sites inscribed to the World Heritage List. The meeting, which opened on June 24, added 13 cultural sites, three natural sites and three mixed ones to the World Heritage List, including Germany’s Naumburg Cathedral, Kenya’s Thimlich Ohinga Archaeological Site, Oman’s Ancient City of Qalhat, China’s Mount Fanjingshan and France’s Chaine des. The World Heritage List now contains 1,092 sites in 167 countries. The Supreme Court of India on July 12, 2018 stated that the social stigma and discrimination attached to the LGBTQ community would go if the criminality of consensual gay sex is done away with. The SC bench rejected a proposal of the lawyers, seeking retention of section 377, that public opinion should be elicited on the matter, saying it did not want a referendum but would go by constitutional morality. The bench stated that once the criminality under section 377 goes, then the stigma and discrimination will also go. The Supreme Court on July 17, 2018 reserved its verdict on a clutch of pleas challenging the constitutional validity of section 377 of Indian Penal Code which criminalises consensual gay sex.

Wallace California Botanic Garden [formerly Rancho Santa Ana Botanic Garden], 1500 North College Avenue, Claremont, California 91711 ([email protected]) abstract An account of the extent, diversity, and importance of the Californian collections of Thomas Coulter in the herbarium (TCD) of Trinity College, Dublin, Ireland, is presented here. It is based on examination of collections in TCD, several other collections available online, and referenced literature. Additional infor- mation on historical context, content of herbarium labels and annotations is included. Coulter’s collections in TCD are less well known than partial duplicate sets at other herbaria. He was the first botanist to cross the desert of southern California to the Colorado River. Coulter’s collections in TCD include not only 60 vascular plant specimens previously unidentified as type material but also among the first moss andmarine algae specimens known to be collected in California. A list of taxa named for Thomas Coulter is included.
