Ова декемвриско (во 2019 година) појавување е тематски насочено, како практикувана можност за пројавување на авторски определби, идеи, размислувања, проектирања. Тематскиот опфат/ панорамата се засновува на новите парадигми во инклузивното општество. Појдовни основи на елаборациите се: Прво, инклузивното општество, или „општество за секого“ е клучна цел во современиот општествен развој. Експертска група на ОН во 2008 година го дефинираше инклузивното општество како „она што ги надминува разликите на расата полот, класата, генерацијата и географијата, и обезбедува вклученост, еднакви можности, како и капацитет сите членови од општеството да определат општествени институции што ќе ја владеат општествената интеракција“. Ова општество подразбира прифаќање на културните и религиозни различности, еднакви права за сите граѓани, вклученост на малцинствта, непречно функционирање на лицата со посебни потреби – своевиден крај на инклузивно-неодржливите традиции и создавање нови социјални парадигми за кохезивност и интеграција. Второ, почитувањето на сите човекови права и слободи, овозможено преку непреченото владеење на правото, е фундамент на здравото општество. Секој поединец треба да се чувствува сигурно и безбедно и да има услови за активно учество во сите нивоа на граѓанскиот, културниот, економскиот и политичкиот живот на сопствената општествена заедница. Сведоци сме на значајни позитивни во просперитетнитеопштества во насока на надминување на расните, полови и класнипредрасуди, нови граѓански права до сега незамисливи за традиционалните наративи, но и на паралелното постоење на привилегирани поединци и групи, загрижувачка нерамномерна распределба на богатството и други состојби на нееднаквоста. Достапноста до квалитетно образование и здравство, правна заштита, непречно учество во јавниот и политичкиот живот, здрави природни ресурси, слобода на говор и изразување, слобода на движење - се само дел од целите кои инклузивното општество ги поставува на својата патека за подобар живот на сите нас. Разработените теми го прикажуваат односот помеѓу традиционалното и инклузивното општество, и посочуваат на предизвиците со кои се соочуваме на патот кон поставувањето на новите парадигми на инклузивното општество. Arts. 3(2019)6 International Journal of Science and Arts - “IDEA” About the publication The activities and achievements of the European University – Skopje are now richer for one more issue of the International Journal of Science and Art “Idea”. The present December (2019) issue is focused on a specific topic as a platform for laying out authors’ views, ideas, thoughts, and projections. The topic is focused on new paradigms of an inclusive society. The elaborations of the present issue stem from two basic points: Firstly, an inclusive society or ‘society for all’ is a key goal of the modern social development. The expert group of UN in 2008 defined the inclusive society as one that “over-rides differences of race, gender, class, generation, and geography, and ensures equal opportunities for all to achieve full potential in life, regardless of origin.” This society implies accepting cultural and religious diversity, equal rights to people with disabilities – an end to the non-sustainable practices from an inclusive point of view and creating new social paradigms for cohesion and integration. Secondly, the respect for human rights and freedoms, enabled by the unhindered rule of law, is the fundament of a healthy society. Everyone should feel safe and secure and enjoy the right to actively participate in all aspects of the social, cultural, economic, and political life of the community. We witness important positive changes in the prosperous societies in terms of overcoming racial, gender, and class prejudices, new civil rights until now unprecedented in traditional narratives, but also a parallel existence of privileged individuals and groups, a concerning unequal distribution of wealth, legal protection, freedom of speech and expression, freedom of movement – are only a fraction of the goals that the inclusive society aims for on the path to a better life for us all. The topics discussed here portray the relationship between the traditional and the inclusive society and point to challenges we face on the way to establishing new paradigms of the inclusive society. The readers will certainly notice that the Journal includes a number of artistic-designer applications. Signed: Date: 11.03.2018 2 Abstract The European Union is the world’s largest internal market comprising 28 member states and more than 500 million citizens. It is governed by complex regulatory structures which, if abused, can negatively affect the lives of millions of citizens. Whilst recognising the huge ramifications that corruption causes to the political and socio-economic structures of the European Union, this thesis identifies the drivers that have hampered the adoption of a robust common anticorruption approach. The thesis carries out this analysis by focusing on the role of the three main decision-making institutions of the European Union: the European Commission, the European Parliament and the Council of the European Union. The research examines whether strong legislative resistance to counter-corruption measures results from a lack of supra-institutional leadership or reflects the reluctance of the Council to initiate and support the conclusion of legally binding anticorruption agreements. It evaluates the reactions of the European Union’s institutions to the need for installing better accountability and transparency standards in three policy cases: the establishment and management of EU decentralised agencies; the adoption of EU criminal antifraud directive and the adoption of regulatory framework for the work of EU lobbyists.

Responding to the demands of the Parliament on the reform of the investor-to-state dispute settlement (ISDS) mechanism, the Commission has unveiled a new system for resolving disputes between investors and states. The new Investment Court System would replace the existing ISDS system in TTIP and other current and future EU negotiations on investment. Within the public Investment Court System, the claims will be examined by the Tribunal and the appeals will be heard by a new Appeal Tribunal, operating on similar principles to the WTO Appellate Body. A modernised transparent system would balance the governments’ right to regulate with clearly delimited rights of investors to contest discrimination. The Parliament has called for a transparent dispute resolution mechanism in its 8 July recommendations for the TTIP negotiations.

Bojko Bučar Nekateri vidiki imunitete poslancev slovenskega in evropskega parlamenta v luči njenega odvzema Diplomsko delo Ljubljana, 2016 Nekateri vidiki imunitete poslancev slovenskega in evropskega parlamenta v luči njenega odvzema Poslanska imuniteta je pravni inštrument, ki začasno ali trajno onemogoča tožbe, preiskave ali kazenski pregon v civilnih ali kazenskih zadevah proti članom parlamenta, njen namen pa je zaščititi nemoteno delovanje parlamenta in njegovo neodvisnost in ni osebni privilegij poslanca, temveč institucionalni privilegij parlamenta. V Sloveniji poslance ščitita poklicna in nepoklicna imuniteta, veljavna ureditev je večinoma povzeta po nekdanji ustavi SR Slovenije, pri čemer je poklicna imuniteta zelo podobna ureditvam v drugih članicah Evropske unije, nepoklicna pa je v vrsti elementov specifična in bistveno širša. Postopek za odvzem ali priznanje imunitete je podrobno urejen v poslovniku Državnega zbora, dosedanja praksa poslanske imunitete v Državnem zboru po mandatnih obdobjih pa kaže na nihanja ob uporabi tega instituta. V Evropskem parlamentu vse kaže na potrebo po drugačni ureditvi odvzema poslanske imunitete, saj se po obstoječi postopek odvzema imunitete ne more začeti, če pristojni nacionalni organi ne zaprosijo Evropskega

He is one of three ready to take cash to help change EU laws The Insight team Published: 20 March 2011 The Jeffrey Archer lookalike was in jovial mood when he let his lunch companions in on his secret. If he were to be employed to change laws in the European parliament, he would have to take precautions to avoid suspicion. “The problem is, a lobbyist is a lobbyist, yes,” he said in a soft Austrian accent. “And a lobbyist has some special smell. It’s true to be said I am myself something like that. So we have to be very careful.” He had every reason to take care. Ernst Strasser is a member of the European parliament who moonlights as a lobbyist. A former Austrian interior minister, he claims to be making half a million euros (£436,000) a year from private fee-paying clients on top of his MEP’s salary. At lunch with him in Brussels were two lobbyists from an British company who were about to hire him as their man in parliament. They were, in fact, undercover reporters. Over the following months Strasser explained how he would pose as a concerned politician, when he was actually secretly lobbying for clients. Earlier this month he used this tactic when he was hired by the undercover reporters to amend new banking laws.
