Adoption of agenda INTA_OJ PE564.926v01-00 The agenda was adopted with the modifications as follows: - Exchange of views on "Implementation of the 2010 recommendations of Parliament on social and environmental standards, human rights and corporate responsibility" (INTA/8/01660, 2015/2038(INI), Rapporteur: Eleonora Forenza (GUE/NGL) (item 10) was postponed to a future meeting; - Presentation of the mission report on "Mission to the World Expo 2015 in Milan and to Genoa, Italy - 18-19 June 2015" was added to the agenda as new item 10. 2. Coordinators’ meeting Coordinators' decisions and recommendations: 7.1. Chair’s announcements: 7.1.1. Access to EU RESTRICTED documents, notably on TTIP, during EP summer recess: - Coordinators took note of the information provided by the INTA Secretariat. 7.1.2. Attribution of points following the constitution of the new group ENF Decision: Following the constitution of the ENF as a new group, to allocate 12 points to ENF based on the application of the established calculation method in the INTA Committee. 7.2. Legal issues - for information 7.2.1. Brief presentation by the Legal Service of the latest developments in ECJ jurisprudence - Coordinators took note of the short presentation by the legal service on: - the judgement of the ECJ in case C-62/14 Gauweiler and others on the purchase of government bonds on secondary markets announced by the ECB, - the latest developments regarding the case C-21/14P Commission vs. Rusal Armenal in appeal concerning the imposition of definitive anti- dumping duties on imports of certain aluminium foil originating in Armenia, Brazil and China, PE564.996v01-00 2/16 PV\1069127EN.doc EN - the submission of the complaint by the European Commission to the ECJ on the issue of the EU-Singapore FTA regarding EU competences for investment. 7.2.2. Implementation of international trade agreements Decision: - to request authorisation to draft an out of quota INI Report on how to deal with implementation of trade agreements in general, as well as to request authorisation to draft out of quota INI Reports on the implementation of specific and relevant trade and investment agreements, as was done with Korea, - to send a follow-up letter to the Commissioner on implementation, - to organise an annual hearing or workshop on implementation with stakeholders and the Commission, - to apply a systematic approach to scrutiny of trade and investment agreements, - to ensure that the standing rapporteurs, who automatically should become the rapporteur for the report on implementation of a specific FTA, as well as the shadow standing rapporteurs have the necessary expertise, instruments and statutory powers available, - to review these practices after 2 years. 7.3. Appointment of rapporteurs – decision on procedure REPORTS 7.3.1. A new forward-looking and innovative future strategy on trade and investment INTA/8/02651 2015/2105(INI) Responsible: INTA Decision: Attributed to EFDD Group for 2 points. 7.3.2. Arrangements for products originating in certain states which are part of the ACP Group of States provided for in agreements establishing, or leading to the establishment of, Economic Partnership Agreements (recast) INTA/8/03680 ***I 2015/0128(COD) COM(2015)0282 – C8-0154/2015 Responsible: INTA Decision: Attributed to EPP Group for 0 points. For information 7.3.3. A new Sustainable Impact Assessment methodology fitting the new challenges of EU trade policy 2015/0000(INI) PV\1069127EN.doc 3/16 PE564.996v01-00 EN Responsible: INTA Decision: Attributed to Verts/ALE Group for 2 points by written procedure (30/06/15). 7.4. Appointment of rapporteurs – decision on procedure OPINIONS 7.4.1. Framework Agreement between the EU and its Member States, on the one hand, and the Republic of Korea, on the other hand, to take account of the accession of the Republic of Croatia to the EU INTA/8/03805 *** 2015/0138(NLE) COM(2015)0312 Responsible: AFET Decision: Not to draft an opinion. 7.4.2. Annual report on EU Competition Policy INTA/8/03830 2015/2140(INI) Responsible: ECON – Werner Langen (PPE) Decision: Attributed to EPP Group for 1 point. 7.5. Comitology/Regulatory procedure with scrutiny/Delegated acts For information: According to point 6 of the Common Understanding on delegated acts agreed between the three institutions, the Commission shall not transmit any delegated acts during the period from 15 July until 20 August. INTA Delegated acts and Comitology Summary: From 20 July until 21 August the Summary will not be circulated on a regular weekly basis but ad hoc, depending on the number and nature of the information received. - Coordinators took note of the information provided by the INTA Secretariat. 7.6. Motions for resolutions (Rule 133) 7.6.1. Motion for a resolution on unfair competition from Gulf airlines B8-0491/2015 Decision: to take note of the proposed motion for resolution in the on-going work, and in line with Rule 133(3) to inform the author of the decision of INTA. 7.6.2. Motion for a resolution on imposing a moratorium on trade liberalisation B8-0615/2015 Decision: to take note of the proposed motion for resolution in the on-going work of INTA and, in particular the work of the respective INTA Monitoring Group following on-going trade negotiations, and in line with Rule 133(3) to inform the author of the decision of the committee. Motion for a resolution on combating the production of imitation Parmigiano Reggiano and Grana Padano B8-0652/2015 Decision: to take note of the proposed motion for resolution in the on-going work on protection of intellectual property rights in third countries, and in line with Rule 133(3) to inform the authors of the decision of the committee. 7.7. Petition no 0116/2014 by John Skliris (Greek), on labelling of imported honey produced using genetically modified pollen Decision: to take note of this petition but not to take any specific follow-up action and to address a respective response letter to PETI. 7.8. Monitoring groups Decision: - to endorse the proposal of making an advance booking for an adequate meeting room on Monday afternoons (15.00-18.30) during the groups' weeks: - Monday 28 September (15.00-18.30) - Monday 19 October (15.00-18.30) - Monday 16 November (15.00-18.30) - Monday 7 December (15.00-18.30) - to acknowledge that not all INTA Monitoring Groups can be held during these slots and to maintain a certain amount of flexibility for convening these meetings, whenever appropriate, - to review the implementation at the end of 2015 in order to decide whether or not this practice should be continued. 7.9. Hearings, Workshops & Studies Decision: - to request from the EP Policy Department to commission a study on market access status of China and its impact on the EU economy. - to invite Romano Prodi, tenth President of the European Commission (1999 to 2004), to have an exchange of views with INTA Members on the effects of possible granting of market economy status to China 7.10. Committee missions 7.10.1.
