1. GENERAL INFORMATION

1.1. Host City Zermatt Zermatt (7'700 inhabitants, elevation 1'620 m) is the most famous mountain village with the most photographed mountain in the world. In the Zermatt – resort, which includes the villages of Zermatt, Täsch and Randa, there are, among others, alpinists, ski fans, pleasure seekers and nature lovers. Alpine mountaineers ascend the Matterhorn (4,478 m) following the footsteps of the first climber, Edward Whymper, who managed to reach the mountain’s summit along the famous Hörnligrat in 1865. Guests can conveniently reach the centre of the Alpine village by train. Zermatt has always been car-free. Here one can go everywhere by foot in summer and winter, use the horse-drawn carriages or the small electric taxis, which take luggage to the hotels and apartments along the narrow streets. Zermatt is a pioneer in sustainability: Many companies (hotels, restaurants, mountain railways, etc.) have been conscientious in their responsible management of resources for decades: water, electricity, transportation, waste management and construction technology are all used carefully. 360 kilometres of pistes await winter sports enthusiasts who can use the groomed trails on the Swiss and the Italian sides of the Matterhorn from morning until late afternoon. In summer, the area on the still has 21 kilometres of piste available on snowsure groomed slopes. This means: Snow sports are possible in Zermatt 365 days a year. Winter hikers and snowboarders can also enjoy this snow-covered sports setting. Furthermore, there are over 400 km of marked hiking trails available in summer.

Outstanding cuisine awaits the guests in the village, in the hotels and along the hiking trails and ski pistes in the mountains: 17 restaurants collectively have a total of 242 GaultMillau points. Many of Zermatt’s hotels and restaurants are family enterprises, which uphold and offer their traditions and provide their guests with a high level of service. It is not surprising that 80 per cent of their customers are loyal, long- standing guests. New and historic hotels all are constructed to the highest standards. Many of them are characterized by an Alpine chic style using stone, glass and often old, well-preserved wood. If you want to enjoy shopping and strolling, you can along the Bahnhofstrasse. 3. TRAVEL TO ZERMATT

3.1. Official Airport and Arrival Information The official airport, Geneva Airport (www.gva.ch), is located 225 km from the venue. Welcome desk and shuttle buses will be provided.

3.1.1. Welcome Service in Geneva Upon arrival at Geneva International Airport the teams will be welcomed by their Team Attachés.

The opening dates and times of the Welcome Desk, situated in Terminal 1 (after collecting luggage) at the airport will be the following (depending on travel schedules)

After collecting luggage, team members will be escorted to the official buses by the welcome desk staff and driven to Täsch, which will take approximately 2 hours and 40 minutes depending on traffic conditions.

In Täsch team members will be welcomed by an LOC responsible and change to the shuttle train of the Matterhorn Gotthard Bahn from Täsch to Zermatt. Every accredited team member will get the return- ticket Täsch-Zermatt at the Welcome Desk at the airport in Geneva.

Shuttle trains between Täsch and Zermatt run every 20 minutes. Travel time from Täsch to Zermatt takes 12 minutes

The train-ticket is personal, non-refundable and non-transmissible. It must be presented on the train. If anybody loses or forgets the ticket, he/she is responsible for getting a new one at the ticket counter. Be aware: The ticket is a return-ticket Täsch-Zermatt-Täsch!

3.1.2. Welcome Service in Matterhornterminal in Täsch Upon arrival in Täsch at the Matterhornterminal (https://www.zermatt.ch/en/arrival/mtt) the teams will be welcomed by their Team Attachés.

The opening dates and times of Welcome Desk, situated in the ground floor (main entrance) will be the following:

3.2. Arrival by Train Teams travelling by train shall arrive to Täsch railway station, where they will be met by an LOC responsible. In Täsch the team members will be required to change to the shuttle train of the Matterhorn Gotthard Bahn from Täsch to Zermatt.

3.3. Arrival by Road Zermatt is car-free. Access by private car is only permitted to Täsch. From Täsch, everybody is requested to continue to Zermatt by train.

Teams arriving by private car / bus can park in the Matterhorn Terminal in Täsch (https://www.zermatt.ch/en/arrival/mtt) .

3.3.1. Arrival by car Teams arriving by car, can park their vehicles in the Matterhorn Terminal in Täsch. Teams have the possibility to order a free parking ticket from the LOC ([email protected]) by 27 June 2019 14:00 at the latest. Late orders won’t be accepted. Parking tickets offering free exit from the Matterhorn Terminal will be given to the team leader during the accreditation in Zermatt.

3.3.2. Arrival by minibus and bus (over 2,3 meters) Teams arriving by minibus or bus (height over 2,3 meters) must park their vehicle at the designated short-term parking "P2" (see appendix 4.). Upon arrival to Matterhorn Terminal all team members shall get off the minibus/bus with their luggage, while the driver is requested to pick up the parking ticket at the counter, and drive the vehicle to the parking lot P2. From the car park P2 a shuttle bus will take back the driver to the Matterhorn Terminal from where the trains depart to Zermatt.

Please note that the Parking Shuttle Service is only available daily between 07:00-19:00. Outside of these hours the transfer from/to P2 has to be organised and paid for by the team.

Note: no additional exit ticket is needed for P2 parking!

3.3.3. Welcome desk in the Matterhorn Terminal in Täsch Team Members traveling to Täsch by car / private bus will receive a train ticket for the journey from Täsch to Zermatt at the welcome desk in Täsch.

Shuttle trains between Täsch and Zermatt run every 20 minutes. Travel time from Täsch to Zermatt takes 12 minutes

3.4. Visa Requirements Countries requiring visas to enter Switzerland should obtain them from the Swiss Embassy or Consulate in their country. In case there is no Swiss Embassy in your country, please contact the nearest Embassy.

The following countries require visas to enter Switzerland: ALB* – ARM – AZE – BLR – BIH*– GEO* – KOS – MKD* – MDA* – MNE* – RUS – SRB* – TUR

*Visa free regime applies to citizens of ALB, BIH, GEO, MKD, MDA, MNE and SRB, only if they are holders of biometric passports.

Participants who require a visa should contact the LOC to obtain a special invitation letter by sending an e-mail to [email protected] with the following information:

- Full name (first name and family name as shown in passport) - Gender - Date of birth - Passport number and passport expiry date (passports should be valid at least 6 months after the end of the competition) - Function in the team (athlete or official)

3.5. Insurance According to the regulation 1010.9 the participating Member Federations are responsible for taking out their own insurance to cover the risk of illness or injury of any member of their team when travelling to and from the European Athletics event and during the event itself. Please take the necessary steps to fulfil these requirements well in advance.

4. ACCREDITATION

4.1. General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security guards will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system.

4.2. Accreditation Centre The Teams’ Accreditation Centre will be located in Zermatt, at the Hotel Alex (see appendix 1). Team Leaders are requested to report to the Accreditation Centre as soon as possible after their arrival, in order to register the teams and carry out the administrative procedures.

The opening dates and times of the Teams’ Accreditation Centre will be the following (depending on travel schedules):

4.3. Accreditation Procedure Accreditation cards will be prepared in advance, based on the information provided by the Member Federation through the European Athletics event management system. No changes will be accepted after the final entries deadline.

The Team Leader will be asked to complete the following formalities before he can collect the accreditation cards for the whole team: - LOC accommodation invoice - Check of athletes’ passport (or a copy) to allow verification of all participants’ age - Uniform check - Final confirmation of entries - Collection of competition related forms and information - Confirmation of departure details - Collection of meal vouchers for lunch - Collection of parking tickets for the Matterhorn Terminal (if applicable)

4.4. Access Areas for Teams All team accreditation cards will allow access to the team areas, warm-up area, changing facilities and physiotherapy rooms. Only athletes who are directly involved in the competition will have access to the call room and to the course.

The Head of Delegation from each team is invited to the VIP Hospitality and will be given the necessary access number on the accreditation card.

Teams will be provided with special passes as required for the following categories: - TIC (only for collecting items from the pigeon hole) - Mixed zone (for access to athletes at the end of the mixed zone)

4.5. Loss of Accreditation Any lost or damaged accreditation cards have to be reported to the LOC, at Hotel Alex in Zermatt. Duplicate cards can be obtained where proof of identity can be established. Unauthorised use of an accreditation card will result in the card being confiscated.

5. ACCOMMODATION

5.1. General Information The LOC has made accommodation arrangements for team members in 12 hotels of similar standard.

5.2. Information Desk An Information Desk will be located in the lobby of each team hotel with all relevant information about all aspects of the European Mountain Running Championships. Upon arrival, each team will get a dedicated attaché, who will give them all kind of assistance during their stay in Zermatt.

5.4. Accommodation Costs and European Athletics Quota

5.4.1. European Athletics Quota According to point 1110.4. of the European Mountain Running Championships Regulation European Athletics shall bear the board and lodging expenses at the venue of the competition for a maximum period of not more than 3 (three) days for a maximum of 3 (three) male and 3 (three) female athletes in each category.

No contribution shall be made in respect of athletes representing the host European Athletics Member Federation.

5.4.2. Ratio of Athletes & Officials The number of team officials in the hereunder chart is also eligible for fixed price accommodation and other benefits, however European Athletics will not cover these officials’ accommodation costs

officials is eligible for fixed price accommodation and other benefits. European Athletics will not cover these officials’ accommodation costs.

5.4.3. Accommodation Costs For all athletes within the European Athletics Quota, the European Athletics will pay for full board accommodation, as stipulated in the European Athletics Competition Regulations (1110.4), for a period limited to the number of competition days plus two.

The official period is thus 3 nights: check-in on 5 July 2019 and check-out on 8 July 2019.

The additional nights have been fixed to the following: 4 July 2019. This means that if your team is planning to stay in Zermatt outside the period 4-8 July 2019 (4 nights), the below rates will not apply and a separate agreement will have to be made directly with the LOC/respective hotels.

The following rates apply for team members. This includes full board accommodation.

(1) For the official period each Team will be allocated a minimum number of single rooms equivalent to 10% of the total number of Athletes and officials in ratio registered in the Final Entries, at the price of a twin room in single occupancy. Any single rooms above the 10% threshold will be charged at the rate of 95 EUR during the official period. Additional single rooms can be requested and will be given according to availability.

(2) In case of later arrival/early departure of the sharing person, the night the twin room is used as a single room will be charged at the rate of the twin room in single occupancy (75 EUR during the official period / 90 EUR for additional nights).

Please note: In addition to the accommodation costs, out-of-ratio officials will be charged a lodging fee of 45 EUR, for the whole duration of the event.

European Athletics Regulation 1103.6 and 1110.8 1103.6. European Athletics may reduce financial support (for travel, board/accommodation grants, etc.) to any European Athletics Member Federation which, after having announced their participation, does not take part or attend the competition with a number of athletes and officials materially higher or lower than the number stated in the Preliminary Entry by 20%. The latter applies only if the Preliminary Entry is more than 4 (four).

1110.8. The final account for accommodation attributable to each Member Federation shall be based on the numbers declared in the Final Entries and this shall be paid in full, no allowance being made for subsequent any reduction in the actual numbers of athletes and/or officials.

Note: The team Invoice will be based on the accommodation requests included in the final entries as well as any additional requirements indicated after the closing of the final entries.

5.4.4. Payment Procedures Following the closing of the entry system on 27 June 2019 an invoice will be sent to each Federation detailing the amount they owe based on their final entries. Federations are kindly encouraged to make an advance payment by 3 July 2019. Advance Payments should be made in EUR by bank transfer to the following account:

Please note: All bank charges are to be paid by the Member Federations. A copy of the bank transfer will be required on arrival.

If no advance payment has been made, the balance of the team invoice must be paid on-site by the Team Leader upon arrival at the Accreditation Centre.

Payment can be made only by cash in Euro or Swiss Francs (exchange rate set by the national bank of Switzerland on the date of final entry 27 June 2019).

5.4.5. Extra Charges The Team Leader must settle phone bills and all other extra services at the hotel reception, before departure. The Team Leader will be requested a credit card by the hotel reception desk for extras. All payments must be made in Swiss Francs.

5.5. Rooming list The rooming list information (name of the sharing person in twin room) will have to be entered in Arena during the Final Entries and is mandatory to enable the accurate calculation of required rooms, which will be the basis of the accommodation invoice. Further amendments will have to be made through the accommodation module of European Athletics event management system after the closing of the Final entries.

5.6. Meals Meals will all be served in buffet style and, to the extent possible, will be similar in all hotels. A large selection of suitable food will be available taking into consideration special diets, religion and culture of the participants.

For lunch and dinner, mineral water is available free of charge. All other drinks must be paid for.

Accreditation cards will allow access to breakfast and dinner. For the lunches, team members will be required to present a meal voucher, which will be handed over to the team leaders during the accreditation procedure. Furthermore, access to restaurants will only be possible at the hotel where teams are accommodated.

Teams having athletes or officials with special diet or food allergy are kindly requested to inform the LOC ([email protected]) about such restrictions as soon as possible but latest by 20 June 2019.

5.7. Services in the Team Hotels

5.7.1. Meeting Rooms Teams requiring any additional service may make separate arrangements through the information desk. There is also the possibility to book office/meeting rooms for Teams, with exclusive right for the whole duration of the Championships. 5.7.2. Rooms for Physiotherapy Dedicated rooms for physiotherapy will be provided for the teams with medical staff to set-up their own massage beds.

There will also be LOC physiotherapy services offered to those teams that do not have their own medical staff (see 11.2.).

6. TRANSPORTATION IN ZERMATT

6.1. Arrival and departure Upon arrival and departure teams accommodated further away from the accreditation centre and Zermatt railway station will be offered a free shuttle service to the respective hotel (arranged by the LOC), while LOC personnel will guide the teams accommodated in walking distance to their hotels.

6.2. Transportation in Zermatt As Zermatt is a car free city, no transportation system can be operated by the LOC. However teams can benefit of a free public transport on Saturday 6 July and Sunday 7 July with their "Gornergrat Bahn" ticket (distributed during accreditation). The map and the timetable of the bus line is available in appendix 5.

Gornergrat Bahn To access to the start of the U20 races (Riffelalp) as well as the finish area of all races (Riffelberg), team are requested to take the mountain train "Gornergrat Bahn". The station of the "Gornergrat Bahn" is centrally located (opposite of Zermatt Railway Station) and the trains run according to the timetable included to appendix 4.

The personal tickets offering free access to the "Gornergrat Bahn" on Saturday 6 July and Sunday 7 July will be distributed during the accreditation procedure.

Please note that the train ticket is personal, non-refundable and non-transmissible. If anybody loses or forgets the ticket, he/she is responsible for buying a new one at the ticket counter.

6.3. Transportation on the competition day On the competition day teams can get to the competition venues (start and finish areas) as follows:

Start area - Senior Men and Women (Zermatt) Teams staying in the hotels Hemizeus, Mountain-Paradise (stop in Wichje) and Plateau Rosa (stop Schlüematta) advised to take the public bus (red line; see appendix 5.). Teams accommodated in all other hotels are invited to walk to the start area.

Start area - U20 Men and Women (Riffelalp) Teams staying in the hotels Hemizeus, Mountain-Paradise (stop in Wichje) and Plateau Rosa (stop Schlüematta) advised to take the public bus (red line) to get to the station of the "Gornergrat Bahn" in Zermatt (stop Bahnhof) or alternatively there is also a short way uphill to the train station Findelbach (app. 700–1000m and 100m uphill), which is the intermediate stop between Zermatt and Riffelalp. The way will be marked with flags. Teams accommodated in other hotels – located closer to the station of the "Gornergrat Bahn" in Zermatt – are invited to walk to the train station in Zermatt and take the Gornergrat Bahn (direction Riffelalp).

Finish area - all races (Riffelberg) To access the finish area, all team members are requested to take the "Gornergrat Bahn" from any of the stations located in Zermatt or along the way (Findelbach or Riffelalp) to the finish area.

7. TECHNICAL INFORMATION 7.1. Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between Team Delegates, the LOC, the European Athletics Technical Delegate and the Competition Management regarding technical matters.

The TIC is located both at Hotel Alex and at the Finish Area – see appendix 1 – and will open at the followings times:

All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Access to the information in the pigeon boxes will be controlled by a separate entry card, not by the accreditation card. TIC cards will be given to each Team Leader.

7.2. Technical Meeting The Technical Meeting will be held on 6 July 2019 at 16:00 at Parkhotel Beau-Site (see appendix 1) Each team may be represented by a maximum of 2 (two) team delegates and, if necessary, an interpreter. The Technical Meeting will be held in English. It is very important that all teams are represented at the Technical Meeting.

The Technical Meeting will provide updates and information which is not already mentioned in this team manual and will include:  Information briefing by the Technical Delegate on matters not covered by the Team Manual  Timetable amendments (if any)  Starting gates and starts procedures  Presentation of the competition and warm-up venues  Information about the members of Jury of appeal  Information briefing by the Doping Control Delegate  Answers to written questions

Written Questions Any enquiries concerning the technical conduct of the Championships must be made in writing (in English). These questions will be answered at the Technical Meeting. The forms on which the questions must be written will be distributed upon your arrival at the Accreditation Centre. These forms must be returned to the TIC no later than 6 July 2019 at 12:00. No questions will be accepted during the Technical Meeting.

8. COMPETITION VENUE

8.1. The Course The 18th edition of the European Mountain Running Championships will be run on mainly uphill course.

The distances and amounts of ascent/descent per race are as follows:

8.2. Inspection of the course and the competition venue On Saturday, 6 July 2019, from 09:00 – 12:00 the LOC will offer a guided tour of the course and competition infrastructure. The following areas will be inspected during the course visit:  Pre-start area, Tent “Obere Matten”, Zermatt (Meeting-Point at 09:00)  Start area Zermatt  Start area / route Riffelalp  Finish area / infrastructure Riffelberg Note: "Gornergrat Bahn" train tickets are required for the visit!

8.3. Dressing / Physiotherapy Rooms On the day of competition, dressing tents, luggage bags and toilets will be located near all start areas and the finish area.

8.4. Training Athletes and team members will have free access to the competition venue and course for training on Thursday, Friday and Saturday. Please note that on Saturday 6 July 2019 the 18th Gornergrat Zermatt Marathon will takes place on the course, therefore access to certain facilities or parts of the course might be limited!

9. ENTRY REGULATIONS & FINAL CONFIRMATIONS

9.1. Entries Every European Athletics Member may enter 1 (one) team for each event.

In accordance with European Athletics Regulation 1102.6, each European Athletics Member Federation may enter a maximum of 6 (six) athletes of which a maximum of 4 (four) may participate, in the following conditions:  No athlete aged less than 16 (sixteen) years on 31 December of the year of the competition may participate in the European Mountain Running Championships;  No athlete aged less than 18 (eighteen) years on 31 December of the year of the competition may participate in the senior races.

Each athlete may only be entered in one race of the Championships and he/she can only compete in the race for which he/she was entered.

Although the European Mountain Running Championships are basically a team competition, individual entries may be accepted.

9.1.1. Final Entries Final entries shall be made through the European Athletics Event Management system which will be accessible at the following link: https://arena.european-athletics.org/. Member Federations' entries manager shall use their already known individual and personalised access.

Final entries indicating the names and individual logistical information (detailed travel arrangements, accommodation request and rooming list) of the competitors and of the officials must be received not later than 10 (ten) days before the first competition day. According to the regulations the deadlines for the final entries are:

 Opening of the final entries: Tuesday, 11 June 2019  Deadline for the final entries: Thursday, 27 June 2019 14:00 (CET)

All Member Federations will be able to consult and print out their entries at any time during the opening period and will receive a pdf report with a status of their entries 24h before the deadline as well as one pdf confirmation after the closing of the system.

Detailed travel and rooming list information will have to be registered for each athlete and official during the final entries process. Amendments and updates will then be possible through the accommodation and transportation modules of Arena after the closing of the final entries.

The rooming list information (name of the sharing person in twin room) is mandatory to enable the accurate calculation of required rooms, which will be the basis of the accommodation invoice.

9.2. Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition, when they register their team on arrival at the Accreditation Centre, using the forms available.

Forms for the final confirmation will be sent in advance to late arriving teams by email. The forms must be completed and returned via email to [email protected] as soon as possible but no later than Friday, 5 July 2019 at 14:00 (CET)

9.2.1. Withdrawal Withdrawal of any athlete after final confirmation, have to be submitted, on the official Withdrawal Form, to the TIC.

9.3. Scoring Each race shall be scored separately. Each team’s score shall be determined by the aggregate of the places of its 3 (three) best placed athletes. Teams shall be classified according to their scores, the team in each race having the lowest score being the winner, and so on.

If a team fails to finish with a complete scoring team, it will not be classified in the team result. The athletes finishing shall be counted as individuals in the race result and shall be eligible for the individual placing. No adjustment to the scoring placing of the finishing teams shall be made in respect of any non-scoring team runners or of individual entries.

9.3.1. Ties In the event of a tie, it shall be resolved in favour of the team whose last scoring athlete finishes nearest to first place in accordance with European Athletics Regulation 1102.14.

If two or more athletes tie for a place in any event, the attributable points shall be divided equally between them.

10. COMPETITION PROCEDURE

10.2. Competition Bibs Each competitor receives 3 competition bibs. The bibs shall be worn according to IAAF Rule 143. The competition bibs may not been cut, bent or covered in any way.

The LOC will provide each competitor with 3 competition bibs (two bibs with numbers and one bib with names) after the Technical Meeting, as follows:  the bib with names (including the chip transponder) to be pinned to the front of the competition clothing  the two bibs with numbers to be pinned to the back of the competition clothing and to the bag

10.3. Chip Transponders and timing The official transponder timing will be provided by Datasport. The chip is included in the bib. Results will be published at the finish area (see appendix 2) and online https://services.datasport.com/2019/lauf/zermattmarathon/emrch2019-zermatt/

10.4. Competition Clothing Competitors must wear the Federation’s official team clothing. IAAF Rule 8 &143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations in force, available at http://www.iaaf.org/about-iaaf/documents/rules-regulations#regulations. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room.

The European Athletics has a record of the Team vests of all Member Federations, available on European Athletics’ Event Management System, Arena, accessible at the following link: https://arena.european-athletics.org/.

Member Federations shall confirm their team vests. If the uniform displayed differs from your current official uniform, a full set of photographs must be uploaded, using the team vests template form provided by European Athletics by 27 June 2019, 14:00 (CET) at the latest. Otherwise, the existing records will be used as reference.

Team clothing must be uniform. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete.

This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits.

10.5. Call Room A Call Room will be located at both Zermatt and Riffelalp start areas (see appendix 2). Access will be allowed to athletes only and according to the following reporting times:

It is the responsibility of the team officials to ensure that their athletes are aware of the last check-in times for entry to the Call Room. Athletes arriving late may be excluded from participation in the event.

To help the LOC in the smooth conduct of the Call Room procedures, the athletes representing the same team are kindly requested to report together at the same time.

The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules:  Competition clothing  Bags  That non-authorised equipment (mobile phone, camera etc.) are not brought infield.

Baggage Senior Race Senior Women and Men have to leave their bags at the Tent “Obere Matten” (see appendix 2) and report to the call room only in competition clothing and small additional clothing items.

Baggage U20 U20 Women and Men have to leave their bags in the train station Riffelalp (see appendix 2) and report to the call room only in competition clothing and small additional clothing items.

Athletes shall place the clothing removed in the pre-start area into the dedicated bags identified with the respective country code (one for each team) and leave it in the call room. These bags will be transported by the LOC staff from the start to the finish area.

On leaving the call room, athletes will be directed into the start area to prepare for the race. A warning signal will be given 5 minutes, 3 minutes and 1 minute before the start of the race.

10.6. Specific Event Procedures

10.6.1. Starter Commands All instructions will be given in English. The command is ”on your marks!” followed by a shot from the starter’s gun.

10.6.2. False start In the event of the false start, the starter will fire a second shot and officials will raise a tape across the course, 100 m from the start line.

10.6.3. Starting Positions The starting positions for each event will be allocated on the respective team standings (scoring teams only) of the previous edition of the European Mountain Running Championships. Each team shall be lined up behind each other at the start of the respective race. All other teams will be positioned behind in alphabetical order.

The Technical Delegate has the power to alter the above starting positions in special circumstances.

The allocation of the starting positions will be announced at the technical meeting and displayed at the Information Desk in the team hotels as well as on the start gantry at the course.

10.6.4. Drinking/Sponging Stations Drinking and sponging stations will be located along the course as follow:

REFRESHMENT STATION Location 1 – 6,5 km to the finish (only for Senior races) Zermatt, Moos 2 – 4 km to the finish Riffelalp 3 – 2,3 km to the finish Hiking-trail Riffelalp-Riffelberg

At these stations, water (in sealed bottles) and sponges will be at the disposal of the athletes, while fruits and other refreshments will be made available at the finish area.

Personal refreshments are possible. They must be handed over by team officials in restricted areas marked around the refreshment stations only. An athlete who collects refreshment from a place other than the refreshment stations renders himself liable to disqualification by the Referee.

10.6.5. Leaving the Course after the Competition After the competition, athletes shall leave immediately the course and the finish line area through the mixed zone where media interviews will be carried out.

Athletes attending the flower ceremony will be accompanied directly to the Flower Ceremony zone.

The clothes left in the Tent “Obere Matten”, at the train station "Riffelalp" or the respective call room before the race will be brought to the post event area.

10.7. Protests and Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146.

In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board).

Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee.

When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury’s decision will be provided in writing at the TIC.

11. MEDICAL SERVICES & DOPING CONTROLS

11.1. Medical Services The medical service will provide medical information and assistance to all accredited guests (teams, LOC personnel, VIP guests and media) as well as, during the competition, to the spectators.

11.1.1. Medical Services in the Team Hotel(s) For medical or emergency needs, Team Leaders shall contact the Information Desk in the Team hotel (medical information and phone numbers available on site)

11.1.2. Medical Care at the competition venue A medical tent will be active at the venue site for acute medical assistance.

First aid teams marked with a Red Cross, supervised by doctors, will be distributed around the course during the competition.

The local medical service will be responsible for any problem concerning the athletes’ health both at competition and warming-up areas. In case of injuries, only the official physician will be admitted on the course. The respective physician will decide on the further treatment of the injured athlete.

Team doctors will have access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention.

11.2. Physiotherapy Services For those teams requiring physiotherapy services, there will be a physiotherapist available at Parkhotel Beau-Site, Zermatt during the following times:

11.3. Doping Control

11.3.1. General Information Doping control will be conducted in accordance with IAAF Rules and Anti-doping Regulations. They are in accordance with the revised WADA code in force since 1 January 2015. The controls will be done under the supervision of the European Athletics Doping Control Delegate. Both urine and blood samples may be collected immediately before, and during, the Championships.

Athletes selected for doping control shall be informed by anti-doping officials. Athletes will be required to sign a doping control notification form. Athletes must bring to the Doping Control Station an ID card with photo — such as passport, driving licence etc.

Athletes who are to be tested can be accompanied to the Doping Control Station (DCS) by an accredited team representative of their choice.

A selected athlete should report immediately to the DCS unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action.

Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the Championships.

11.3.2. Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Doping Control Delegate.

11.3.3. Additional Controls Additional athletes may present themselves for testing. These athletes must report to the TIC where they will have to complete the “Doping Control Request Form”. They will then be escorted to the Doping Control Station.

The cost of this control (including the cost of the sample collection material and the respective analysis costs) will be paid by European Athletics and will be deducted from the member federation’s European Athletics subvention after the Championships.

12. CEREMONIES & SOCIAL FUNCTIONS

12.1. LOC Welcome Dinner An LOC Welcome Dinner will be held at the Parkhotel Beau-Site on 6 July 2019 at 18:30 (after Opening Ceremony). Two persons from each team will be invited. Invitation cards will be given together with accreditation cards, as long as guest names were previously confirmed.

12.2. Team Parade and Opening Ceremony The Team Parade and Opening Ceremony will take place on Saturday 6 July 2019 at 17:00 in Zermatt. Meeting point for all Athletes and Officials will be at 16:45 at the Church Square (see appendix 1).

The Team Parade will end in the Tent “Obere Matten”, where the teams can take their pre-assigned seats while the flag bearers will place their national flags on the podium. The opening ceremony at the Tent “Obere Matten” will last until 18:15.

12.3. Flower Ceremony The Flower Ceremony for the individual medallists will take place on Sunday 7 July 2019 on Riffelberg directly after each race (app. 10 minutes after the finishing of the bronze medallist). Athletes involved in the Flower Ceremony will be escorted by hostesses to the podium. Athletes selected and notified for doping control shall come first to the Flower Ceremony and then proceed to the Doping Control Station.

Athletes must wear the official team clothing for the ceremonies, and no other items shall be taken to the podium, such as flags, bags or other.

12.4. Victory Ceremonies The victory ceremonies of the European Mountain Running Championships will take place on Sunday 7 July 2019 at 18:00 Tent "Obere Matten” in the Center of Zermatt. All team members are invited to attend the ceremonies and kindly requested to take their pre-assigned seats between 17:40-17:50.

Athletes must wear the official team clothing for the ceremonies, and no other items shall be taken to the podium, such as flags, bags or other.

12.5. Closing Ceremony A short Closing Ceremony will follow immediately after the Victory Ceremonies and will consist of European Athletics flag handover to Cinfães, Portugal, who will host next year’s edition of the European Mountain Running Championships.

12.6. Closing Banquet The Closing Banquet will take place on Sunday 7 July 2019 after the Closing Ceremonies in the Tent "Obere Matten" in Zermatt. Everyone with accreditation or an invitation is welcome to attend.

Teams will be asked to provide full travel details on the online entry system. Teams will also receive a departure form, which should be completed and returned to the LOC during the accreditation procedure, especially if there are any changes to the preliminary confirmed details.

In the team hotels located close to Zermatt train station, the departure times of the trains running to Täsch will be displayed. Teams are kindly requested to report to the train station by the time indicated.

13.1. Departure from Täsch Teams who have travelled to Täsch by private car / bus will start their journey home individually. The hotel shuttle taxi will bring the teams to the train station in Zermatt. The shuttle train Zermatt-Täsch leaves every 12 minutes.

For parking instructions, please make reference to point 3.3.1 and 3.3.2 of this manual.

Departure times of the buses from Täsch to Geneva will be provided and displayed at the hotels information Desks.

LOC people will guide the Teams to their respective bus in Täsch.
