This is June 27, 2007. I'm here with Dr. Ed Harper, for the Richard Nixon Presidential Oral History Program. Dr. Harper, I'm delighted that you are joining us today for this interview. Ed Harper Thank you, glad to be here. Timothy Naftali Let's just start at the beginning. How did you come to join the Nixon administration? Ed Harper Well, I was working for Arthur Doolittle[phonetic sp], a consulting firm here in Washington, doing public policy analysis in different areas, and an old friend of mine from high school days, Bud Krogh, asked me if I'd come over and have lunch with him and John Ehrlichman, and I did. And John said, "Well, when can you join us on the domestic policy staff?" And I said, "How about Friday?" So that's how I came to be on the staff. Timothy Naftali At -- Male Speaker One second. When Richard Nixon became President, he appointed Bob Mayo to be Director of the Bureau of the Budget then. I have been misquoted on more than one occasion. I’ll be happy to talk to you about what I think about the transition but I don’t want my name attached to any of it. MK: Okay. So we’ll come back to you for any quotes. We’re going to look at both aspects: the transition itself and then the operations of the office. Working on the theory that one of the things that would be important for people is to understand how an effective operation works, what should they be aiming toward? For example, what is a smooth-running counsel’s office? What are the kinds of relationships that should be established and that sort of thing? So, in addition to looking at the transition, we’re just hoping they’re looking toward effective governance. In your time in Washington, observing many administrations from various distances, you have a good sense of transitions, what works and what doesn’t work. One of the things we want to do is isolate what are the elements of success—just take a number, six elements, five elements—that you think are common to successful transitions. What makes them work? LC: Well, the most important thing to grasp first is how much a White House itself, especially as it starts off after a change in the party occupying the White House, resembles a city hall. -

Weinberger, not a defense technocrat, managed a massive defense buildup of 1.5 trillion dollars over a four year period. A biographical approach to Weinberger illuminates Reagan’s selection, for in many ways Weinberger harkens back to an earlier type of defense manager more akin to Elihu Root than Robert McNamara; more a man of letters than technocrat. -

Statistical Déjà Vu: The National Data Center Proposal of 1965 and Its Descendants by Rebecca S. Kraus, Ph.D. History Staff U.S. Census Bureau For presentation at the Joint Statistical Meetings Miami Beach, FL, August 1, 2011 This paper is to inform interested parties of ongoing research and to encourage discussion. Any views expressed on historical issues are those of the author and not necessarily those of the U.S. Census Bureau. Abstract Issues concerning sharing of statistical information, linking data sets, and storing and preserving data collected by the federal statistical agencies have long sparked debate. This paper focuses on the National Data Center proposal of 1965, ensuing public concern over its privacy implications, and the response of the Bureau of the Budget and the U.S. Census Bureau. The purpose of this study is to identify the issues leading to the development of the proposal, as well as the consequences of the proposal, in order to inform current policy decisions, particularly in regard to the U.S. Census Bureau. Examples of subsequent efforts at statistical consolidation and data sharing highlight the persistent theme of statistical déjà vu. I remain indebted to Deakin University for seeing the value in this work of American history. I am grateful also for the research and conference grants Deakin makes available to their postgraduate students. The funds provided enabled me to travel to Abilene, Kansas, and conduct invaluable archival research in the Eisenhower Presidential Library. I admit to feeling like a “proper” historian only after I had sifted through scores of original documents from Eisenhower’s presidential years. I was fortunate also to visit the Library of Congress in Washington, DC, and the Columbia University Oral History Archives in New York. Today, a little more than three years after embarking upon this project, my commitment to this thesis and my belief that this work is worthy of the investment Deakin has made, persists. This has been an exciting, terrifying, challenging, anxiety-ridden and nerve-wracking process. Yet, had I the opportunity to reset the clock, I would make always the same decision. The Yoshida Doctrine as a Myth Yoneyuki SUGITA* INTRODUCTION During the Allied occupation of Japan after World War II, Prime Minister Shigeru Yoshida developed a set of postwar foreign and security policies that came to be known as the Yoshida Doctrine. Masataka Kosaka has defined the doctrine as follows: (1) Japan ensures its national security through an alliance with the United States; (2) Japan maintains a low capacity for self-defense; and (3) Japan spends resources conserved by the first and second policies on economic activities to develop the country as a trading nation.1 The term “Yoshida Doctrine” was coined in 1977 by Masashi Nishihara, a prominent expert, as a way to define a consistent, pragmatic strategy in postwar Japan.2 It became a fixture among Japanese scholars in the late 1970s and early 1980s, when US hegemony was gradually declining and Japan was becoming an economic giant.3 This interpretation of the postwar era appropriately validated an emerging self- confidence about Japan’s role in the world. This article addresses a following research question: What were the terms and conditions for Japan, a vanquished, weak country, to be able to establish the Yoshida Doctrine? Wills Date: 07-28-87 Cassette #244 (60 minutes) Side One Brooks: Well, I felt that I had to bring capable people, blacks, into this institution, and I was trying to say to our people that I had to do that, and then, furthermore, I wanted to do it, that if they were capable and they had ability, they were entitled to a job and that I ought to offer them a job. So I wanted them to realize that, but they would be unusual people because they were people who had come off the bottom, whereas most of the white people had started half-way up the ladder. These were people that had started at the bottom of the ladder and had to climb lots further to get to be qualified for the kind of employee that we were going to have, and I was not going to lower our qualifications for employees, black or white. But the black that could qualify, I was going to put them in Gold Kist and they would have to understand that, and so I did that long before we got them in the church, for example [laughter) . I got them in Gold Kist long before then. Now consequently, my relationship with the black community has always been real good. The aM ster of the Senate and the Presidential Hidden Hand: Eisenhower, Johnson, and Power Dynamics in the 1950s Abstract In March of 2010, renowned architect Frank Gehry unveiled his design for a memorial to Dwight D. Eisenhower in Washington, D.C. Centered around an elaborate layout of stone blocks running along a city- block of Maryland Avenue is the featured aspect of Gehry‘s design: a narrative tapestry of scenes from Eisenhower‘s life. Over seven stories tall, the tapestry will impede the view of the building located directly behind it. That building is the Department of Education, named for Lyndon Johnson.1 Decades after two of the greatest political titans of the twentieth century had passed away, their legacies were still in competition.
