William D. Sullivan, Navy Vice Admiral Bill Sullivan Graduated from Florida
William D. Sullivan, Navy Vice Admiral Bill Sullivan graduated from Florida State University in June 1972. He received his Navy commission in September 1972 following graduation from Officer Candidate School in Newport, Rhode Island. During his 37 years of active duty, Vice Admiral Sullivan served in a variety of sea-going assignments including cruiser, destroyer and frigate class surface ships and aircraft carrier strike group staffs. He commanded the guided missile destroyer USS SAMPSON (DDG 10)during Operations Desert Shield and Desert Storm, deploying to the Red Sea while enforcing United Nations sanctions on Iraq. From 1997 to 1999 he commanded the Aegis guided missile cruiser USS COWPENS (CG 63), deploying to the Persian Gulf and executing Tomahawk strike operations against Al Qaeda in Afghanistan. Vice Admiral Sullivan has served in a variety of staff positions. Joint assignments include Director for Pacific Operations on the Joint Staff (J-3), Director for Strategic Plans and Policy (J- 5) at U.S. Pacific Command and Vice Director, Strategic Plans and Policy (J-5) on the Joint Staff. From 1999 to 2001 he served as Commander, U.S. Naval Forces, Korea. Prior to his retirement from active duty, Vice Admiral Sullivan served as the U.S. Representative to the NATO Military Committee, NATO Headquarters, Brussels, Belgium. Vice Admiral Sullivan earned a Masters Degree in National Security Studies at Georgetown University in 1990 and a Masters Degree in National Security Affairs at the National War College in 1994. Vice Admiral Sullivan is a member of the Veterans Advisory Board for the Florida State University Veterans Legacy Complex which will house student-veteran programs, the Army and Air Force ROTC offices, and the archives and offices of the Institute on World War II and the Human Experience. -

Eisenhower Library from the National Archives on August 24, 1966. SCOPE AND CONTENT NOTE The records of the President’s Committee to Study the United States Military Assistance Program (MAP) span the years 1958-1959 and consist of minutes, reports, correspondence, studies, and other materials relevant to the Committee’s operation. Cameron Harrington John Bishop Periods 1,2 T Michael Bircumshaw US Navy Submarine Service 19561976 2016 T Michael Bircumshaw T Michael Bircumshaw was born on the 18th of May, 1939 at 2:14 AM. It was a Thursday and slightly overcast. At barely 17 years of age in 1956, he ditched the last one and a half years of High School and enlisted in the US Navy as a Seaman Recruit (E1). His first deployment following Boot Camp began in October of 1956 and lasted until April of 1960, during which time he had been stationed aboard a Fleet Tanker, the USS Aucilla AO56, home ported in Barcelona, Spain. During his tour aboard he developed an interest in the Submarine Service due to the influence of his Commanding Officer, Captain Eli T Reich, a WWII Submariner who commanded the USS Sealion SS315 and sank the Japanese Battleship, Kongo, with 880 men aboard. In addition to this he also sank a Jap Destroyer and a POW Ship. Captain Eli T Reich had personally written the names of the 4 men he lost when the Japanese bombed and sank the USS Sealion SS195, where he served as Chief Engineer. The Sealion was the first Submarine sank in WWII while it was in overhaul in Cavite Bay, Philippines on the 10th of December, 1941. It is reported that upon sinking the Japanese ship, Kongo, Eli T Reich said “880 of those yellow bastards for 4 of my Sailors, we are still not even.” Reich’s actions had a major influence on T Michael Bircumshaw. -

It has governed the way the United States has organized, planned, and conducted military operations for the last twenty five years. It passed the Senate and House of Representatives with margins of victory reserved for birthday and holiday resolutions. It is praised throughout the U.S. defense establishment as a universal good. Despite this, it engendered a strong opposition movement organized primarily by Navy Secretary John F. Lehman but also included members of the Joint Chiefs of Staff, prominent Senators and Congressman, and President Reagan's Secretary of Defense Casper Weinberger. This essay will examine the forty year background of defense reform movements leading to the Goldwater Nichols Act, the fight from 1982 to 1986 by supporters and opponents of the proposed legislation and its twenty-five year legacy that may not be as positive as the claims made by the Department of Defense suggest. -

Baker III Institute for Public Policy Abstract: This report covers the presidential work schedules of Presidents Dwight Eisenhower through George H. W. Bush during their first 100 days in office. It reports on patterns of work carrying out presidential responsibilities and reviews a number of strategies for expanding the president’s discretion and using that discretion to affect policy. The report concludes that adopting an hierarchical White House organizational structure, one commanded by a White House Chief of Staff, improves the president’s workday, finds more opportunities for discretion, and broadens the cadre of the president’s “inner circle.” It identifies a number of opportunities for increased presidential discretion beyond controlling the numbers of ceremonial events on the president’s schedule. -

OR Z) The 1982 tIME sERIES questionnaire made provisions to have interviewers fill in district/state candidate names in blank slots like the one depicted above. A comprehensive list of HOUSE, SENATE and GOVERNOR candidate and incumbent names was prepared for each of the 173 districts in the sample and the interviewers used the lists to pre-edit names where appropriate depending on the district of interview. These candidate lists are reproduced in the green pages section of this documentation. The (NAME #) expression will generally list more than one candidate number. For any given district, however, one of two possibilities will hold: 1) there will be one and only one name in the district candidate list qualifying for inclusion on the basis of the numbers listed in the expression; or 2) there will be no number in the district candidate list matching any of the numbers in the expression. An instance of no matching numbers arises for a question about the candidate challenging a district incumbent when, in fact, the incumbent is running unopposed. Interviewers were instructed to mark "NO INFO" those questions involving unmatched candidate numbers in the (NAME #) expression. In the candidate list, each candidate or incumbent is assigned a number or code. Numbers beginning with 1 (11-19) are for the Senate, numbers beginning with 3 (31-39) are for the House of Representatives, and numbers beginning with 5 (51-58) are for governors.
