Looking for Delicacies; Rediscovering Customs and Traditions Taipei has thousands of attractions to keep people lingering. In this issue of Taipei, we’ll help you explore the multiple cultural and historical developments of this city. Dadaocheng is the starting point for Taiwan’s modernism, and the cradle of its new cultural movement. is is the place where modern ne arts, music, literature, plays, songs, and cinemas arose, and all kinds of entertainment blossomed. With government projects, such as Building Renovation, the URS (Urban Regeneration Station), the Datong Regeneration Project and the Community Planning Workshop, the new and the old have introduced energy and creativity into people’s houses, spaces and lives, uniting the whole community. Civic power is something you can never underestimate; the diverse arts and culture shops and experimental spaces just keep your eyes busy day and night! e blowing winter winds cool down the earth; it’s a season for craving delicacies again. In addition to salty and sweet food, authentic specialties, and classic dishes at Jiancheng Circle and Yansan Night Market, there are also such delights as Hakka bantiao, pork knuckle, oily chicken, and Hakka stir-fry waiting for your taste buds. And you won’t want to miss mountain and sea favorites from the native tribal villages, such as mountain vegetables, boar, and wild magao. Besides the culinary feast, Taipei has cultural fruits from a variety of places just waiting for harvest. Emerging from an aboriginal tradition, wasted betel nut leaves are being transformed into everyday articles with a unique style, giving betel nuts a brand new meaning. From the traditional bright red oral variety to the simple and refreshing retro patterns, Taiwanese oral cloth, infused with Taiwan’s ecology and life imagery, still maintains its charms at Yongle Market. When eastern and western philosophies of the arts meet, what kind of creation will result? U.S.- based Muslim artist Manli Chao employs a sophisticated technique and a unique sense of aesthetics to create works of abstract style that are both tranquil and elegant. Born in Dadaocheng, Kuo Hsueh Hu contributed enormously to the development of ne arts and talents in Taiwan. Taipei City Government is now holding an exhibit displaying several reproductions of Kuo’s paintings, as well as related historical photos, and the painting tools he employed. e accompanying interactive multimedia will allow people to enter the glorious world of Dadaocheng in Kuo’s paintings. is winter, Taipei’s abundant gourmet food and culture will not only warm your stomach, but satisfy your heart as well! • Rethinking Decentralized Managerialism in the Taipei Shilin Night Market Management Research and Practice Vol
Chiu C. mrp.ase.ro RETHINKING DECENTRALIZED MANAGERIALISM IN THE TAIPEI SHILIN NIGHT MARKET MANAGEMENT RESEARCH AND PRACTICE VOL. 6 ISSUE 3 (2014) PP: 66-87 ISSN 2067- 2462 RETHINKING DECENTRALIZED MANAGERIALISM IN THE TAIPEI SHILIN NIGHT MARKET Chihsin CHIU Department of Landscape Architecture, Fu Jen Catholic University, Taiwan [email protected] 2014 Abstract This paper develops the concept of "decentralized managerialism" to examine the municipal policies regulating the Taipei Shilin Night Market. The concept highlights the roles of managerial autonomy and political-economic structures previously overlooked by urban managerialism. The process of decentralization evolves mainly over two stages - self-management and private management. By organizing self-managed alliances, street vendors appropriated public and private property by dealing with the municipality and local community in legal and extralegal situations in ways that supported their operations. The municipality compromised vendors' self- September management by demanding that they be licensed and registered and by building a new market. The stage of / private management begins when the municipality officially permits vending in a district by requiring vendors to 3 rent storefront arcades from a community alliance made of local property owners that allocate vending units. In the name of reallocating pre-existing extralegal street vendors, the project privileges property owners‟ profits over street vendors‟ needs for space. Field research has found that most unlicensed vendors continue occupying streets even after they are provided with legitimate vending units; five retailers in the business improvement district have rejected the arcade allocation plan by mobilizing their own social network. Shoppers continue trading with vendors outside of the district.

The paper analyzes the origin, development, waning and influence of it. It is innovating and pioneering, and has the features of inclusiveness, mercantilism and its own historical heritage. Recovering Xiangshan culture has significant meaning for the local development of economy, society and culture. And that would also provide the positive driving force for the historic progress of all the China. Keywords: Xiangshan culture, Xiangshanese, modernization, social development, cultural development 1. Introduction The requirement of regional integration of Zhongshan, Zhuhai and Jiangmen often appeared in recent years. For example, the bill for combining Zhongshan, Zhuhai and Jiangmen as Zhujiang City was tabled by Guangdong Zhigong Party committee in January, 2014. The same bill was also tabled by the Macau member of CPPCC(Chinese People's Political Consultative Conference) in March, 2013. The city administration partition hinders the regional development of Xiangshan. Integration of the three cities can improve the cooperation with the destruction of administration partition. The bills are thought as a good idea but cannot be realized easily.

Suchenski, has been published to accompany “Also Like Life: The Films of Hou Hsiao-hsien,” an international retrospective organized by the Center for Moving Image Arts at Bard College in collaboration with the Ministry of Culture of the Republic of China (Taiwan). A quick look at the institutes that participated in this retrospective will tell us about the international impact of Hou Hsiao-hsien: from the Austrian Film Museum in Vienna to the Museum of the Moving Image in New York, from the Pacific Film Archive at University of California at Berkeley to the Harvard Film Archive and British Film Institute, as well as to film centers and festivals in Vancouver, Toronto, Chicago, and São Paulo. It goes without saying that Hou can be called an internationally acclaimed auteur whose style becomes his signature. But the book is more self-reflexively a study of “Hou Hsiao-hsien effects” than merely an auteur study. The book provides different perspectives and aspects that contribute to the “Hou Hsiao-hsien effects”: a group of essays by renowned critics and scholars, such

  • HOU HSIAO-HSIEN Retrospectiva in Filmoteca De Catalunya in Collaboration with the Asian Film Festival
HOU HSIAO-HSIEN Retrospectiva in Filmoteca de Catalunya in collaboration with the Asian Film Festival. Barcelona With “The Assassin”, this director, representing the new wave of Taiwanese cinema, born in mainland China (Meixian, Guangdong, 1947), was for many of his current followers a big discovery, thanks to the Best Director Award that was granted in the edition of the Cannes Festival of 2015. This discovery was related to the background aesthetics that prevails in his filmography, with more than twenty titles, from his beginning, in 1980, when he made his debut feature, until nowadays. This retrospective traces the film-maker’s career from “The boys from Fengkuei” (1983), his fourth film, to “The Assassin” (2015). Hou Hisao-Hsien is now carrying out his newest project, and he will not be able to attend the presentation of his retrospective for this reason. In spite of being repeatedly awarded in festivals such as the ones held in Venice and in Cannes, his filmography is far from being known in the West as it would be expected of someone who is the author of films such as “A City of Sadness” (Leone d’Oro, in Venice, 1989), “the Puppetmaster” (Special Jury Prize, in Cannes, 1993) or “The Assassin”, already mentioned. In 1995, the San Sebastian Film Festival dedicated him a retrospective, but since then to date, Hou Hsiao-Hsien has made more than eight titles, few of which have been shown on the screens in Spain. The current retrospective of Filmoteca de Catalunya and Casa Asia will allow the audience to access some of the most outstanding films concerning the poetic that goes through them from beginning to end, as it is perceived in “Flowers of Shanghai” (1998), “Millenium Mambo” (2011), which has been so much compared to “In the Mood for Love” by Wong Kar-Wai, “Café Lumière” (2003), a homage to Yasujiro Ozu, or the three romantic tales of “three Times” (2005), among other titles, fifteen of which are now presented in Filmoteca also forming part of the program of the edition of “Asian Film Festival.

Development of healthy cities in Taiwan The healthy cities movement began in 1986. It was first promoted by the WHO Regional Office for Europe, and primarily targeted European cities. After almost two decades of work, the results have been very good, and European healthy cities are now exemplars for the world.
