    Power From the Valley: Nuclear and Coal in the Postwar U.S. Dissertation Presented in partial fulfillment of the requirements for the Degree Doctor of Philosophy in the Graduate School of the Ohio State University By Megan Lenore Chew, M.A. Graduate Program in History The Ohio State University 2014 Dissertation Committee: Steven Conn, Advisor Randolph Roth David Steigerwald Copyright by Megan Lenore Chew 2014 Abstract In the years after World War II, small towns, villages, and cities in the Ohio River Valley region of Ohio and Indiana experienced a high level of industrialization not seen since the region’s commercial peak in the mid-19th century. The development of industries related to nuclear and coal technologies—including nuclear energy, uranium enrichment, and coal-fired energy—changed the social and physical environments of the Ohio Valley at the time. This industrial growth was part of a movement to decentralize industry from major cities after World War II, involved the efforts of private corporations to sell “free enterprise” in the 1950s, was in some cases related to U.S. national defense in the Cold War, and brought some of the largest industrial complexes in the U.S. to sparsely populated places in the Ohio Valley. In these small cities and villages— including Madison, Indiana, Cheshire, Ohio, Piketon, Ohio, and Waverly, Ohio—the changes brought by nuclear and coal meant modern, enormous industry was taking the place of farms and cornfields. These places had been left behind by the growth seen in major metropolitan areas, and they saw the potential for economic growth in these power plants and related industries.

Washington, D.C. 20590-0001 RE: Exemption Request from 49 C.F.R. § 395.3 - Railroad Maintenance-of-Way Drivers Responding to Unplanned Events Dear Acting Administrator Mullen: The Association of American Railroads (AAR) and American Short Line and Regional Railroad Association (ASLRRA) (the Associations), on behalf of themselves and their member railroads, request that the Federal Motor Carrier Safety Administration (FMCSA) grant an exemption under 49 C.F.R. § 381.300 et seq. from the FMCSA hours of service (HOS) operation restrictions at 49 C.F.R. § 395.3(a)-(b).1 The railroads request that this exemption be granted for five years as prescribed in § 381.300(b). This request covers approximately 20,000 individual drivers and 11,000 commercial motor vehicles (CMVs). As background, the Associations submitted a similar exemption request from § 395.3 requirements on October 11, 2018, at Docket No. FMCSA-2018-0367, requesting relief from FMCSA HOS restrictions for railroad Maintenance-of-way (MOW) employees responding to unplanned events (Attachment 1). On February 21, 2020, the Associations withdrew that pending request (Attachment 2). This revised exemption request addresses the same topic as the Associations’ October 2018 petition, but requests a narrower exemption which parallels that recently granted by FMCSA to other railroad industry groups at Docket No. FMCSA-2019- 1 AAR is a trade association whose membership includes freight railroads that operate 83% of the line-haul mileage, employ 95% of the workers, and account for 97% of the freight revenues of all railroads in the United States; and passenger railroads that operate intercity passenger trains and provide commuter rail service.

We toured Louisville & Indiana Railroad and MG Railroad, Consolidated Grain loadout, CSXT Osborn, Watson, worthville, and Obanon Yards plus other sites. Next year, 2017, the convention will be held in Marion, Ohio, on August 10-12. It will be held in connection with Summerrail. This train show and multi-media presentation has been drawing people for over 20 years. There is also alot of CSXT rail activity in the area. In July, part of the CSXT archives was moved to Clifton Forge, Virginia, for storage at the C&O Historical Society archive building. One of the problems with collecting CSXT printed material for placement in the archives is so much of what once was printed material is now only available electronically. Even Amtrack has stopped printing its all route train schedule. A recent question asked of CSXTHS by a scale model builder was whether we could supply their company with paint chips of CSXT locomotive paint or a sample of the paint. Despite calls to CSXT departments, CSXTHS was unable to come up with any information on the true color of the paint CSXT uses on its locomotives. Do any of the members have access to this information?
