BENTUK SIRKULASI TERMINAL Studi Kasus: Terminal Kalideres, Jakarta Barat. 1Dr. Dimyati, ST., MT. 2Saskia Ananda Putri. 1Universitas Gunadarma Gunadarma [email protected] 2Teknik Arsitektur Universitas Gundarma [email protected] ABSTRAK Pemerintah Provinsi DKI Jakarta mengoperasikan fasilitas umum guna menunjang aktivitas masyarakat dengan membuat pusat moda dalam bentuk terminal, salah satunya yaitu Terminal Kalideres. Terminal Kalideres merupakan salah satu terminal tipe A yang melayani kendaraan penumpang Antar Kota Antar Provinsi (AKAP), Antar Kota Dalam Provinsi (AKDP), bus sebagai angkutan dalam kota, angkutan antar propinsi dan angkutan kecil yang melayani transportasi dalam kota serta lingkungan perkotaan. Kondisi terminal Kalideres saat ini kurang representative sebagai prasarana transportasi di Kota Jakarta. Pengaturan bentuk sirkulasi angkutan umum yang tidak teratur menyebabkan kekacauan bahkan kecelakaan. Sirkulasi kendaraan dan pejalan kaki melalui jalur yang sama, sehingga sering terjadi cross circulation. Fasilitas yang ada kurang nyaman untuk digunakan oleh pengguna jasa terminal (penumpang) seperti kurangnya jumlah ruang tunggu penumpang. Permasalahan ini juga disebabkan kondisi sirkulasi kendaraan di terminal yang tidak memadai untuk digunakan sebagai terminal bus tipe A, oleh karena itu penelitian ini dilakukan, pendekatan menggunakan metode deskriptif kualitatif untuk menjelaskan dan menggambarkan kondisi sebenarnya. Penelitian ini melibatkan perspektif partisipan dalam pengumpulan data. Terminal ini memiliki bentuk desain sirkulasi yang kurang teratur antara kendaraan umum dan kendaraan pribadi sehingga terjadi persilangan. Bahwa bentuk sirkulasi yang terjadi di Terminal Kalideres merupakan fenomena bentuk-bentuk sirkulasi yang biasa dilihat di terminal-terminal angkutan umum yang tidak teratur dan kecenderungan tidak teratur. Kata kunci : Bentuk, Sirkulasi kendaraan, Terminal. PENDAHULUAN Terminal Kalideres merupakan salah satu terminal tipe A yang ada di Jakarta yang terletak di Jalan Daan Mogot, Jakarta Barat. -

Chapter 1 Introduction The Study on Integrated Transport Master Plan for JABOTABEK (Phase I) Final Report Volume IV (Review of Jakarta Outer Ring Road Project) Chapter 1 1. Introduction The terms-of-reference (TOR) for “The Study on Integrated Transport Master Plan for JABOTABEK (Phase I)” call for a review of the Jakarta Outer Ring Road (JORR) project, comprising some 65.1 km toll road located mainly in DKI Jakarta, with the alignment of a minor stretch going through Bekasi.1 The history of the JORR concept goes back to the late 70s, when the Government of Indonesia (GOI) requested the Government of Japan (GOJ) to assist in the preparation of a master plan 2 for the JORR. The master plan study was subsequently followed-up by a planning3 and a preliminary design study4, both of which constituted the basis for further Government planning and JORR implementation. PP No.8/19905 paved the way for private sector participation in the construction and operations of toll roads. In fact, construction and operations of toll roads under BOT schemes commenced in 1994 in accordance with the then prevailing Government policy. Concessions for the JORR toll way 6 were awarded to four private sector companies and Sections S and E2 were almost completely constructed. The sections were opened to traffic in August 1995. The 1997 financial crisis, which resulted in a severe economic and political crisis, brought full realization of the JORR under the then existing BOT-based concessionaire agreements to a practical standstill, due to the actual and/or legal bankruptcy of the concessionaires. -

Legowo Faculty of Economics Indonesia Christian University ([email protected]) ABSTRACT Transportation infrastructures serve as one of the preconditions to improve a regions’ economy. Transportation infrastructure may influence regional economic growth as well as the regions surrounding it. The objective of the current study is to analyze the influence of these infrastructures towards economic activity growth (total units, workers, and sector production) of a region as well as the regions surrounding it. Analysis is also conducted towards a number of policies of which act as basis for decision making concerning transportation infrastructure development in a region. The area of study consists of Jakarta, Bogor, Depok, Tangerang and Bekasi or commonly referred to as JABODETABEK area. Time series data is used from the period 1990- 2006, and encompassing 4 economic activities including trade, transportation, home-construction and industry. Together with the data model, estimations are made by using Two Stages Least Squares (2SLS) prediction methods. A simulation model is then subsequently used with the SIMNLIN procedure. The results of the simulation demonstrate that toll infrastructure investments in each region generally elevate regional economic growth (PDRB) and its surroundings, except for Bekasi. Conversely, road investment policies generally reduce PDRB growth in a region. Moreover, the results of the simulation indicate that the impacts of toll development increases growth in the home-construction sector in almost all regions. Conversely, policies to increase road investments would reduce growth in the home- construction sector in all regions. -

Hal ini ditandai dengan adanya orientasi mobilitas manusia dari perumahan di sekeliling Jakarta (Jabodetabek) menuju tempat kerja di Kota Jakarta. Dengan pertumbuhan jumlah kendaraan sebesar ±8% per tahun, sektor transportasi memiliki dampak berupa kemacetan dan pencemaran udara. Dari penelitian sebelumnya (Darmanto, 2012) sektor dominan dalam penyumbang emisi CO dan PM10 adalah sektor transportasi sebesar 78,85% dan 99,94%. Sehingga, diperlukan penanganan khusus pada sektor transportasi. Pendekatan pada jaringan jalan yang kompleks di Jakarta dilakukan dengan menggunakan model jaringan jalan. Sehingga didapatkan volume kendaraan tiap ruas jalan untuk dihitung beban emisinya. Berdasarkan hasil representasi dari model jaringan jalan, ruas jalan dengan volume tertinggi berada di jalan tol Cawang dan jalan utama pada jalan Ciputat Raya. Hasil dari inventarisasi emisi pada ruas jalan berbeda – beda pada tiap jenis polutan. Hal ini dipengaruhi oleh proporsi jenis kendaraan yang ikut menentukan faktor emisi. 70,68% beban emisi didominasi oleh polutan CO sebesar 973.734,26 ton/tahun. Sistem transportasi di Jakarta disusun dalam pola transportasi makro (PTM). -

Annex 3 The 2006 Forced Eviction Who are the Victims? One third (34.9%) of the victims of forced eviction throughout 2006 is the so-called ‘illegal’ street vendors. Another one third (33.6%) is residences of housing complexes which are transformed into infrastructure purpose. The proportion for poor people living on the side of the railways, by the river, under the bridges, in government-owned land and in other prohibited areas is 22.6%. The rest 8.9 % is commercial sexual workers. Among various reasons for forced eviction, almost 45.2 % is due to disturbance of city landscape and social order. Another reason (23.3 %) is that the building has no permit. Forced eviction for the construction of toll way and railway is 16.4 %. The rest is for market revitalization, business premises, residence area, entertainment and tourism industry and flood canal project. Street Vendors According to data obtained from Jakarta Central Bureau Statistic (BPS DKI), up to August 2006, there are 141.071 street vendors in Jakarta.1 In regards of street vendors, the government categorized street vendors into two groups: the one under their guidance (PKL binaan) and another which are not (PKL liar). The first category of street vendor is charged with official retribution and is generally provided with a number of protections such as new site after relocation. The last category is not recognized by the government and as a result, they are the one who suffer most from forced eviction.2 Besides threats of forced eviction, they are confronted by the one under government’s guidance or other types of street sellers who are recognized by the government.3 Street vendors who are not under the guidance of the government could not find refuge to it from illegal retribution.4 In order to have access to their commercial sites, they have to pay a certain amount of money to the apparatus (see Illegal Retribution). -
