On a daily basis, the region’s airports provide service to hundreds of thousands of air passengers, and thousands of tons of cargo. Moreover, the airports in the SCAG region employ approximately 60,000 Ground Access people onsite. Therefore, thousands of passengers, employees, and goods are traveling the region’s roads, highways, and transit systems to get to and from the airports. As a metropolitan planning organization (MPO), SCAG does not have any regulatory, developmental, operational, or planning authority over the airports. Rather, SCAG is primarily a regional surface transportation planning agency that maintains a list of airport ground access projects and a consultative relationship with the airports. Therefore, SCAG is focused on air and passenger cargo activity from the perspective of how the traffic coming and going from the airports affects the region’s roads, highways, and transit system. One critical aspect of SCAG’s role in aviation systems and transportation planning is the Aviation Element of the 2020-2045 Regional Transportation Plan/Sustainable Communities Strategy (2020 RTP/SCS) (Connect SoCal).

This project was supported by the Program on Logistics Competitiveness (PROLOGYCA) of the Economy Ministry of the Federal Government. Mexico was the country with the larger movement of air cargo in Latin America in 2008. The International Airport of Mexico City (MEX) was el number two, according the amount of the air cargo movement, after the airport of Sao Paulo Guarulhos (GRU). In an international comparison, MEX had the rank 43 (now July 2009, it has the rank 49). The analysis of technical characteristics of Air Cargo Terminals within airports (first and second lines) and Logistics Centers for Air Cargo in third line out of the airports, were based on a benchmarking of logistics process operations of air cargo in leading airports in Asia: Hong Kong (HKG), Seoul (INC), Shangai (PDG), Tokyo Narita (NRT), Singapore (SIN), Taipei Taoyuan (TPE), Bangkok Suvarnabhumi (BKK) y Kuala Lumpur (KUL).

    RESUMEN Es de gran importancia el desarrollo de un diagnóstico del transporte de carga aérea en los aeropuertos de media y baja demanda en México, dado que con base en él se pueden identificar oportunidades y áreas prioritarias que impulsen y apoyen este sector. El presente trabajo representa un diagnóstico sobre la participación del Aeropuerto Internacional de Querétaro en cuanto al manejo de carga aérea a través de una revisión estadística tomada de distintos documentos oficiales y en particular con una investigación de campo que busca obtener la opinión de un mercado potencial en cuanto al movimiento de carga, así como de los llamados agentes de carga (AC) que participan en el proceso logístico para el manejo de mercancías a través del AIQ. El proceso para la realización del presente proyecto consintió en establecer contacto con los distintos actores participantes en el manejo de carga en el AIQ – agentes aduanales, agentes de carga, líneas aéreas de carga, administrador del AIQ- con la finalidad de determinar qué papel juegan cada uno de estos eslabones dentro de una cadena logística global de distribución, así como obtener su perspectiva y proyección sobre el crecimiento en el volumen de carga aérea en el mismo aeropuerto. El trabajo incluye un análisis sobre aquellos factores externos que han venido afectando de manera positiva y negativa a la demanda de servicios de carga aérea en el Aeropuerto Internacional de Querétaro en los últimos años. Además, se describe la relación competitiva entre aeropuertos de similares características y con el autotransporte para el manejo de carga en Querétaro.
