MEXICO: EARTHQUAKE 06 February 2003 Information Bulletin N° 05/03 This Information Bulletin is being issued based on the needs described below reflecting the information available at this time. The Situation At 20.08 hours on 21 January, a major earthquake of magnitude 7.8 on the Richter Scale, struck off the coast of Colima state in the west of Mexico, 50 km east of Manzanillo and 500 km west of Mexico City. This is the strongest earthquake to hit Mexico for seven years and significant tremors were also felt in Mexico City, however, no major damage was reported. The government declared a state of emergency in ten towns in Colima state and seven towns in Jalisco state. Buildings collapsed, several hospitals were damaged and there were power outages, gas leakages and damage to the road infrastructure. In the state of Colima, the towns of Colima city, Armería, Coquimatlan, Ixtlahuacan, Villa de Alvarez and Tecomán were the worst affected by the earthquake. Red Cross/Red Crescent Action Official data from the initial results of assessments carried out by the Mexican Red Cross, the Institute of Housing of the State of Colima and the national school of engineers indicate that 29 people died, 1,073 were injured and 43,300 homes were destroyed or damaged by the earthquake, affecting approximately 177,530 people. The release of full, detailed assessment reports remains pending. The following data shows damage in relation to the 11,911 houses surveyed to date in Colima state. N´u~nez2 1Department of Forest Economics and Centre for Environmental and Resource Economics (CERE), Swedish University of Agricultural Sciences (SLU), Sweden 2Department of Economics, Centro de Investigacion y Docencia Economicas (CIDE), Mexico 3Center of Economic Research (CER-ETH), ETH Zurich, Switzerland Draft Abstract Via a discrete choice experiment, this paper documents that resi- dential electricity consumers in Aguascalientes, Mexico, are willing to pay a premium for renewable energies as well as for the creation of green jobs. These results are particularly timely because the current Federal administration has redirected priorities from an energy transi- tion that was expected to boost renewable energies to the pursuing of energy sovereignty. Concerns regarding this prioritization have been raised by national and international stakeholders due to its potential economic inefficiency and its implications for the achievement of cli- mate change goals. These concerns have only intensified as discussions begin on how Mexico should face the post-coronavirus recession. This paper's findings open the door to discuss whether a combination of a just energy transition together with the boosting of renewable energies should be part of a strategy to reach energy sovereignty at the same time that Mexico deals with a post-coronavirus world. In spite of more than a decade of modest economic growth, crime and victimization rates are rising, not dropping. Nevertheless, recent information of 2017 show some signs of improvement. Criminal violence is routinely singled out as one of the top concerns of citizens from across Mexico, Central America and South America. And there are warning signs that the region´s high rates of criminal violence and victimization will continue rising if nothing is done. Latin American priorities and approaches to public security have shifted over the past two decades, with growing attention devoted to citizen security. In contrast to traditional law and order approaches to crime, citizen security privileges a more comprehensive and people-centered conceptualization of security and safety – including more data-driven policing, smarter approaches to criminal justice, alternatives to incarceration, and investments in primary, secondary and tertiary prevention. -
