Therefore, it is necessary to make a study that examines the weaknesses of the zoning arrangement for notary positions in Indonesia at this time and how to reconstruct the zoning arrangements for a notary position in Indonesia that is just studied using the socio-legal approach method, namely by conducting reciprocal research between law and non- doctrinal institutions. is empirical/ social in analyzing legal principles that apply in society. The results showed that the arrangement of zoning expansion of notary positions in Indonesia has not been able to solve the problem of equal distribution of notaries. Seeing these problems, the Reconstruction of zoning expansion arrangements for notary positions in Indonesia based on the value of justice is needed. The prosperity achieved is not only reflected in high economic growth but is also supported by the fulfillment of realizable consumption needs and the abundant availability of reliable human resources. This study discusses the effect of two variables contained in fiscal decentralization, the level of public consumption and labor absorption on economic growth in North Sumatra. The method used by researchers is regression using panel data (pooled data) or called the panel data regression model. The estimation results show the regression coefficient of the CONS variable is -0.185883. This means that with each increase in CONS by 1 percent, economic growth will decrease by 0.18 percent and vice versa. The effect of the CONS variable on EG is negative and significant at the 95 percent confidence level and the estimation results show the regression coefficient of the Labour Force Participation Rate (LFPR) variable of 0.442641. This means that for each increase in LFPR by 1 percent, economic growth will increase by 0.44 percent and vice versa. Climate change is one of serious threats to the agricultural sector. In North Sumatra Province, climate change is characterized by shorter rainy season with higher rainfall. To overcome such climate change, it is necessary to provide irrigation that can accommodate excessive rain water and distribute it in times of shortage. Therefore, changes in rainfall will not be too influential on productivity. This is especially important for plants that need a lot of water like rice. To analyze the influence of irrigation in North Sumatra Province, the data were collected from 27 regencies/cities in 2011 – 2015 and were analyzed using a Simple Linear Regression analysis model. The estimation results show that irrigation can push the productivity variances. The irrigation regression coefficient of - 0.133432 shows that each increase of irrigation area by 1% will decrease the productivity variation by 0.13 tons/ha.
