Data collection techniques through observation, interviews and limited group discussions. The character of the Mebidangro implementing organs has not shown an orderly working mechanism, where the two main components of the character of the implementing organs, namely the SOP and the division of tasks / authorities between the provincial government and district / city governments as well as between district / city governments throughout the Mebidangro region do not exist. -

The purposes of this study were to identify the potency of citrus farming and to recommend citrus seeding development policy in North Sumatra Province. The method used in this study was desk study, and secondary data was analyzing descriptively. Citrus seeding is one of the keys to the success of citrus farming. North Sumatra Province is one of the centers for citrus development in Indonesia. The seed is one of the keys to the success of farming. Currently, citrus development in North Sumatra is still constrained by the availability of seeds. Only a few proportions of the seeds that are currently used by farmers were from local breeders and usually carried out if there was a government program. The shortage of citrus seeds came from outside of North Sumatra Province as the Bangkinang citrus variety which is parent stock source was not guaranteed. -
The Effect of Consumption and the Labour Force Participation Rate (Lfpr) on Economic Growth in North Sumatera Province
THE EFFECT OF CONSUMPTION AND THE LABOUR FORCE PARTICIPATION RATE (LFPR) ON ECONOMIC GROWTH IN NORTH SUMATERA PROVINCE Indra Maipita Faculty of Economics Universitas Negeri Medan Email: [email protected] Abstract North Sumatera Provincial Government in implementing regional autonomy and fiscal decentralization policies has tried to implement it based on the needs of each district/city so that a prosperous society is created. The prosperity achieved is not only reflected in high economic growth but is also supported by the fulfillment of realizable consumption needs and the abundant availability of reliable human resources. This study discusses the effect of two variables contained in fiscal decentralization, the level of public consumption and labor absorption on economic growth in North Sumatra. The method used by researchers is regression using panel data (pooled data) or called the panel data regression model. The estimation results show the regression coefficient of the CONS variable is -0.185883. This means that with each increase in CONS by 1 percent, economic growth will decrease by 0.18 percent and vice versa. The effect of the CONS variable on EG is negative and significant at the 95 percent confidence level and the estimation results show the regression coefficient of the Labour Force Participation Rate (LFPR) variable of 0.442641. This means that for each increase in LFPR by 1 percent, economic growth will increase by 0.44 percent and vice versa. Type of the research is descriptive with quanti tative approach. The research used secondary data of 8 years before the proliferation practice (2002 -2009) and 8 years after the profileration practice (2010 -2017), the data were analyzed by paired sample t -test at α = 0.05 . The results showed that there was a difference between the positive Human Development Index (HDI) before and after the proliferation practice in Ni as Regency. Domination of immigrant gives a great impact on socio-cultural attributes, exclusion of ethno-religious and political deprivation for Pakpak ethnic in Dairi since the colonial era. The situation has caused an evasive identity as well as the breakdown of inter-ethnic relations. Momentum of government institution after the fall of the New Order opened wide opportunities to build ethno- territorial. Ethno-territorial formation in Pakpak Bharat is started with the contestation on the socio-cultural formulation of core identity, and seeps into the room of socio-religious, politics and government. Contestation of these three ethnic identities affects each other and cannot be separated from national policy. Contestation of ethnic identity on the formation of ethno-territorial is very essential phenomenon to understand political reality. Ethnicity becomes is the best strategy to mobilize ethnic to achieve political objective, that is the establishment of Pakpak Bharat. It happens because ethnicity consists of ethnic identity as a personal reference, a source of motivation, behavior and social construction in order to interpret and read the society in Dairi. -

Vinchy RAHMAN, Achmad D. NASUTION University of Sumatera Utara, Medan, Indonesia Abstract: Due to its positive effects on the economy, tourism is a significant aspect in the development of a country. Therefore, it is necessary to improve facilities at tourism destinations as well as to especially increase the local people’s self-esteem in order to maintain such destinations. The study aims to examine self-esteem referring to the assessments given by tourists and residents in which such assessments can be used to improve the maintenance of tourist attractions in a region. As one of the regencies in North Sumatera Province, Karo owns great tourism potentials due to its various natural attractions as well as cultural richness. However, many of these attractions are not well maintained so self-esteem is considered as a solution. This study has measured four aspects namely evaluation, pride, attachment, and commitment which must become parts of Karo’s identity. This study used the mix method which utilized a combination of 360 questionnaires and in-depth interviews. The findings show that the aspects of pride, attachment, and commitment became the positive features by the local residents although the assessment to the aspect is poorly evaluated. Moreover, the quality of infrastructures available at main tourism destinations was proved to increase also the residents’ quality of life.
