Exercise information required for preparedness reporting and trend analysis is included; users are encouraged to add additional sections as needed to support their own organizational needs. Exercise Overview Northwest WI Healthcare Emergency Readiness Coalition Page 1 of 135 After-Action Report/Improvement Plan (AAR/IP) Virtual Community-Based Functional Exercise, November, 2019 EXERCISE OVERVIEW “Not Your Typical Pumpkin SPICE” Regional Virtual Exercise Exercise Name Storms, Power, Information, Computers, Evacuation November 7, 2019 A Go To Meeting room was opened at 8:15 a.m. by the Healthcare Emergency Readiness Coalition Coordinator. The Exercise began at 8:30 a.m. and concluded at 11:00 a.m. The Power Point and Exercise Scenarios were sent to registered organization’s points of contact the day before the Exercise Dates exercise. A template for the Executive Summary and Improvement Plan was sent to the points of contact for each organization the day of the exercise. A follow up Participant Feedback Survey link was sent to all participants in the next day. The Exercise was coordinated and controlled through a virtual platform. Partners conducted exercise play at their own facilities or agencies with Scope key leaders and staff. The exercise encouraged functional components such as reaching out to community partners. Mission Area(s) Coordination and Response 1. Emergency Operations Coordination (EOC) (Capability 1: Foundation for Health Care and Medical Readiness) 2. Identify roles and responsibilities for emergency response. 2. Coordinate response strategy, resources, and communication within the organization. 3. Organizations and individuals know how Emergency Alerts are received and take appropriate action. 4. Organizations within the community are able to communicate and Objectives share information with one another. 5. Maintain safe and appropriate patient and resident care during a power outage. 6. Identify redundant systems to maintain access to Electronic Medical Records during time of computer failure. 7. Identify triggers for evacuation. Mid-morning there is a sudden loss of internet and internal phone connections due to a cut fiber optic line. In the afternoon, a Severe Thunderstorm Warning is issued for the area. As the Scenario storm moves through the facility losses power due to high winds resulting in trees down and minor structural damage to the front awning. On day two, power has yet to be restored and due to a lack of cooling systems on generator power, the facility leadership needs to consider evacuation. Table 1 includes the exercise objectives, aligned core capabilities, and performance ratings for each core capability as observed during the exercise and determined by the evaluation team. Objective 1: Identify roles and responsibilities for emergency response. Core Capability: Emergency Operations Coordination (EOC) (Capability 1: Foundation for Health Care and Medical Readiness) Activity 1: Identify roles and responsibilities for Leadership Team or Incident Command. Exercise Strengths The partial capability level can be attributed to the following strengths: Strength 1: Most participating agencies have robust written Emergency Operation Plans. Strength 2: Some participating agencies have previous experience with real events which helped during this exercise with critical thinking and problem solving. Strength 3: Most participating agencies feel their leaders have a good understanding of the Emergency Operations Plan and their roles and responsibilities during an emergency event. Strength 4: Some agencies are part of management companies and have depth in resources, support, and guidance. Strength 5: Most agencies reported good participation from leaders within the agency during this and other emergency exercises and drills. Overall Strength: Analysis: Since the last emergency exercise facilitated by the NWWIHERC, most agencies have more robust Emergency Operation Plans, and have increased the knowledge of the roles and responsibilities of leaders. Exercise: Areas for Improvement The following areas require improvement to achieve the full capability level: “Not Your Typical Pumpkin SPICE” 2019 Analysis of Core Capabilities Area for Improvement 1: Many participating agencies identified the need for ongoing training and education of the Emergency Operations Plan for front line staff and their roles and responsibilities during an emergency. Area for Improvement 2: Some agencies stated the need to better identify leaders in key positions by purchasing Incident Command vests. Area

    114 HBO’s The Wire and Criminal Procedure: A Match Made in Heaven Brian R. Gallini Fans of The Wire know Bunk. Those fans who are legal minded may even remember, in the first scene of the first episode of Season 5,1 when Bunk masterfully interrogates a helpless suspect. I cannot imagine a better introduction to the Fifth Amendment materials in the Criminal Procedure course. But The Wire’s five seasons offer more than just helpful scenes. Rather, the show raises a diverse array of Fourth and Fifth Amendment issues that, I believe, can assist in teaching the Criminal Procedure course throughout the semester by keying all the course’s topics to The Wire. I proceed in this piece by offering (1) whyThe Wire makes for such a compelling pedagogical tool, (2) why a “one show” approach is superior to using sporadic clips from a variety of sources, and (3) then offering some concrete examples of how the clips are helpful on a class-by-class basis. Why The Wire? The Wire takes viewers into the inner-city streets of Baltimore for an in- depth look at the highly lucrative drug trade. Using a wide array of colorful characters, it treats viewers to a morally and legally complex world where police, prosecutors, defense attorneys, drug sellers and drug users all serve as compelling personalities living out the American drug war. Against that captivating backdrop is a more specific appeal to law professors—how all of The Wire’s characters interact with the Bill of Rights. Throughout its five seasons, the show provides an extraordinary number of discussion-worthy scenes that magnificently bring complex constitutional doctrines to life.

All matters relating to disaster preparedness and damage mitigation are the responsibility of specified Federal, State and District Authorities who are also responsible for the coordination of all such activities. It is therefore of concern that the project document was not developed with reference to these authorities. Following discussions with all concerned and available personnel, and following detailed investigations within the project area, the target groups and main activities of the project are clarified and elaborated to reflect the prime and distinct causes of loss of life during the cyclone.

To that end Maine Emergency Management Agency received a grant from the National Tsunami Hazard Mitigation Program to investigate the risk and the threat of a tsunami hitting the coast of Maine. In the process of research it was discovered that there has been at least one earthquake generated tsunami (1872) and as many as three other tsunamis that were caused by meteorological events. This lead MEMA to believe that there was an actual threat the next step was to determine what the risk was and what was the most likely source of threat. MEMA contracted with Maine Geological Survey to look at where the mostly likely threat resided and it was determined that an earthquake originating in the Puerto Rican Trench was the most realistic threat. Based on that, Maine Geological Survey began the work to model the impact on Maine‘s coast, enlisting the help of William Knight of WCATWC who did the actual model run with the input of Maine‘s data.
