Note to Readers Fellow Citizens: In the late summer of 2005, millions of us watched the satellite images of Hurricane Katrina as it moved through the Gulf of Mexico and drove menacing swells of water toward the American coastline. We watched in sympathy as hundreds of thousands of lives were upended when the hurricane struck the coasts of Louisiana, Mississippi, and Alabama. We watched in hor- ror as hundreds died in collapsed or fl ooded houses and nursing homes. We were heartened by acts of initiative, perseverance, and heroism by local responders and the U.S. Coast Guard but, to add bewilderment and outrage to our sense of tragedy, we were horrifi ed when the response to the Katrina catastrophe revealed – all too oft en, and for far too long – confusion, delay, misdirection, inactivity, poor coordination, and lack of leadership at all levels of government. Meanwhile, thousands languished in heat and squalor on islands of concrete highway, in darkened stadiums, in nursing homes, or on rooft ops, waiting for rescue, sometimes dying before help arrived. All of this unfolded nearly four years aft er the terror attacks of September 11, 2001; aft er a massive reorganization of federal plans and organizations for disaster response and billions of dollars of expenditures; and aft er a closely observed hurricane struck when and where forecasters said it would. We knew Katrina was coming. How much worse would the nightmare have been if the disaster had been unannounced – an earthquake in San Francisco, a burst levee near St. Louis or Sacramento, a biological weapon smuggled into Boston Harbor, or a chemical- weapon terror attack in Chicago? Hurricane Katrina found us – still – a nation unprepared for catastrophe. Th e United States Senate Committee on Homeland Security and Governmental Aff airs has prepared this bipartisan report to acknowledge what was done well, to identify what was done poorly or not at all, and to recommend changes in our national system for emergency response that will put local, state, federal, and private responders in a better position to provide prompt and eff ective relief when disaster strikes again. Th e Com- mittee conducted a long and thorough investigation of these issues, and is grateful for the work of its staff of investigators, writers, researchers, and other professionals that made this report possible. In 1989 I published the following article, “Northwards without North: Bush, Counterterrorism, and the Continuation of Secret Power.” It is of interest today because of its description of how the Congressional Iran-Contra Committees, in their investigation of Iran-Contra, assembled documentation on what we now know as Continuity of Government (COG) planning, only to suppress or misrepresent this important information in their Report. I was concerned about the committees’ decision to sidestep the larger issues of secret powers and secret wars, little knowing that these secret COG powers, or “Doomsday Project,” would in fact be secretly implemented on September 11, 2011. (One of the two Committee Chairs was Lee Hamilton, later co-chair of the similarly evasive 9/11 Commission Report). Recently I have written about the extraordinary power of the COG network Doomsday planners, or what CNN in 1991 described as a “shadow government…about which you know nothing.”[1] Returning to my 1989 essay, I see the essential but complex overlap between this Doomsday Committee and the Iran-Contra secret “junta” or cabal described by Theodore Draper and Senator Paul Sarbanes within the Reagan-Bush administration.

    Tropical Cyclone Report Hurricane Ivan 2-24 September 2004 Stacy R. Stewart National Hurricane Center 16 December 2004 Updated 27 May 2005 to revise damage estimate Updated 11 August 2011 to revise damage estimate Ivan was a classical, long-lived Cape Verde hurricane that reached Category 5 strength three times on the Saffir-Simpson Hurricane Scale (SSHS). It was also the strongest hurricane on record that far south east of the Lesser Antilles. Ivan caused considerable damage and loss of life as it passed through the Caribbean Sea. a. Synoptic History Ivan developed from a large tropical wave that moved off the west coast of Africa on 31 August. Although the wave was accompanied by a surface pressure system and an impressive upper-level outflow pattern, associated convection was limited and not well organized. However, by early on 1 September, convective banding began to develop around the low-level center and Dvorak satellite classifications were initiated later that day. Favorable upper-level outflow and low shear environment was conducive for the formation of vigorous deep convection to develop and persist near the center, and it is estimated that a tropical depression formed around 1800 UTC 2 September. Figure 1 depicts the “best track” of the tropical cyclone’s path. The wind and pressure histories are shown in Figs. 2a and 3a, respectively. Table 1 is a listing of the best track positions and intensities. Despite a relatively low latitude (9.7o N), development continued and it is estimated that the cyclone became Tropical Storm Ivan just 12 h later at 0600 UTC 3 September.

Provenance The Smithsonian Ralph Rinzler Folklife Archives and Collections acquired portions of the Diana Davies Photograph Collection in the late 1960s and early 1970s, when Ms. Davies photographed for the Festival of American Folklife. More materials came to the Archives circa 1989 or 1990. Archivist Stephanie Smith visited her in 1998 and 2004, and brought back additional materials which Ms. Davies wanted to donate to the Ralph Rinzler Folklife Archives. In a letter dated 12 March 2002, Ms. Davies gave full discretion to the Center for Folklife and Cultural Heritage to grant permission for both internal and external use of her photographs, with the proviso that her work be credited “photo by Diana Davies.” Restrictions Permission for the duplication or publication of items in the Diana Davies Photograph Collection must be obtained from the Ralph Rinzler Folklife Archives and Collections. Consult the archivists for further information.
