The drive-thru testing site at the Prime Osborn Convention Center is operational from 11 AM to 7 PM daily.

The Federal Coronavirus Testing Site at Lot J was operational from 9 AM to 5 PM today.  209 vehicles entered, with 474 total passengers, 120 vehicles did not meet criteria.  242 total tests were performed. o Tests were administered to 141 healthcare workers, 31 first responders, 85 members of the public, including 11 pediatrics.

Safety and Security Government Services

 The majority of City of Jacksonville daily operations are scheduled to continue at this time.  Social distancing measures have been recommended for all City employees.  Mayor Curry released Executive Order 2020-3, which requires that anyone who can work from home is now mandated to do so. Fines or citations may be issued through the Fire Marshall for businesses who do not comply with the order.  The Governor has requested a major disaster declaration for Individual Assistance, Public Assistance, and Hazard Mitigation Grant funds through FEMA. This would allow for individuals and qualifying private non- profits to claim reimbursement for eligible expenses related to COVID-19. View the request here.

Schools and Universities

 Duval County Public Schools (DCPS) o Grab-and-go lunches are being distributed this week along bus routes in addition to being served at all district-managed schools. Elementary instructional packets will also be distributed along bus routes.

Responder Safety

 Follow your agency’s Standard Operating Guidelines (SOG) and Standard Operating Procedures (SOP) for PPE use, infection control, infectious exposure, and respiratory protection.  Hand-washing is KEY! Use alcohol based hand-sanitizer when immediate hand-washing is not feasible.  Minimize patient contact in poorly ventilated areas.  Disinfect patient-contact areas with bleach solution, 1/4 cup of bleach in one gallon of hot water.  Contact JFRD HSO to coordinate decontamination with AeroClave unit.  Utilize proper PPE when cleaning and disinfecting patient-contact areas.  Properly dispose of all PPE utilized on an infectious response according to SOG and SOP.  Clean and disinfect non-disposable respirators in accordance with manufacturer’s recommendations.  Refer to JFRD Instructional Bulletin #20-03 COVID-19.  Minimize crew exposure as much as possible on all medical calls. This excludes significant trauma calls that were not caused by a medical episode.  LEVEL 3 PPE must be utilized on all cardiac arrests, intubations, and CPAP usage.

Food, Water, Sheltering Shelter and Housing

 No sheltering operations are in effect at this time.

Food and Potable Water

 There are no limiting factors regarding the potable water supply.  Some grocery store chains are limiting hours and sales to allow for restocking due to heightened demand.  A COVID Food Delivery Task Force has convened to coordinate resources and continue services safely. Participating agencies include the City of Jacksonville, COJ Senior Services Division, Kids Hope Alliance, Farm Share, Feeding Northeast Florida, Nonprofit Center, United Way, Red Cross, and Jax Chamber.

Water Infrastructure

 Normal operations.

Durable Goods

 PODS are not operational.

Agriculture

 No issues reported.

Health and Medical Medical Care

 Visitation restrictions are in place for all major hospitals.  Visitor restrictions are in place for nursing homes, assisted living facilities, adult family care homes, long- term care facilities, and adult group homes statewide.

Health Care Supply Chain

 Shortages of PPE, including masks and sanitizer, have been reported nationwide.  The City of Jacksonville has requested additional resources through the State EOC and private suppliers.

Patient Movement

 Preliminary assessment regarding COVID-19 is being performed when patients present as symptomatic for the disease.

Public Health

Transportation Highway/Roadway

 Commercial truck size and weight restrictions and hours of service regulations have been waived so that emergency supplies, equipment, commodities can be transported efficiently through the State.  Florida’s Turnpike Enterprise (FTE) will temporarily not accept cash as a form of payment for tolls.

Mass Transit

 The Jacksonville Transportation Authority (JTA) has shifted bus routes to a modified schedule through the end of March. Weekday bus routes will run on a modified schedule to match "Saturday Schedules." Schedules will remain unchanged on Saturdays and Sundays.  Status of area railways and stations is normal.

Aviation

 JAA reports that from 12:01 AM until 11:59 PM today, there were 179 scheduled flights (arrivals and departures). Due to COVID-19, there are 71 canceled flights (arrivals and departures) today. There has been a total of 275 flights (arrivals and departures) cancelled because of COVID-19. The first cancellation was reported on March 15, 2020.  Per Executive Order 20-80, issued by Governor Ron DeSantis, the Jacksonville International Airport, in conjunction with the Florida Department of Health and the Army National Guard, have begun screening passengers who are arriving on direct flights from the Tri-State Area (New York, New Jersey and Connecticut). This screening process consists of passengers filling out paperwork issued by the Florida Department of Health here at the airport, prior to them exiting the Sterile Area. Maritime

 All JAXPORT marine terminals remain open and operational.  The JAXPORT Main Administrative Office located at 2831 Talleyrand Avenue will be closed to all visitors until further notice. The office remains open to JAXPORT employees as their normal work continues.

Charitable Organizations and Relief Resources Charitable Organizations

 The Community Foundation for Northeast Florida, Jessie Ball duPont Fund, Jewish Federation and Foundation of Northeast Florida, United Way of Northeast Florida and United Way of St. Johns County are re-activating Florida’s First Coast Relief Fund. The fund will assist organizations helping those in Northeast Florida affected by this public health crisis. As with past relief efforts, the fund will be overseen by a grants committee and administered by United Way of Northeast Florida.

Florida DEO Programs

 Governor Ron DeSantis activated the Florida Small Business Emergency Bridge Loan Program to support small businesses impacted by COVID-19. The bridge loan program, managed by the Florida Department of Economic Opportunity (DEO), will provide short-term, interest-free loans to small businesses that experienced economic injury from COVID-19. The application period runs through May 8, 2020.  Disaster Unemployment Assistance, a federally funded benefit program, is available to assist individuals who become unemployed because of a disaster. AGENCY UPDATES

Duval County Schools: Classes have resumed through virtual mediums. Duval County Courthouse: All non-essential court proceedings have been suspended until at least March 27. For additional updates, please visit http://www.duvalclerk.com and click on the COVID-19 update link. Hospitals: Visitor restrictions are in place in nearly all healthcare facilities. (JAXPORT): The port continues to work closely with our federal, state, and local partners to monitor the coronavirus and do our part to reduce the threat. Updates will be posted on JAXPORT.com and on the port’s social media channels. Jacksonville Aviation Authority: The AEOC team has demobilized as of March 23, 2020. If you need to speak to someone from Airport Operations, please call the Airport Operations Control Center (AOCC) at 904-741-2020 and ask to speak with Terry Dlugos (Director of Operations). Jacksonville Transportation Authority: The JTA is taking steps to mitigate potential exposure of the Coronavirus (COVID-19). Weekday bus routes are running on a modified schedule. Customers should continue to follow the guidelines established by the CDC and follow updates from the City of Jacksonville’s EOC. Jacksonville Electric Authority: JEA will suspend service disconnections – water and electric – for customers who are unable to pay their bill on time. JEA will also discontinue any previously scheduled home water and energy audits or other activities that require JEA employees to enter a customer’s home.
