Cottonwood General Plan 2025 11. HISTORIC PRESERVATION A. INTRODUCTION Historic preservation is an optimistic and inspiring field of interest intent on improving present and future quality of life awareness through the appreciation of our built and cultural heritage. Historic preservation is architectural history, community planning, historical research and surveys, oral history, archaeology, economic revitalization, and more. It relates directly to quality of life, sense of place and cultural identity. Historic preservation is about preserving, documenting, and incorporating the significant elements of the past into the present and future life of the community. The General Plan’s Historic Preservation Element examines historic preservation issues in the city and establishes goals and objectives intended to help accomplish these goals. Related goals and objectives act as guidelines for property owners, developers, and businesses, as well as City Staff, the Historic Preservation Commission, the Planning and Zoning Commission and City Council when considering historic preservation issues within the city. Preservation of buildings and structures in their original condition with the original intended use can be seen as the ideal expression of historic preservation. However, uses change over time so how a building is used may need to adapt to these changing circumstances to be viable. When there is pressure for change, an analysis of alternative treatments should be considered to determine the appropriate approach to allow alterations without losing the essential historic character of the structure. Repair, reuse or relocation of structures should be considered instead of demolition. Rehabilitation, which includes alterations to a structure, may also be considered where necessary to allow a building use to meet contemporary needs and interests. -

Tomlinson left it in his will that his estate should be turned into public buildings for the city after his wife also passed. It read " He passed on November 14, 1870. His wife made a contract in 1871 by which the city would take ownership of the property and she would receive $7,000 per year until her death. Tomlinson Hall was then constructed in 1885–86. The approximate cost of the building, with running water and heating, was $137,500. On January 30, 1958, a four- alarm fire engulfed the building. Despite public dissent, the building was razed on July 8, 1958 as it could not be saved. It was not reconstructed. Sunset Terrace: With the end of prohibition in the United States, several night clubs and taverns sprang up along Indiana Avenue after 1933. The Sunset Terrace was one of the many properties within the area owned by brothers Denver and Sea Ferguson. -

During 2013, we further grew our unmatched concerts global fan base by 10 million fans, attracting almost 60 million fans to our concerts. This tremendous growth fueled our sponsorship and ticketing businesses with Ticketmaster managing nearly 4400 million total tickets in 2013. Combined, we delivered a record year for revenue, AOI and free cash flow. Our results demonstrate the effectiveness of our business model, establishing Live Nation as what we believe to be the number one player in each of our businesses, with concerts driving our flywheel, which is then monetized across our high margin on-site, sponsorship and ticketing businesses. Strong Fan Demand for Live Events We continue to see the tremendous power of live events, with strong global consumer demand. Research shows that live events are a high priority for discretionary spending, and over 80% of our fans surveyed indicate that they plan on attending the same or more events in 2014 as in 2013. Another sign of the strength of our business is that 85% of Live Nation’s fan growth came organically, from our promoting more shows in amphitheaters, arenas and stadiums; from launching new festivals; and from establishing operatioons in new markets. -

Downtown began to regain momentum, with a strong commitment from Mayor Brown, the completion of improvements to several parks and public spaces and renewed business interest in relocating Downtown. There were several significant milestones, including: Newly-elected Mayor Alvin Brown made Downtown a top priority. EverBank announced plans to move 1,600 employees to Downtown, which will increase employment in the Downtown core by 8%. The City of Jacksonville completed several significant capital projects, including improvements to Laura Street, Friendship Park and Fountain, Metropolitan Park, Treaty Oak Park, Shipyards site and the Riverside Arts Market. Jacksonville City Council enacted legislation to improve the appearance of surface parking lots, which will improve the parking experience and the pedestrian environment. -

Summary: Replacement of 5 first floor windows at 603 Normal Ave B. Recommended Action: Approval as proposed by applicant C. Background: 1. Property Information: Applicant(s): Tom and Claire Lamonica Owner(s): Tom and Claire Lamonica Location: 603 Normal Ave 2. Property Description: 603 Normal Ave was designated a contributing property to the Old North Normal Historic District by the Town Council in September of 2003 (Ordinance No. 4887). This two-story, side gable Craftsman home was built in 1925 and features a modern rear addition (approved by the HPC in May of 2007) and a detached garage. 1 3. Description of Proposed Alteration: The applicant proposes to install 5 wood, double-hung insert windows externally clad in aluminum in place of 5 original windows on the home. The windows being eyed for replacement are on the north, east, and west facades and are shown circled on the photos above. These original windows are currently covered with aluminum storms, which would be removed as part of this project. The insert windows being proposed have been previously approved by the commission for placement on the home’s modern addition (CA-07-05-09), as replacements for 6 basement windows (CA-12-11-21), and as a suitable replacement for one first-floor window on the south side of the home (CA-17-03-06). The windows proposed by the homeowners and their contractor feature raised, exterior mullions and simulated divided lites. -

TOURIST INFORMATION BUREAU SERVICES YEAR 2 ANNUAL PLAN TOURIST INFORMATION BUREAU SERVICES Visit Jacksonville will serve as the premier expert on tourist attractions, activities and events, accommodations, and restaurants available to tourists who visit Jacksonville. In accordance with Section 666.108(b)(1), Ordinance Code, Visit Jacksonville will continue operate and staff the City’s Tourist Bureau. The Tourist Information Bureau Services to be performed shall consist of the three functions required under the Tourist Development Plan: 1) visitor centers 2) comprehensive listings 3) assembly of available information EXECUTIVE SUMMARY 2017-2018 has been a year of discovery for our tourist information bureau efforts. Opening the new fully staffed Beaches Visitor Center provided a wonderful opportunity to be much more engaged in the beaches area. We hired new staff that resides in the area and have developed a strong bond with the Beaches Museum & History Park. We participated in the Opening of the Beaches Parade to make locals and visitors more aware that we are open. Though our initial traffic was slow, we are seeing improved visitation numbers and know that once there is more awareness of our center we will see traffic numbers increase. Our efforts for comprehensive listings has been a wonderful undertaking, introducing us to new businesses throughout the city. It is challenging to keep up with all the new business, but even more so to keep track of those that have closed or moved locations. In the future, we will create a relationship with the Tax Collector’s Office to obtain a listing of all new businesses applying for a local business receipt within our industry. -

The planning effort was accomplished through considerable assistance and cooperation of the Authority’s Chief Executive Officer, the Governing Board of the Downtown Investment Authority and its Redevelopment Plan Committee, along with Downtown Vision, Inc. the City’s Office of Economic Development and the Planning and Development Department.
