PREFACE This Survey, the 55th edition published by the Institute, introduces some new features to increase its usefulness. Firstly, each chapter begins with a brief list of the ‘key points’ contained in the chapter, and ends (where appropriate) with a list of ‘key projections’ for the future. The second change is that the old Overview chapter (itself a 1983 innovation) has been split in two. This arises out of the Institute’s age-old dilemma: how to make the Survey as up-to-date as possible while at the same time bringing it out as soon as possible after completion. Information flows into the Institute daily and there is always a great temptation to keep on adding it to the relevant Survey chapter. To do so would mean that no chapter would ever be finished, so we always set cut-off dates. The information continues to flow in, of course, so while the completed chapters are being typeset, proofread, indexed, and referenced, we put the new information into a special Synopsis and Update chapter at the beginning of the Survey. For example, the chapter on Constitutional Negotiations summarises the constitutional proposals of the African National Congress. The Synopsis and Update chapter was itself virtually complete when the Convention for a Democratic South Africa was held on 20 and 21 December. So we decided to add at the very beginning of the Survey a new Overview, containing details of these talks as well as foreshadowing some of the issues likely to emerge in negotiations as the next year or two progresses. The Overview also contains some of the most recent statistics showing a downturn in political violence and an upturn in ordinary criminal violence. Further, it reports on some of the most recent economic data and forecasts. In addition, the Overview includes little items conveying some of the flavour of the year—such as white women seeking work as domestic servants; given South Africa’s history, this in its own way says something about unemployment that the bare statistics do not. The index to the Survey contains references not only to the specialist chapters but also to the Overview and Synopsis and Update chapters. Finally, we have attached a special section on foreign relations to the end of the Synopsis and Update chapter. The Institute has always been concerned mainly with the internal affairs of South Africa rather than her foreign relations. However, changes on the home front have had so great an impact on the country’s international position that we decided to record the ending of isolation. And, as a final update, we should perhaps record the coincidence, thousands of miles apart, of two events neither of whose consequences can yet be foreseen: at the very time that 19 diverse South African political organisations were meeting near Jan Smuts Airport in the Convention for a Democratic South Africa, the leaders of various Soviet republics were meeting at Alma-Ata in Kazakhstan to dissolve the Soviet Union and proclaim a new commonwealth of independent states. Please note, therefore, that there is no Survey dated 1990/91. 4 The Institute has always tried to provide comprehensive statistics on South Africa and in particular to include statistics about the ten homelands. Efforts have also always been made to cover political, economic and other developments in the homelands. In this Survey, information about the homelands is no longer, recorded in a separate chapter but integrated into the relevant specialist chapter. For example, homeland budgets are reported in the section on fiscal policy in the chapter on The Economy. 5 With the repeal of the Reservation of Separate Amenities and Group Areas Acts, it is no longer necessary to deal with these issues in chapters of their own. We have accordingly dealt with such issues in the Housing and Urbanisation chapter. This chapter also contains information on urban infrastructure such as water, sewerage, urban sports facilities, and a section on transport.     TREKKING OUTWARD A CHRONOLOGY OF MEETINGS BETWEEN SOUTH AFRICANS AND THE ANC IN EXILE 1983–2000 Michael Savage University of Cape Town May 2014 PREFACE In the decade preceding the dramatic February 1990 unbanning of South Africa’s black liberatory movements, many hundreds of concerned South Africans undertook to make contact with exile leaders of these organisations, travelling long distances to hold meetings in Europe or in independent African countries. Some of these “treks”, as they came to be called, were secret while others were highly publicised. The great majority of treks brought together South Africans from within South Africa and exile leaders of the African National Congress, and its close ally the South African Communist Party. Other treks involved meetings with the Pan Africanist Congress, the black consciousness movement, and the remnants of the Non-European Unity Movement in exile. This account focuses solely on the meetings involving the ANC alliance, which after February 1990 played a central role in negotiating with the white government of F.W. de Klerk and his National Party regime to bring about a new democratic order. Without the foundation of understanding established by the treks and thousands of hours of discussion and debate that they entailed, it seems unlikely that South Africa’s transition to democracy could have been as successfully negotiated as it was between 1990 and the first democratic election of April 1994. The following chronology focuses only on the meetings of internally based South Africans with the African National Congress (ANC) when in exile over the period 1983–1990. Well over 1 200 diverse South Africans drawn from a wide range of different groups in the non- governmental sector and cross-cutting political parties, language, educational, religious and community groups went on an outward mission to enter dialogue with the ANC in exile in a search to overcome the escalating conflict inside South Africa.

Independence brought to an end one of the most intractable and wasteful conflicts in the region. With independence, the people of Namibia not only gained political freedom, but set out on the challenging task of building a nation and defining their relations with the world.     36 JOURNAL OF INTERNATIONAL LIBRARY OF AFRICAN MUSIC SINGING PSALMS WITH OWLS: A VENDA 20th CENTURY MUSICAL HISTORY pART TwO: TSHIKONA, BEER SONGS AND pERSONAL SONGS by JACO KRUGER The three categories of Venda music discussed here are tshikona (the bamboo pipe dance), beer songs (malende, jive) and personal songs. As I indicate in part One of this essay,1 tshikona is useful for the construction of a musical history because its performance is intimately associated with traditional politics. By contrast, beer songs do not feature di­ rectly in politics. However, they not only comprise the largest category of adult music, they also have more elaborate texts than Venda music forms such as tshikona or tshigombela. While song texts have an important function, they arguably play a secondary role in large scale performances of communal dance music such as tshigombela and tshikona, which primarily are geared towards emotional arousal through sound and movement. As the continuum of musical performance extends towards smaller groups, and finally the individual musician, performances become more reflective, and their cognitive content increases to a point where a simple accompaniment on a musical bow or guitar becomes the subservient carrier of song texts of epic proportion (see Kruger 1993:348-403). While the study of large-scale dance performance reveals general social developments, the texts of beer songs and personal songs not only uncover the detail of these develop­ ments but also the emotional motivations which underpin them. Tshikona Tshikona is one of a number of South African pipe dances (see Kirby 1968:135­ 170). These dances mostly take place under the auspices of traditional leaders, and they are associated with important social rituals.

This is my second time being a Crisis Director, and my fourth time staffing a conference. I have been participating in Model United Nations conferences since high school and have continued doing so ever since I arrived at Penn State. Participating in the Penn State International Affairs and Debate Association has helped to shape my college experience. Even though I am an engineering major, I am passionate about current events, politics, and international relations. This club has allowed me to keep up with my passion, while also keeping with my other passion; biology. I really enjoy being a Crisis Director and I am so excited to do it again! This committee is going to focus on a very serious topic from our world’s past; Apartheid. The members of the Presidents Council during this time were quite the collection of people. It is important during the course of this conference that you remember to be respectful to other delegates (both in and out of character) and to be thoughtful before making decisions or speeches. Typically it is a slew of dogmas and myths as tenacious as they are erroneous. Virtually every supposed fact about land in South Africa is not just wrong, but so far off the mark as to make the adoption of sound policies virtually impossible.
