Although not to the same extent as in medical experimentation, for example, the social sciences do entail addressing ethical considerations. This research is conducted at the University of Stellenbosch and, as such, must be managed according to the institution’s Framework Policy for the Assurance and Promotion of Ethically Accountable Research at Stellenbosch University. The policy stipulates that all accumulated data must be used for academic purposes exclusively. This study relies on social sources and ensures that the university’s policy on the values and principles of non-maleficence, scientific validity and integrity is followed. All participating oral sources were informed on the objectives of the study, the nature of the interviews (such as the use of a tape recorder) and the relevance of their involvement. -

MA Semester IV- History of South Africa 1850-1950 (HISKM 16) Dr. Mukesh Kumar UNIT-I Early European presence in the cape 1650-1800- The first Europeans to enter Southern Africa were the Portuguese, who from the 15th century edged their way around the African coast in the hope of outflanking Islam, finding a sea route to the riches of India, and discovering additional sources of food. They reached the Kongo Kingdom in northwestern Angola in 1482–83; early in 1488 Bartolomeu Dias rounded the southern tip of the continent; and just over a decade later Vasco da Gama sailed along the east coast of Africa before striking out to India. Although the voyages were initially unpromising, they marked the beginning of the integration of the subcontinent into the new world economy and the dominance of Europeans over the indigenous inhabitants. The Portuguese in west-central Africa Portuguese influence in west-central Africa radiated over a far wider area and was much more dramatic and destructive than on the east coast. Initially the Portuguese crown and Jesuit missionaries forged peaceful links with the kingdom of the Kongo, converting its king to Christianity. Almost immediately, however, slave traders followed in the wake of priests and teachers, and west- central Africa became tied to the demands of the Sao Tome sugar planters and the transatlantic slave trade. Until 1560 the Kongo kings had an effective monopoly in west-central Africa over trade with metropolitan Portugal, which showed relatively little interest in its African possessions. By the 1520s, however, Afro-Portuguese traders and landowners from Sao Tomé were intervening in the affairs of the Ndongo kingdom to the south, supporting the ruler, or ngola, in his military campaigns and taking his war captives and surplus dependents as slaves. -

Extractive Industries, Production Shocks and Criminality: Evidence from a Middle-Income Country* Sebastian Axbard† Jonas Poulsen‡ Anja Tolonen§ October 5, 2016 Abstract The risk of conflict over appropriable resources in contexts with low institutional quality is considered an obstacle to development. We examine if the extractive industry in South Africa affects property and violent crime, exploiting local production changes caused by fluctuations in international mineral prices. Using within-country variation in institutional quality, we show that the appropriation channel is dominated by change in the opportunity cost of crime if local institutional quality is sufficiently high. This leads to a negative relationship between mining activity and crime rates. The income opportunity channel is supported by heterogeneous find- ings by labor-intensity of production and migration. Ralph Glücksmann Apartheid Legislation in South Africa I. Introduction On 31 May 1910 the Union of South Africa was formed as a dominion in the British Empire. It was exactly eight years after the signing of the Treaty of Vereeniging, which had brought the Second Anglo-Boer War to an end and stipulated full British sovereignty over the Boer republics of Transvaal and Orange Free State. Although the South Africa Act 1909 (9 Edw. VII c. 9) was passed by the British Parliament at Westminster, it was wholly constructed by South African representatives in South Africa. Agreement had not been reached without acrimony, and there were times when it seemed that the national convention of representatives of the four colonies Cape, Natal, Transvaal and Orange River might break up among recriminations. African Studies Quarterly | Volume 19, Issue 1| February 2020 Eminent Domain, “Public Use,” and Mineral Resource Exploitation in South Africa ISSAH MOSHOOD, UMEJESI IKECHUKWU, and NOKUTHULA MAZIBUKO Abstract: Eminent domain is the power of the state to expropriate privately or communally owned land subject to the meeting of the requirements of “public use” and payment of just compensation to the affected parties. Contentiously, scholars have been divided on the “public-use” doctrine of eminent domain. While some scholars argue that eminent domain is needed for socio-economic development (public interest), others stressed that the exercise of eminent domain serves only private interest. However, this debate has not been fully extended to South African mineral resource development. Therefore, the aim of this paper is to extend the theoretical and conceptual argument of “public-use” discourse of eminent domain to some mineral-rich communities in South Africa. Based on the conceptual analysis of public use discourse of eminent domain, this study developed a three-stage model of eminent domain discourse. It is expected that this model would help deconstruct the complex relationship between the four major stakeholders in the mineral resource extractive space in South Africa in order to highlight sources of conflict as well as opportunities for sustainable relationships. Keywords: Public use, eminent domain, mineral resource exploitation, South Africa Introduction Eminent domain is the inalienable power of a sovereign state to take possession of the privately or communally-owned property in the interests of its citizens. Before possession can occur, two fundamental conditions must be met: (i) a public use requirement; and (ii) compensation.1 This implies that property of any citizen or group can be sacrificed for greater good subject to the payment of just compensation to the owner of the property.2 In South Africa, since the discovery of diamonds in Kimberley in the 19th century, subsequent governments have used this doctrine for the exploitation of mineral resources. -

6 A Violence of History Accounting for AIDS in Post-apartheid South Africa Didier Fassin I will come and claim you from bones and bullets and violence and AIDS.—Antje Krog, letter-poem “Lullaby for Ntombizana Atoo” On 9 July 2000, the opening day of the Thirteenth International AIDS Conference in Durban, a heated debate broke out in South Africa. The controversy was not over President Thabo Mbeki’s association with Californian dissident circles (Fujimora and Chou 1994), nor his support for the theory that AIDS was caused by poverty rather than of viral origin, nor his claims that antiretroviral drugs were ineffective and toxic (Schneider 2002)—all issues that were already the subject of bitter polemic both within and beyond South Africa (Fassin 2003). On this historic day, the first time an international meeting on AIDS had been held in a Third World city, the argument centered on mortality statistics. The South African Medical Research Council (MRC) had just pub- lished figures on deaths in the country, comparing the data for 1990 and 1999. Over the decade, not only had the number of deaths risen dramati- cally, but also the age profile had changed markedly. The Sunday Times headline on 9 July 2000 (figure 6.1) read, “Young people are dying before their parents.” Malegapuru William Magkoba, director of the MRC and famous within the international scientific community for his condemna- tion of Thabo Mbeki’s heterodoxy, said: “If we had been involved in a major war, that would be the only other thing that could explain the high numbers of young men and young women who are dying in our country” and, because South Africa was at peace, “It can only be explained by the Copyrighted Material SAR Press 113 Didier Fassin Figure 6.1 The violence of statistics. -

Committed to Unity: South Africa’s Adherence to Its 1994 Political Settlement Paul Graham IPS Paper 6 Abstract This paper reviews the commitment of the remaining power contenders and other political actors to the settlement which was reached between 1993 and 1996. Based on interviews with three key actors now in opposing political parties represented in the National Assembly, the paper makes the case for a continued commitment to, and consensus on, the ideals and principles of the 1996 Constitution. It provides evidence of schisms in the dominant power contender (the African National Congress) which have not led to a return in political violence post-settlement. The paper makes the point that, while some of this was the result of President Nelson Mandela’s presence, more must be ascribed to the constitutional arrangements and commitments of the primary political actors and the citizens of South Africa. © Berghof Foundation Operations GmbH – CINEP/PPP 2014. HUMAN RIGHTS AND THE STRUCTURE OF INTERNAL SECURITY FORCES SOUTH AFRICA: HISTORICAL BACKGROUND By Greg Moran* The apartheid policies that characterised most of the period of colonial rule, both formally (after 1948) and informally before, left an indelible mark on the consciousness of South Africans, (and on the map of the country prior to 1994). The policy of creating separate homelands for each of the black ethnic groupings and pushing these to independence to ensure the survival of white South Africa, lead to the creation of numerous police and armed forces. The records of all of these are severely blemished and their histories steeped in blood. At present, moves are afoot to incorporate all of these security forces into unified bodies: the South African National Defense Force (SANDF) and the South African Police Services (SAPS). -

This so called reform program has done nothing to satisfy Black South Africans' demands for majority rule in a united, democratic and nonracial South Africa. Struggling to reassert control, the government has declared successive states of emergency and unleashed intensive repression, seeking to conceal its actions by a media blackout, press censorship and continuing propaganda about change. As part of its "total strategy" to preserve white power, Pretoria has also waged war against neighboring African states in an effort to end their support for the anti-apartheid struggle and undermine regional efforts to break dependence on the apartheid economy. This Fact Sheet is designed to get behind the white government's propaganda shield and present an accurate picture of apartheid's continuing impact on the lives of millions of Blacks In southern Africa. -

British Mapping of Africa: Publishing Histories of Imperial Cartography, c. 1880 – c. 1915 Amy Prior Submitted for PhD The University of Edinburgh December 2012 Abstract This thesis investigates how the mapping of Africa by British institutions between c.1880 and c.1915 was more complex and variable than is traditionally recognised. The study takes three ‘cuts’ into this topic, presented as journal papers, which examine: the Bartholomew map-publishing firm, the cartographic coverage of the Second Boer War, and the maps associated with Sir Harry H. Johnston. Each case-study focuses on what was produced – both quantitative output and the content of representations – and why. Informed by theories from the history of cartography, book history and the history of science, particular attention is paid to the concerns and processes embodied in the maps and map-making that are irreducible to simply ‘imperial’ discourse; these variously include editorial processes and questions of authorship, concerns for credibility and intended audiences, and the circulation and ‘life-cycles’ of maps.
