This thesis reports on research to develop a holistic methodology for ensuring that fishing vessels working in Indonesian waters are themselves sustainable, accordingly it can support the achievement of sustainability of Indonesian fisheries sector. A sustainable fishing vessel can be simply defined as a vessel that fulfils the requirements of the three pillars of sustainability regarding the social, economic and environmental aspects throughout its life cycle. Based on the requirements for the sustainable fishing vessels, and by considering the conditions of most fishing communities in Indonesia, this research project is aimed at proposing an appropriate approach and method to the design of fishing vessels for specific fishing communities, in order to ensure that the implementation of the three pillar of sustainability are considered during the design process. The proposed approach to design a sustainable fishing vessel for a specific fishing community has been developed and tested through a case study in a selected fishing community. An 18 meters length multi-purpose fishing vessel has been designed for fishing community in East Java, Indonesia. In order to increase the acceptability of the proposed vessel, local fishers’ requirements concerning the new design have been elicited. The aesthetic characteristics of traditional fishing vessels and current fishing practices have been adopted and adapted. Furthermore, in order to ensure that the proposed vessel fulfils the requirement for a sustainable fishing vessel, the technologies that can be applied on-board have been assessed in terms of their social acceptability, economic viability and their potential negative impact to the environment. The results of Focus Group Discussions to have local fishers’ views and feedback regarding the proposed design, showed excellent responses from the local fishers. The results show that the initial approach by carefully considering local fishers requirements and conditions without ignoring the potential improvement in the future is the appropriate approach to design fishing vessels for specific fishing communities in Indonesia. i ii For Warma and Andra iii iv Acknowledgements The completion of this Thesis could not have been possible without the assistances and supports of so many people whose names may not all be enumerated. Penemuan bangkai-bangkai kapal yang berasal dari abad ini pun tidak bisa menggambarkan lebih lanjut bagaimana bentuk aslinya dikarenakan tidak ditemukan secara utuh, hanya sisa-sisanya saja. Sejak kedatangan bangsa Eropa ke Nusantara pada abad ke 16, bukti-bukti mengenai perkapalan yang dibuat dan digunakan di Nusantara mulai terbuka. Catatan-catatan para pelaut Eropa mengenai pertemuan mereka dengan kapal- kapal Nusantara, serta berbagai lukisan-lukisan kota-kota pelabuhan di Nusantara yang juga dibuat oleh orang-orang Eropa. Sejak abad ke-17, di Eropa berkembang seni lukis naturalistis, yang coba mereproduksi keadaan sesuatu obyek dengan senyata mungkin; gambar dan lukisan yang dihasilkannya membahas juga pemandangan-pemandangan kota, benteng, pelabuhan, bahkan pemandangan alam 2 di Asia, di mana di sana-sini terdapat pula gambar perahu-perahu Nusantara.1 Catatan-catatan Eropa ini pun memuat nama-nama dari kapal-kapal Nusantara ini, yang ternyata sebagian masih ada hingga sekarang. Dengan menggunakan cacatan-catatan serta lukisan-lukisan bangsa Eropa, dan membandingkan bentuk kapalnya dengan bukti-bukti kapal yang masih digunakan hingga sekarang, maka kita pun bisa memunculkan kembali bentuk- bentuk kapal Nusantara yang digunakan pada abad-abad 16 hingga 18.

These collisions occurred mostly at night or in fog conditions where visibility was restricted and additional lookouts were not engaged. Discussion The Chinese port Port of Ningbo-Zhoushan is located in Ningbo and Zhoushan on the coast of the East China Sea, in Zhejiang province and is ranked the busiest cargo port in the world. Large fleets of fishing junks may be encountered on the coast of China. The junks may not be carrying lights. They are solidly built and serious damage could be incurred by colliding with them. Fishing vessels vary from traditional rowing or sailing craft as little as 3m long to modern trawlers 15m long and over. We recently met with China Maritime Safety Administration (MSA) to review the collision cases and explore possible measures to help prevent similar casualties and loss of life. Attached is an Advisory prepared by Ningbo MSA that provides guidance for Master’s on navigating through the East China Sea and areas where there may be high concentrations of fishing vessels.

The planned operations of a vessel determine the overall size of the vessel, the arrangement of the deck, carrying capacity, as well as the machinery and types of equipment that will be supported by the vessel. Due to the inherent differences in fishing communities around the world, there is a wide range of types and styles of fishing vessels. Vessel sizes can range from the 2 m (6 ft) dug out canoes used in subsistence and artisanal fisheries, to factory ships that exceed 130 m (427 ft) in length. Commercial fishing vessels can also be characterized by a variety of criteria: types of fish (See Biology & Ecology) they catch, fishing gear and methods used (See Fishing Gear), capacity and processing capabilities, and the geographical origin of the vessel. In 2002, the United Nations Food and Agriculture Organization (FAO) estimated the world fishing fleet had approximately four million vessels, with an average vessel size ranging from 10-15 m (33-49 ft). Based on a quarterly catch statistics report, published by the Pacific Fisheries Information Network (PacFIN), approximately 1,950 vessels landed their catches in California ports. Due to the technological innovations that began in the 1950s, many fishing vessels are now classified as multi-purpose vessels, because of the ability to switch out gear types depending on the targeted species. However, single use vessels still exist in the world fishing fleet today.

    A fact sheet from May 2017 Adam Baske The IMO Number Explained What is an IMO number? The International Maritime Organization (IMO) introduced its Ship Identification Number Scheme in 1987 to help prevent maritime fraud and enhance the security of merchant vessels. It is recognized by regional fisheries organizations and most governments and is considered the best available global identification system for ships. IHS Maritime & Trade, a company based in the U.K., administers the scheme on behalf of the IMO. The unique seven-digit vessel number the company issues to each vessel, preceded by the letters IMO, stays with it until it is scrapped and never changes, regardless of the ship’s owner, country of registration or name. The records based on the IMO number provide an independent audit trail for each vessel. The scheme was applied to fishing vessels in 2013, and the eligibility criteria were amended in 2016 to cover smaller and non-steel hull vessels. Why do fishing vessels need an IMO number? Illegal, unreported, and unregulated fishing worldwide accounts for up to 26 million metric tons of fish annually, worth up to $23.5 billion. IMO numbers are an essential tool in the fight against illegal fishing because they help to improve monitoring, control, surveillance and enforcement of fishing operations. They: • Allow flag States to accurately manage vessels under their authority. • Give national authorities information to help them police their waters more effectively. • Bring clarity and consistency to Regional Fisheries Management Organization (RFMO) records, helping governments determine whether vessels are authorized to fish in their waters.

    Sabda, Volume // Nomor ?/ September 2004; 22-35 ISSN 1410-7910 BUDAYA BAHARI DAM TRADISI NELAYAN DI INDONESIA Yunandar Fakuftas Peternakan Universitas Lambung Mangkurat Banjarmasin Abstract There are at least five phenomena which mark the complexity of maritime culture and fisherman tradition in Indonesia; social group of the maritime society, the development of economic sectors concerning sea products, social hierarchy in the daily maritime activities, the relationship between the elements of maritime culture and life sectors of the society, and the continuation and alteration of maritime culture's elements. In order to acquire a deep study on the complexity of maritime culture, there are several concepts used in this paper: Koentjaraningrat's concept of "three forms of culture", Sanjek's concept of "the dynamic culture and creation", and Vadya's concept of "contextual progressive explanatory method". The forms of maritime culture include the system of culture, belief, institution, and production technology. Meanwhile, the dynamics of maritime culture and fisherman tradition is determined not only by the internal factors but also the external forces, such as, innovation on technology, government policy, university interventions, nongovernmental organizations, donor institution, and regional, national, and even global market. Apparently, those external forces have brought negative impacts on the life of maritime society, marked by the decrease of economic prosperity, natural resources and sea environment. The negative impacts can be avoided by applying community- based management in the development of maritime culture. Key Words: maritime culture, fisherman tradition, community-based management. 1.
