Prof. Sanja ZAMBELLI, Ph.D., Rijeka, Croatia MEDIA AUSPICES OF: FOREWORD Dear colleagues, members of Croatian Quality Managers Society (CQMS), scientists and experts in the field of management systems, dear friends, it is my pleasure to invite you to actively participate in the 22nd International Symposium on Quality, under the title QUALITY - YESTERDAY, TODAY, TOMORROW. We have been using this name since the 20th symposium and we have decided that since then all subsequent symposiums have the same name. In 25 years of existence and work, CQMS has successfully organized 22 international symposiums on quality. It is an opportunity to look to the future and look briefly at the past and see the development of quality as a concept, as a philosophy and as a science. During this period, a number of changes took place in the context of quality: 1) quality entered the education system, especially in higher education; 2) numerous organizations have implemented a quality management system in accordance with the requirements of international ISO standards; 3) significant changes in terms of improvement have occurred in a number of sectors (health, retail, automotive, transport and traffic, manufacturing, services, etc.). We consider the most significant achievements to be the large number of educated quality experts in all professions and the fact that the customer (user) today has a far greater choice than he has ever had. This 2021, CQMS marks the 25th anniversary of its founding and operation. It was founded on July 3rd, 1996. It has over 150 members from the country and abroad. The goal of HDMK is to bring together experts in the field of quality to develop, promote and disseminate policies and develop quality management systems in accordance with the requirements of international standards ISO 9000, ISO 14000 and others. The task of CQMS is to improve the theory, practice and culture of quality, scientific and professional work in the field of quality management and to advocate for a more complete application. About 1000 authors from about 40 countries have participated in 22 international symposiums on quality so far, with 787 scientific and professional papers published in proceedings. The high patrons of the 10th symposium held in March 2009 in Zadar, the 15th held in 2014 in Zagreb and the 20th held in 2019 in Pula were the then presidents of the Republic of Croatia. President Stjepan Mesić opened the 10th symposium in 2009 in Zadar personally. CQMS brings together scientists and experts, quality, environment, safety, risk managers and auditors, consultants and all others who directly or indirectly deal with quality issues, with the aim of: • creating opportunities for a common approach to quality improvement, • organized action to promote and popularize the quality of the management system, • spreading the culture of quality, • protection of professional interests of members, • raising scientific and professional staff in the field of quality management. CQMS and its members operate in the spirit of affirming the principles of quality management and improving the market economy, social responsibility and general democratization of society. CQMS members are prominent scientists and experts in the field of management systems and others: vice-rectors and deans of faculties, prominent university professors, politicians, top managers, directors of numerous institutions and agencies and practitioners who promote quality management principles in various activities in their companies and other organizations. In its work so far, CQMS has launched a number of initiatives aimed at increasing the competitiveness of the economy and better positioning of the Republic of Croatia on the international market, such as: • Initiative for the establishment and co-establishment of the Croatian Quality Award Foundation; • MSEECQI – launching the Middle and South East European Countries Quality Initiative, signing a Memorandum of Cooperation and Understanding, signed by organizations from: Bosnia and Herzegovina, Montenegro, Czech Republic, Hungary, Slovakia, Poland, Russia, Romania and Croatia; • Initiative "Quality as a strategy", addressed to the President of the Republic of Croatia, the Croatian Chamber of Economy, the Croatian Employers' Association; • Initiative "Quality as a strategy" and support for the project of introducing a quality system in the public administration of the Republic of Croatia; • Initiative of the Croatian Academy of Sciences and Arts for the establishment of a Scientific Council for

  • ANNEX A8 How Much Effort Did Students Invest in the PISA Test?
ANNEX A8 How much effort did students invest in the PISA test? Performance on school tests is the result of the interplay amongst what students know and can do, how quickly they process information, and how motivated they are for the test. To ensure that students who sit the PISA test engage with the assessment conscientiously and sustain their efforts throughout the test, schools and students that are selected to participate in PISA are often reminded of the importance of the study for their country. For example, at the beginning of the test session, the test administrator reads a script that includes the following sentence: “This is an important study because it will tell us about what you have been learning and what school is like for you. Because your answers will help influence future educational policies in <country and/or education system>, we ask you to do the very best you can.” However, viewed in terms of the individual student who takes the test, PISA can be described as a low-stakes assessment: students can refuse to participate in the test without suffering negative consequences, and do not receive any feedback on their individual performance. If students perceive an absence of personal consequences associated with test performance, there is a risk that they might not invest adequate effort (Wise and DeMars, 2010[1]). Several studies in the United States have found that student performance on assessments, such as the United States national assessment of educational progress (NAEP), depends on the conditions of administration. In particular, students performed less well in regular low-stakes conditions compared to experimental conditions in which students received financial rewards tied to their performance or were told that their results would count towards their grades (Wise and DeMars, 2005[2]).

  • Macroeconomic Determinants of the Non-Performing Placements and Off-Balance Sheet Liabilities of Croatian Banks Manuel Benazić, Dajana Radin
Organizacija, Volume 48 Research papers Number 2, May 2015 DOI: 10.1515/orga-2015-0009 Macroeconomic Determinants of the Non-performing Placements and Off-balance Sheet Liabilities of Croatian Banks Manuel Benazić, Dajana Radin Juraj Dobrila University of Pula, Faculty of Economics and Tourism “Dr. Mijo Mirković”, Preradovića 1/1, 52 100 Pula, Croatia, [email protected], [email protected] Background and Purpose: The non-performing placements and off-balance sheet liabilities are often considered key factors that lead to banking crises. Economic and financial crises increase the level of the non-performing placements and off-balance sheet liabilities which can cause significant losses for banks. Effective management and regulatory/ supervisory institutions such central banks should be able to recognize and quantify these effects. Therefore, the purpose of this study is to empirically determine the existence and the quantitative impact of main Croatian macroeco- nomic variables on the non-performing placements and off-balance sheet liabilities of Croatian banks in the long and short-run. Methodology: For this purpose the bounds testing (ARDL) approach for cointegration is applied. The ARDL model is performed in two steps. The first step starts with conducting the bounds test for cointegration. In the second step, when cointegration is found, the long-run relationship and the associated error correction model are estimated. Results: The results indicate the existence of stable cointegration relationship between the variables i.e. in the long- run, an increase in real GDP reduces the level of the non-performing placements and off-balance sheet liabilities of Croatian banks wherein an increase in prices, unemployment, interest rate and the depreciation of the Croatian kuna exchange rate increases their level.
