(Total word count: 81516) 1 Abstract The research examines intersections between globalisation and climate change in the (re)emergence of a 'Northern Sea Route' through the Russian Arctic, which some speculate could soon rival or replace the Suez Canal as major global trade artery. The research explores shifts in the contemporary shipping system, a relatively underexplored area of mobilities research, examining the affordances and risks posed to shipping and resource extraction activities by melting Arctic sea-ice, as sections of the maritime Arctic become increasingly integrated into global circuits. The research examines actual and potential developments surrounding the Northern Sea Route (NSR) in the Russian Arctic, examining the ways geopolitics, geoeconomics and geophysical processes collide First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources.

To assess the navigability of trans-Arctic passages, combined model and satellite sea ice thickness (CMST) data covering both freezing seasons and melting seasons are integrated with the Arctic Transportation Accessibility Model (ATAM). The trans-Arctic navigation window and transit time are thereby obtained daily from modeled sea ice fields constrained by satellite observations. Our results indicate that the poorest navigability conditions for the maritime Arctic occurred in 2013 and 2014, particularly in the Northwest Passage (NWP) with sea ice blockage. Soviet studies now command a very great interest and are being undertaken at some twenty universities and research institutes mainly in the United States, the United Kingdoin and the German Federal Republic. However, it would seem that the study of the development of the forestry sector has riot received the detailed attention given to other fields. In any case, there have not been any analytical studies published to date elucidating fully the connection between forestry and the forest industries and the integration of both in the economy as a whole. Studies of specific sections have appeared from time to time, but I have no knowledge of any previous study which gives a complete picture of the Soviet forest economy and which could faci- litate the marketing policies of the western world, being undertaken at any university or college.

    IJIS Volume 3 REGION BUILDING AND IDENTITY FORMATION IN THE BALTIC SEA REGION ∗ Imke Schäfer Abstract This paper examines the concept of “new region building” in the Baltic Sea region with emphasis on the construction of a collective “Baltic” identity. Possible implications of these processes on Russia as a non-EU member state are discussed. Region building around the Baltic Sea is conceptualised within the framework of social constructivism, and a connection between region building and identity formation is established. Furthermore, an attempt is made to shed light on the way in which a “Baltic identity” is promoted in the region. By means of a short discourse analysis, certain characteristics of the Baltic Sea region are discovered that are promoted as the basis for a regional identity by various regional actors. The impact of these characteristics on relations between Russia, the EU and the other Baltic Sea states are examined and conclusions are drawn in relation to the region building processes in the Baltic Sea area. INTRODUCTION Cooperation in the Baltic Sea region (BSR) has prospered since the independence of the Baltic States in the beginning of the 1990s. Several programmes and initiatives have been established, such as the Northern Dimension initiative (ND), the Council of Baltic Sea States (CBSS) or the Baltic Sea States Subregional Cooperation (BSSSC).     ISSN 2464-9724 2016 Issue 2 The Arctic Sunrise Arbitration and Acts of Protest at Sea Dr Maria Chiara NOTO1 Abstract The present article analyses the Arctic Sunrise arbitration, which concerns the lawfulness of the boarding and seizure of the Dutch-flagged vessel, Arctic Sunrise, during a protest against the oil rig Prirazlomnaya in the exclusive economic zone of the Russian Federation. Even though the Arctic Sunrise vessel was three nautical miles from the rig, the Greenpeace activists on board were arrested, detained and charged with piracy, which was later replaced with a charge of aggravated hooliganism. Peaceful protest at sea is an internationally recognised lawful use of the sea, related to the freedom of navigation, and it is therefore subject to the limitations defined by, inter alia, the law of the sea. This necessitates a balancing of the right to protest at sea with other legitimate interests, including safety of navigation and the safety and security of artificial islands, installations and structures located on the continental shelf or in the exclusive economic zone of a State. According to the award, the coastal State should tolerate some level of nuisance caused by civilian protest as long as it does not amount to an interference with the exercise of its sovereign rights. In order to protect its sovereign rights, a coastal State may respond appropriately against acts of protest provided such measures are reason- able, necessary and proportionate. The Arctic Sunrise case raises a number of interesting legal ques- tions concerning the phenomenon of acts of protest at sea, questions that have not been adequately explored to date.
