INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL SEGUIMIENTO A LOS PGIRS Se realizó el seguimiento a la implementación de los 21 PGIRS adoptados (Faltan por adoptar los PGIRS de los municipios de Manaure, Becerril, La jagua de Ibiríco y Tamalameque). Encontramos un nivel de cumplimiento de sólo el 30% en promedio de los compromisos adquiridos para la ejecución de las acciones contempladas en los planes. (La Corporación abrió los procesos Seguimiento a los PGIRS sancionatorios ambientales correspondientes) II. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL • SEGUIMIENTO A LOS PGIRHS De las 144 instituciones hospitalarias con expedientes de PGIRHS, se les hizo seguimiento a 80 para un 56 %, de las cuales solo el 26% cumple con los compromisos (VERTIMIENTOS ILEGALES, INADECUADO ALMACENAMIENTO, Y SEGREGACION EN LA FUENTE) Actualmente la Corporación adelanta los correspondientes procesos sancionatorios ambientales a través de la Oficina Jurídica de la entidad. II. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL SEGUIMENTO A PMA DE LOS PSMV y PTAR •PLANES DE SANEAMIENTO Y MANEJO DE VERTIMIENTO PSMV •PLANES DE MANEJO DE LAS PLANTAS DE TRATAMIENTO DE AGUAS RESIDUALES PTARs II. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL SEGUIMENTO A PMA DE LOS PSMV y PTAR Se radicaron 4 PLANES DE SANEAMIENTO Y MANEJO DE VERTIMIENTOS PSMV de los municipios de Agustín Codazzi, Chimichagua, Curumaní y Valledupar. (A los 21 municipios restantes la Corporación les inició proceso sancionatorio ambiental). Luego de la evaluación de los cuatro (4) formulados, dos (2) de ellos no cumplieron con los requisitos ambientales. Actualmente Corpocesar evalúa los PLANES DE MANEJO DE LAS PLANTAS DE TRATAMIENTO DE AGUAS RESIDUALES PTAR. EN EL 2008 SE ATENDIERON 71 QUERELLAS DE ORIGEN HIDRICO. II. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL CONTROL DE TRAFICO ILEGAL DE FAUNA Y FLORA II. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL Se atendieron 86 querellas forestales Se impusieron multas por valor de $6.179.600 por DECOMISO DE MADERA 3.248 INDIVIDUOS DECOMISADOS DE DIFERENTES ESPECIES. SE RECIBIERON Y ATIENDIERON UN TOTAL DE 179 QUERELLAS POR DIFERENTES CAUSAS Y SE IMPUSIERON MULTAS POR VALOR DE $ 194.085.900 EN EL AÑO 2008. I. INFORME SOBRE EJERCICIO DE AUTORIDAD AMBIENTAL CONTROL Y MONITOREO DE LA CALIDAD DEL AIRE 70 Operativos de control de fuentes móviles en Valledupar 50 Operativos de control de fuentes móviles en Aguachica Se desarrollaron Acciones de control, monitoreo y manejo ambiental en la zona minera del departamento del Cesar y en Valledupar. They have historically been characterized by their resistance and resilience to phenomena of cultural threat derived from colonization and the constitution of a country that has been politically and socially adverse towards indigenous cultures and languages. Within the framework of linguistic conservation, it is established that school education is an important element for the maintenance of ethnic languages, in consequence the iku people began, at the end of 20th century, a process of establishing their own education program. Simunurwa is an iku community close to the town center of Pueblo Bello (Cesar Department), so the contact between indigenous and mestizo people is remarkable; nevertheless, the traditional culture and language remain widespread despite economic, political and cultural external influences. This sociolinguistic research, from an ethnographic approach, proposes the analysis of the state of bilingualism at Simunurwa Indigenous Educational Center, considering the linguistic planning and the use of ikun (indigenous language) and Spanish in different speech situations of the school context. It is identified that in Simunurwa exists a linguistic policy favorable to the indigenous tongue so it maintains its place in the multiple speech contexts; however, in the educational field, the ikun language is at disadvantage compared to Spanish, mainly in terms of literacy.

    GOBERNACIÓN DEL CESAR SECRETARIA DE EDUCACIÓN Y CULTURA PRESENTACION Tradicionalmente el Cesar es conocido por su música. Aquí cada rincón es arrullado por la melodía de un buen vallenato, porque no hay lugar donde no se escuche la música que hace parte de su idiosincrasia y de sus paisajes, muchos de los cantos célebres están inspirados en los parajes Cesarenses. El territorio, habitado principalmente por indígenas Euparíes en el Valle de Upar y Guatapuríes en el Valle del río Cesar, orejones de la familia Tupe, Acanayutos de los motilones y alcoholados de los Chimila. Fue conquistado por Ambrosio Alfínger en 1532. En 1813, María de la Concepción Loperena proclamó la independencia del Valle de Upar, y donó 300 caballos a Bolívar. El Valle de Upar que en 1.829 fue el segundo cantón de la provincia de Santa Marta, por Ley 15 de 1850 se segregó el Valle de Upar de Santa Marta. En 1857 fue erigida en provincia del Estado del Magdalena y la Ley del 29 de diciembre de 1864 la declaró departamento de Valledupar del Estado del Magdalena. El 21 de diciembre de 1967 se creó el departamento del Cesar con una extensión de 22.925 Km .Actualmente cuenta con una población de 1.053.123 habitantes en 24 Municipios, debe su nombre al río Cesar, que era conocido por los indígenas con el nombre de Pompatao, que significa "SEÑOR DE TODOS LOS RÍOS". María Laura Palmezano Pinto , Hugo Andrés Cuellar Delgado Fundación Universitaria del Área Andina, Colombia Resumen Objetivo: Evaluar las propiedades geomecánica y mineralógica de las rocas del Ba- tolito de Pueblo Bello y Patillal al noreste del municipio de El Copey, Cesar y su utiliza- ción para ornamentales, siendo el componente más influyente en sus propiedades Open Access: la durabilidad como indicadores de calidad, lográndose determinar, si el batolito es viable para su explotación. Metodología: Se describieron macroscópica y microscópicamente las muestras ad- quiridas en campo, identificando propiedades físicas de interés, tales como, la com- posición mineral, estado de la roca frente a los agentes de meteorización y demás. NATIONAL MUSEUM Vol.97 Washington: 1947 No. 3208 MAMMALS OF NORTHERN COLOMBIA PRELIMINARY REPORT NO. 1: SQUIRRELS (SCIURIDAE) By Philip Hershkovitz In this and succeeding accounts of the mammals collected by the author in northern Colombia during the first 2 years of his tenure of the Walter Rathbone Bacon Traveling Scholarship, those animals requiring special taxonomic treatment will be discussed. The final report on the collection will contain a complete and annotated list of the mammals, a full description of the region and the individual col- lecting stations, an account of the itinerary, and the general conclusions to be derived from a study of the classification, distribution, and ecology of the m.ammals of the region. Acknowledgment will be made to the institutions and the marly individuals who enabled the author to pre- pare these accounts. During the course of the field work special attention was given to the collecting of sciurids. Two species of squirrels were found, and it is almost certain that more do not occur in the region. The first species, the pigmy squirrel, genus Microsciurus, is represented by two specimens from the Rio San Pedro, near Norosi, Bolivar Department. These are here assigned to Microsciurus aljari Allen, the oldest available specific name for the genus. It is unlikely that valid specific differences exist between any of the described forms. The second species found is represented by 225 specimens. For this, the generally overlooked name of Sciurus granatensis Humboldt is ap- plicable. This highly variable species is shown to be the equivalent of most of (if not all) the "species" of the defunct "genus" Mesosciurus and liquidates the heretofore admitted genus, or subgenus, Noto- sciurus with its single species, rhoadsi.
