This consultation seeks views on draft regulations concerning the interoperability of the railways. These regulations are necessary to meet the requirements of the Interoperability Directive 2008/57/EC which recast earlier versions and the deadline for implementation was 19 July 2010. The recast Directive contained new provisions for type authorisation of vehicles. It also has provisions for the reauthorisation process for vehicles authorised in another Member State which have been moved from the 2004 Safety Directive into the Interoperability Directive. ii.) The draft regulations will implement the Directive for England, Scotland, Wales and Northern Ireland. The reauthorisation of vehicles for the UK half of the Channel Tunnel are dealt with in bi-national safety regulations. All other requirements in the Directive in relation to the Tunnel will be implemented through these draft interoperability regulations. iii.) This consultation builds on two earlier rounds of consultation which were published by the Department in 2009 and 2010. -

TOURISM, COMMUNITIES, CULTURE & LEISURE COMMITTEE Wednesday 3 March 2021 REPORT TITLE: WIRRAL MUSEUMS SERVICE STRATEGIC PLAN REPORT OF: DIRECTOR OF NEIGHBOURHOOD SERVICES REPORT SUMMARY This report outlines the proposed strategic direction for Wirral Museums Service and updates the committee on the progress of two Capital Programme funded projects. The service plan for Wirral Museums Service builds on the achievements of the Wirral 2020 plan, creating more opportunities for our residents, regardless of age or income, to enjoy cultural events and supporting the tourism offer through programming of good quality exhibitions and events. This matter affects all Wards within the Borough. This is not a key decision. RECOMMENDATION/S The Tourism, Communities, Culture and Leisure Committee is recommended to : (1) note and endorse the plans and aspirations of Wirral Museums Service in the context of the Wirral 2020 Pledges and the emerging Wirral 2025 plan, (2) support the exploration of opportunities for developments at Birkenhead Priory offered by the investment from central Government. SUPPORTING INFORMATION 1.0 REASON/S FOR RECOMMENDATION/S 1.1 To maintain Accredited Museum Status the accompanying Service Plan requires endorsement by this Committee. Endorsing the Service Plan demonstrates that the plan will meet the needs of Wirral residents. 2.0 OTHER OPTIONS CONSIDERED 2.1 If this plan is not endorsed, an alternative plan would need to be developed. This option is unlikely because the proposed plan builds on previous success and reflects the learning through Covid of the value of digital engagement. The plan outlines approaches to ensure that Wirral Museums Service is supporting the most vulnerable in the borough. -

PDF-179-1 Page 2 Birkenhead Corporation Transport 1901-1969 Horse buses were running in Birkenhead as early as 1848, when a service between the Woodside Ferry terminal and Oxton commenced. Towards the end of the century the borough was well served, with buses running to Upton, Claughton Village, Bromborough and Charing Cross, with the last of these being inaugurated as late as 7 September 1903 by Thomas Peters with second-hand buses purchased from the bankrupt Birkenhead Carriage Company. It ran from Seacombe Ferry to Charing Cross via Four Bridges, Watson Street and Exmouth Street, and continued to run until after the First World War, when it was replaced by the motor buses of the Birkenhead Motor Works. On the 30 August 1860, Birkenhead saw the inauguration of Britain's first street tramway.
