The Chair also thanked Richmond Hill Primary School for hosting this event. 62 Late Items The Chair gave notice of two late items relating to two applications for funding (Minute No. 77 refers) relating to HI8us Youth Video Project and repairs to paths in public open space at Aysgarth Walk. The Chair indicated that in accordance with his powers under Section 100B(4)(b) of the Local Government Act 1972, he had agreed to admit both items to the agenda as late items of urgent business in order that funds can be released to the applicants. 63 Declarations of Interest There were no declarations of interest reported. 64 Apologies for Absence An apology for absence was received from Councillor B Selby. 65 Minutes RESOLVED “ That the minutes of the meeting held on 14 th December 2004 were approved as true and correct record. 66 Matters Arising from the Minutes (a) Community Centre Consultation Anna Turner, East Leeds Area Management informed the meeting that the Neighbourhoods and Housing central Partnerships Team is undertaking the consultation. The key plans for the North West area relate to: • A65 Quality Bus Initiative major scheme • Yorkshire Bus Initiative programme of infrastructure investment, covering the provision of fully accessible bus stops and bus priorities which includes in the North West area: o Burley Road, bus priorities and stop upgrades o Meanwood Road, bus priorities and stop upgrades o A660 stop upgrades for serve existing services • Local Transport Plan capital programme; and • Bus Rapid Transit system proposals (successor scheme to Supertram) Investment in this programme will come from the Local Transport Plan and estimated at £7.7 million between 2006-11 plus complementary funding from Metro for new and replacement bus shelters and potential investment by bus operators in new vehicles. 1.0 Purpose Of This Report 1.1 To advise Members regarding proposals for Quality Bus Initiative measures and other proposals intended to improve bus travel in the Inner North West area. 2.0 Background Information 2.1 The new Local Transport Plan 2006-11 (LTP2) which has been adopted as the Council’s transport policy from 1 April this year (replacing the first Local Transport Plan 2001-06) sets out programmes of measures designed to improve the provision made for buses. -

Leeds is a growing and successful city with the Best City Ambition for a Strong Economy and a Compassionate City. The proposals in this report support the priorities for 21st-Century Infrastructure and Health & Wellbeing in: • Improving transport connections, safety, reliability and affordability; • Improving air quality, reducing noise and emissions; • Supporting healthy, physically active lifestyles. These support the outcomes we want for everyone in Leeds to: • Move around a well-planned city easily; • Enjoy happy, healthy, active lives. 2. In the city centre, there has been extensive development in recent years, reinforcing the city’s position as a major retail and office location. Alongside the planned housing growth that is required in future years, it means significant investment in the transport system is needed in the short, medium and long term to support the level of growth recently experienced and anticipated. CORPORATE SCRUTINY AND CLIMATE CHANGE BOARD ITEM 7 25 March 2013 Report of the Strategic Director of Neighbourhoods The Case for Trams in Derby SUMMARY 1.1 There is a strong logical argument that as congestion on the roads increases, causing a range of associated social and environmental impacts, that a modern, reliable and fast mass public transit system is critical to maintaining the future vitality of the city and in providing equitable travel choices for its residents and visitors. In addition, there is also an argument that a high quality public transit system would support Derby’s image as a high tech transport manufacturer. 1.2 However, the current case for a mass public transit system in Derby above and beyond a conventional bus system is not compelling. The construction costs of systems such as trams or trolleybuses for Derby would be unaffordable. For example, the average cost of a tram system in the UK has cost £285.4 million and the Leeds NGT trolleybus system will cost around £250.7 million. It is likely that with Central Government’s devolvement of major scheme capital and the way that they are trying to remove the over-reliance on central public funding, these types of schemes will become more difficult and risky to fund in the future. 1.3 It is difficult to predict patronage forecasts without detailed appraisal and transport modelling demand forecasting. However, existing public transport demand and the potential mode transfer from car suggests that there is not the passenger demand to underpin the jump in both construction and operating costs for either a trolleybus or tram system in Derby. -

TYNE & WEAR METRO A1.1 The Tyne and Wear Metro was the first modern light rail scheme opened in the UK, coming into service between 1980 and 1984. At a cost of £284 million, the scheme comprised the connection of former suburban rail alignments with new railway construction in tunnel under central Newcastle and over the Tyne. Further extensions to the system were opened to Newcastle Airport in 1991 and to Sunderland, sharing 14 km of existing Network Rail track, in March 2002. -

This consultation seeks views on draft regulations concerning the interoperability of the railways. These regulations are necessary to meet the requirements of the Interoperability Directive 2008/57/EC which recast earlier versions and the deadline for implementation was 19 July 2010. The recast Directive contained new provisions for type authorisation of vehicles. It also has provisions for the reauthorisation process for vehicles authorised in another Member State which have been moved from the 2004 Safety Directive into the Interoperability Directive. ii.) The draft regulations will implement the Directive for England, Scotland, Wales and Northern Ireland. The reauthorisation of vehicles for the UK half of the Channel Tunnel are dealt with in bi-national safety regulations. All other requirements in the Directive in relation to the Tunnel will be implemented through these draft interoperability regulations. iii.) This consultation builds on two earlier rounds of consultation which were published by the Department in 2009 and 2010. -

The publication of these contributions will help Londoners and their representatives to develop opinions based on well-researched information instead of speculation and prejudice. It was in this spirit that the Transport Committee of the Assembly hosted a seminar into trams, trolley buses and guided busways, with a view to informing ourselves and London about the proposals for tram and bus schemes that the Mayor is promoting through Transport for London. Peter Hendy provided a rapid but thorough overview of Transport for London’s policies, plans and programme in this area. Carmen Hass-Klau contrasted this with what is going on in continental Europe, looking at what London has to learn. She gave us a glimpse of tram projects in Nantes, Paris and Orleans, the Translohr rubber-tyred tram, and bus trains in Utrecht and Hamburg.
