Leadership Practices and Decision Making in High Stress Environments by Retired Army Lieutenant Colonel Tom Di Tomasso Petaluma Fire Department Presents Leadership Practices and Decision Making in High Stress Environments By retired Army Lieutenant Colonel Tom Di Tomasso The greatest responsibility a person can have is to lead others. This seminar is all about Leadership. It doesn’t matter what your occupation is; if you are in charge of people, this seminar is for you. This is an opportunity to explore different techniques and evaluate your personal leadership practices. (R) LTC Di Tomasso presents an interesting parallel to fire and police organizations where mastering the basics, preparation and training, commitment to chain of command and team effectiveness are essential tools to the success of any organization whose mission is to protect and serve. This class will draw from lessons learned about leadership during stressful events, to include Tom’s personal experience as a platoon leader in the Battle of Mogadishu (depicted in the book and movie Blackhawk Down ). Tom also draws from his current experience as a leader during recent combat operations in Iraq and Afghanistan. On October 3, 1993, Task Force Ranger launched an operation in Mogadishu, Somalia aimed at capturing key members of the Somali National Alliance. The operation succeeded in apprehending twenty-four suspects, including two key aides to General Aidid. During the course of the operation, two U.S. helicopters were shot down igniting an eighteen-hour firefight that would leave eighteen Americans and hundreds of Somalis dead to include two Medal of Honor recipients. The tactical success of Task Force Ranger against a numerically superior enemy can be attributed to their initiative, training, valor and leadership. Although a strategic failure, the tactical and leadership lessons from the Battle of the Black Sea would serve the US well in our surprisingly new fight against terrorism in the upcoming decade. As a participant and leader in the Battle of Mogadishu, recently retired Army Lieutenant Colonel Tom Di Tomasso describes enduring leadership lessons useful to current and future small unit leaders of any organization. He describes what it takes to lead men in combat - the greatest responsibility anyone could have - and how a seasoned leadership model can be used in any organization. Although this battlefield vignette concentrates on the Battle of the Black Sea in Mogadishu Somalia, he also draws on personal lessons learned from recent battles fought in Afghanistan and Iraq. LTC Tom Di Tomasso served in the Army for twenty years leading soldiers in combat and training. His assignments include the 10th Mountain Division, 1st Infantry Division and the 3rd Ranger Battalion, 75th Ranger Regiment where he earned the Silver Star and Purple Heart as a member of Task Force Ranger in Mogadishu Somalia in 1993; some of his exploits were later depicted in the movie Black Hawk Down . In 1998, he was selected and assigned to the United States Army Special Operations Command at Fort Bragg, where he served as a Troop Commander, Operations Officer, Squadron Commander and Deputy Commander. He has multiple combat deployments to Somalia, Bosnia, Afghanistan and Iraq. Most recently, LTC Di Tomasso served as a Joint Special Operations Task Force Commander in Iraq responsible for more than twelve hundred special operations forces and government agency personnel. Selected for promotion to Colonel, he holds a Masters Degree in Military Studies and is currently the Vice President of Ground Operations for Fulcrum Concepts LLC; a network of seasoned professionals and leaders, where he provides Leadership Training and Operational Consulting. Somali Proverb In 1992, the United States basked in the glow of its recent military and political victory in Iraq. Washington had successfully orchestrated a coalition of nations, including Arabic states, to liberate Kuwait from Saddam Hussein. The US administration was also celebrating the fall of the Soviet Union and the bright future of President George H.W. Bush’s “New World Order.” The fear of a nuclear catastrophe seemed remote given the international growth of democracy. With the United States now as the sole global superpower, some in the US government felt that it now had the opportunity, will, and capability to reshape the world by creating democratic states around the globe.

Epilogue Sources Acknowledgements J J J J J I I I I I For my mother, Rita Lois Bowden, and in memory of my father, Richard H. Bowden It makes no difference what men think of war, said the judge. War endures. As well ask men what they think of stone. War was always here. Before man was, war waited for him. The ultimate trade awaiting the ultimate practitioner. Cormac McCarthy, Blood Meridian The Assault 1 At liftoff, Matt Eversmann said a Hail Mary. He was curled into a seat between two helicopter crew chiefs, the knees of his long legs up to his shoulders. Before him, jammed on both sides of the Black Hawk helicopter, was his „chalk,“ twelve young men in flak vests over tan desert camouflage fatigues. He knew their faces so well they were like brothers. The older guys on this crew, like Eversmann, a staff sergeant with five years in at age twenty-six, had lived and trained together for years. Some had come up together through basic training, jump school, and Ranger school. They had traveled the world, to Korea, Thailand, Central America … they knew each other better than most brothers did. They‘d been drunk together, gotten into fights, slept on forest floors, jumped out of airplanes, climbed mountains, shot down foaming rivers with their hearts in their throats, baked and frozen and starved together, passed countless bored hours, teased one another endlessly about girlfriends or lack of same, driven out in the middle of the night from Fort Benning to retrieve each other from some diner or strip club out on Victory Drive after getting drunk and falling asleep or pissing off some barkeep.

Online via the Department of Defense. Effective leadership wins battles, but personnel have to be properly equipped. Today, Rangers and Delta Force commandos are still sent into harm’s way, fighting terrorism and doing what their country asks of them. Washington has learned lessons from the Battle of Mogadishu in which so many people were killed and wounded: Rangers receive more training than they did before, including urban warfare. Soldiers simulate actual battlefield combat at Ft. Polk, Louisiana. Better technology (such as personal combat computers and drones which patrol for thirty-six straight hours) help to keep soldiers safe. The lessons of Mogadishu, which benefit today’s fighting men and women, came at a price. That price was paid both by those who were injured and by those who died. Three survivors of the Mogadishu battle talk about what happened (and expound on the lessons which were learned as a result). Col. (ret) Larry Perino, Col. (ret) Lee VanArsdale and Master Sgt.
