Directors Pierre Sleiman, Kathlyn Mead, Lee Haydu, Vice President (VP) Richard Valdez, President Steve Shewmaker, Directors Lisa Barkett and David Watson, were all in favor and the motion carried. MANAGERS REPORT Employee Recognition for “Years of Service” CEO Timothy Fennell recognized and thanked the following team members for their 20 years of outstanding service to the District: Pat Kerins, Public Safety Director, who keeps the Fairgrounds safe and secure and Lupita Talamantes, Satellite Wagering Facility Janitor, who was unable to attend. Events Report CEO Timothy Fennell reviewed the events for April and May 2019 on pages 33-34 of the Board Packet. Page 5 22nd DAA Board Meeting Minutes April 16, 2019 Page 2 of 4 Appointment of a member and an alternate member to the California Fairs Financing Authority (CFFA) board of directors on behalf of the 22nd DAA Director Lisa Barkett moved to approve staff’s request to appoint Deputy General Manager Carlene Moore as Director to the CFFA Board of Directors and to appoint CEO Timothy Fennell as an alternate CFFA Board member. Director Kathlyn Mead seconded. Directors Pierre Sleiman, Kathlyn Mead, Lee Haydu, Vice President (VP) Richard Valdez, President Steve Shewmaker, Directors Lisa Barkett and David Watson, were all in favor and the motion carried. Production Department Overview Henry Rivera, Staff Services Manager for the Production department, gave a PowerPoint presentation overview of the Production Department, comprised of five full time team members and up to 60 members during the Fair. Insurance Renewals CEO Timothy Fennell said that it is time to renew insurance policies

Dear City Council Members and Staff, We are writing to let you know of a generous gift from the new owner of an historic Dunham House which is located at 119 10th Street, only a block away from City Hall at the corner of 10th Street and Camino Del Mar. As you know, Del Mar is a historic community founded in 1885 by Jacob Taylor with his development of the Casa Del Mar hotel and resort, including neighboring cottages. Unfortunately, all that remains of that period are the historic Dunham House built in 1885 and the nearby Edelweiss House that has been lovingly restored. We are grateful that the new owner of the Dunham house has generously offered to donate the house to the Del Mar Historical Society and pay for it to be moved to a new location. The Del Mar Historical Society would like to offer the Dunham House to the City of Del Mar. The historic house can easily be relocated to city property on 10th Street next to the parking garage entrance to City Hall. Many in Del Mar strongly value the history behind the 1885 Dunham House. The prior DRB-approved design preserved the Dunham House in place (shifting its location on the property by several feet).

    Memos The 4-H staff would like to welcome all new and returning families to the San Diego County 4-H Program. The 4-H Youth Development Program is the educational program of the University of California Cooperative Extension in partnership with the county, state and federal governments. The mission of our program is to help youth develop into responsible, self-directed, productive citizens of the world. The 4-H projects have a focus on citizenship, leadership, and developing life skills. Youth Development research emphasizes the importance that youth development programs like 4-H play in the lives of young people. Research points to Essential Elements that form a positive youth development experience. These elements are Belonging, Mastery, Independence, and Generosity. Belonging All youth need to be involved in caring relationships with adults and other youth. A sense of belonging is the single most powerful positive ingredient in the lives of children and youth. 4-H leaders create a sense of belonging when they show interest in meeting each individual youths needs in the program. Mastery In order to develop self-confidence, youth need to feel that they are capable of solving problems and meeting challenges. Additionally, youth need to have a safe environment for making mistakes and getting feedback, not just through competition but also through other activities and involvement. Independence Young people need to know that they are able to influence people and events through decision-making and action. They need to understand the connection between independence and responsibility. The 4-H program does this by providing young people the opportunity to develop leadership skills in planning and running their own local programs.
