Notice of Meeting NOTICE OF MEETING The 22nd District Agricultural Association Board of Directors meeting Tuesday, May 11, 2021 1:30pm Mission Tower via ZOOM Del Mar Fairgrounds 2260 Jimmy Durante Boulevard Del Mar, California As permitted by Executive Order N-25-20 (issued by Governor Newsom on March 12, 2020), the Del Mar Fairgrounds (DMF) will conduct the May 11, 2021 Board Meeting via ZOOM teleconference. If you wish to attend and participate in the meeting via teleconference, accommodations will be made. PUBLIC COMMENT Speakers are requested to sign in prior to the start of the meeting and are limited to two minutes. Speaker’s time may be modified based on the number of public speakers. No speaker may cede their time to another speaker. Public comments on agenda items will be accepted during the meeting as items are addressed. Public comment on issues NOT on the current Agenda is allowed. However, no debate by the Board shall be permitted on such public comments and no action will be taken on such public comment items at this time, as law requires formal public notice prior to any action on a docket item. 7. ADJOURNMENT 2 22nd DAA Board of Directors Meeting Agenda May 11, 2021 22nd DISTRICT AGRICULTURAL ASSOCIATION Board of Directors Meeting Del Mar Fairgrounds 2260 Jimmy Durante Boulevard Del Mar, CA 92014 April 13, 2021 MINUTES The 22nd District Agricultural Association (DAA), Board of Directors met via ZOOM in the Mission Tower Building at the Del Mar Fairgrounds on April 13, 2021 at 1:30 p.m. OFFICERS PRESENT: Richard Valdez, President Lisa Barkett, Vice President Joyce Rowland, Vice President Carlene Moore, Chief Executive Officer DIRECTORS PRESENT VIA ZOOM Michael Gelfand, Kathlyn Mead, Don Mosier, Sam Nejabat, Pierre Sleiman, and Frederick Schenk DIRECTORS/OFFICERS ABSENT All Directors present. OTHERS PRESENT Josh Caplan, Deputy Attorney General (via ZOOM) Katie Mueller, Business Services Officer – 22nd DAA Melinda Carmichael, Business Development Officer – 22nd DAA Donna O’Leary, Executive Assistant - 22nd DAA CALL TO ORDER President Valdez called the meeting to order at 1:30 p.m. with a quorum present. ROLL CALL All Directors present. PUBLIC COMMENT Jane Cartmill would like a brief description of what was said during public comment added back into the minutes. CONSENT CALENDAR A. Minutes, Regular Meeting, February 23, 2021 B. Minutes, Regular Meeting, March 9, 2021 C. 22nd District Agricultural Association (DAA) Contracts Approval Director Gelfand moved to approve items A-C on the consent calendar. Director Sleiman seconded the motion. President Valdez, Vice President Barkett, Vice President Rowland, Directors Gelfand, Mead, Mosier, Nejabat, Sleiman and Schenk, were all in favor and the motion carried. Page 4 22nd DAA Board Meeting Minutes April 13, 2021 Page 2 MANAGEMENT REPORT Employee Recognition CEO Moore recognized Cheryl Zinniger, Human Resources, for her 20 years of outstanding and dedicated service to the District. CEO’s Report CEO Moore reported that the Audit and Governance committee met and discussed issuing an RFP for audit services. The Contracts Oversight Committee will meet next month to discuss The Center’s operational and logistical plan and budget. CEO Moore informed the Board that the Shuttered Venue Operators Grant through SBA is now opened for application but first will be submitting the application for the Targeted Support funding to CDFA. CEO Moore also said that the District is now recruiting for a new Director of Finance, Payroll Administrator and Plumber. Insurance Renewals CEO Moore reported that insurance renewals were not available at the time of the April Board meeting but must be renewed by May 1, so the quotes will be reviewed by the Finance Committee and reported on next month. Events Report Business Development Officer Carmichael reviewed the contracted events in detail listed on page 12 of the board packet, including a slide show highlighting the vaccination superstation and the off track betting site which re-opened on April 1, 2021, following the County Health Department’s orange tier regulations. HOME*GROWN*FUN Business Services Officer Mueller presented a slideshow overview of what is planned for the HOME*GROWN*FUN event to be held June 11 through July 4, 2021. Don Diego Scholarship Foundation (DDSF) Report Executive Director Chana Mannen reviewed the information included in the Board packet on page 13. Ms. Mannen said that interviews with the scholarship finalists will be held at the end of May. COMMITTEE REPORTS HORSEPARK COMMITTEE – Michael Gelfand, Chair CEO Moore explained in detail the report included in the Board packet on pages 14-17, specifically the letter received from the San Diego Regional Water Quality Control Board on pages 16-17. CEO Moore reported that staff continues to collect historic investment information as well as indirect expenses that are related to Horsepark so that a comprehensive P&L understanding of Horsepark operations can be presented to the Board. The Fun Zone stays opens approximately to midnight each night. Admission: Fair admission is $17.00 for adults, $10.00 for ages 62 and older, and children 6 to 12.

Dear City Council Members and Staff, We are writing to let you know of a generous gift from the new owner of an historic Dunham House which is located at 119 10th Street, only a block away from City Hall at the corner of 10th Street and Camino Del Mar. As you know, Del Mar is a historic community founded in 1885 by Jacob Taylor with his development of the Casa Del Mar hotel and resort, including neighboring cottages. Unfortunately, all that remains of that period are the historic Dunham House built in 1885 and the nearby Edelweiss House that has been lovingly restored. We are grateful that the new owner of the Dunham house has generously offered to donate the house to the Del Mar Historical Society and pay for it to be moved to a new location. The Del Mar Historical Society would like to offer the Dunham House to the City of Del Mar. The historic house can easily be relocated to city property on 10th Street next to the parking garage entrance to City Hall. Many in Del Mar strongly value the history behind the 1885 Dunham House. The prior DRB-approved design preserved the Dunham House in place (shifting its location on the property by several feet).

    Memos The 4-H staff would like to welcome all new and returning families to the San Diego County 4-H Program. The 4-H Youth Development Program is the educational program of the University of California Cooperative Extension in partnership with the county, state and federal governments. The mission of our program is to help youth develop into responsible, self-directed, productive citizens of the world. The 4-H projects have a focus on citizenship, leadership, and developing life skills. Youth Development research emphasizes the importance that youth development programs like 4-H play in the lives of young people. Research points to Essential Elements that form a positive youth development experience. These elements are Belonging, Mastery, Independence, and Generosity. Belonging All youth need to be involved in caring relationships with adults and other youth. A sense of belonging is the single most powerful positive ingredient in the lives of children and youth. 4-H leaders create a sense of belonging when they show interest in meeting each individual youths needs in the program. Mastery In order to develop self-confidence, youth need to feel that they are capable of solving problems and meeting challenges. Additionally, youth need to have a safe environment for making mistakes and getting feedback, not just through competition but also through other activities and involvement. Independence Young people need to know that they are able to influence people and events through decision-making and action. They need to understand the connection between independence and responsibility. The 4-H program does this by providing young people the opportunity to develop leadership skills in planning and running their own local programs.
