1. Background

Rural Access Programme is a poverty alleviation project funded by UK Aid and implemented through IMC worldwide. It currently works in 14 districts of Nepal and focuses on Maintenance/Construction of roads and Socio-Economic Development of the area. The working modality of RAP is such that it works in close co-ordination with its implementation partners and government authorities. RAP3 has been working here in Bajura since October 2013. It is focused on Construction of roads and Socio-Economic Development of the area thus by creating jobs for local poor and backward communities and helping in poverty alleviation. Currently, RAP3 is constructing two DRCN, Maure Toli Chatara (16.215 Km) and Maure Kailashmandu (11.148 Km) which connects 3 VDCs to SRN. 2. Introduction

The annual review is a scheduled activity in RAP calendar. It is organised annually so that all concerned District level stake holders are briefed regarding; RAP3 policy, current year activities/progress and target for the upcoming year. It also provides a forum for DTICC members, invited representatives from LRUCs/LRCCs and other attending local people to have their issues heard and get answered to any queries they harbor. 3. Program overview

Annual review was a one-day long program held on 24th July 2016 at DDC hall. From various political figures, representatives from various organisations, LRUCs/LRCCs, journalists, NGO Federation, and local people - there were altogether 49 participants. 3.1 Commencement The program was chaired by Mr Arjun Prasad Subedi, LDO. The programme was formally initiated by requesting LDO, representative of political parties, Chief of DTO, DC and all participant to take their seat by programme presenter. Then programme is continued by introduction of all participants. The brief introduction and contents of the program were provided to all the participants. After introduction session DC Hom Nath Lamsal highlighted the objectives of annual review. 3.2 Annual progress review from DTL The presentation was regarding the overall approach of RAP; its policy and how it works, a brief introduction of RAP3 in Bajura and its work areas, activities undertaken this year and planning for coming year. DTL brief about the physical progress, financial progress, expenses under various headings such as Annual Support Plan (ASP) and Continuous Professional Development (CPD) during the presentation. DTL also briefed about the CIM and on basis of which it is marked and how it is marked. He also discussed the challenges faced during construction period and learning from it. Questionnaires from participant were received which was then addressed by DTL. 3.3 LRN Progress by EO EO presented the physical and financial progress of two DRCN. He briefly present about the phase wise construction of DRCN, how much length of total length is 2.5m, 3.5m and 4.5m opened till now,

Report on Annual Review estimated quantity of Earthwork, Dry wall and Gabion wall and quantity constructed upto this year of both DRCN. He also briefed about the total employment days and payment given to RBG up to June 2016. 3.4 SED Progress by LNGO’s PC The presentation regarding SED activities was given by Program Coordinator (PC) of LNGO. He briefly disclosed all the socio-economic activities up to Feb 2016. He provided information on SED activities- vegetable growing, goat farming, spices production and training that has been provided to RBGs members this year. Training on First aid, saving and credit and leadership training were provided to RBGs member this year. LNGO role on imparting knowledge on saving and credit system has been the major achievement of the team. 3.5 Issue raised/Discussed The various issues were raised by a various political representative, journalist and other participants. These issues were addressed by DC and DTL. Issued raised and discussed during annual review are listed here below; 1. In MTC road there is one house lies near the road alignment (at chainage 8+970) i.e lies within right of way so there seem risk to that house. So, either relocate that house to another space or protect that house properly .(Chairman of LRCC and also owner of that house) Response: Required method will be applied in order to protect that house

2. Local people whose land lies in alignment didn’t get anything in return. Response: All severely people are included in RBG. If there are still people who didn’t get chance we will try to include them in our programme in future.

3. Involvement of same person in different trainings organised by different programme so other didn’t get chance Response: Participants are selected by RBG so will talk with them to provide all member equal chances.

4. Technical staff made RBG to dismantle huge number of gabion boxes at a time so RBG had to work double. Response: DTA staffs supervise the works day to day so there is no chance to do the works continuously without achieving the quality. If there are substandard work perform by RBGs DTA staffs immediately instructed to the RBGs to rectify the works. RAP3 do not compromise with quality so if RBG’s work is of low quality then they had to dismantle that work.

5. Who will connect SRN and RAP3 roads from Bamka to zero point of RAP3 road and how these two DRCN will run until bridge in Budhiganga is constructed and do RAP3 had any budget kept to construct that bridge. Response: DDC has working on that section hopefully DDC completing that section until the RAP section will ready for vehicle playable. RAP3 had supported DDC with one drill machine and one trained drill machine operator for track opening near penstock pipe. But about bridge at Budhiganga RAP3 do not have any plan for the bridge over Budhiganga, Dolidar or

other agency may have working in it. DDC has the main role to follow up for it to the concern authorities.

6. Construction approach of RAP3 i.e. using local people instead of Dozer, what’s the status of occurrence of slide in construction site in this rainy season. Response: No huge slides had occurred but some small slides seem to happen in alignment. It also due to soil condition of this district i.e. boulder mix soil.

7. On what basis payment of RBG is done is that attendance or quantity basis. Response: Payment is on the basis of quantity of work done by RBG and unit rate prepared based on district rate and DoLIDAR Work Norms or DOR work Norms for few items if DoLIDAR work Norms has not covered such item.

8. Do RAP3 plan to connect Chatara VDC to DRCN. Response: Current target is to construct up to the Ghasegada khola, if RAP programme will extended and will manage the budget for that section may be extent to Chatara VDC in future but for now there is no such plans.

9. Is there anyone kept to look after bioengineering works until it stars to grow if no then it won’t last long so need to keep someone. Response: RBG who had done bioengineering are instructed to take care currently and asked to maintain it. 4. Participant’s Remarks

One representative each from LRUCs and representative of political parties are asked to present their view on RAP3 work.  Kalu Saud (Chairperson – Maure Toli LRUC) He expresses his view about the programme and also talked about some issues. He thanked for providing them job opportunity at their own door steps. He said that RBG are still unaware about proper utilisation of their income so wishes help from program. He said RAP3 has provided women equal opportunity of earning which helps to be independent in society. He said there need some steps to be taken to improve vegetable production and goat farming as it is not increasing as per the objective of programme. Overall he appreciates the work and thanked for this great opportunity provided to local people.

 Himal Sahi (representative of RPP Nepal) He said RAP3 has done appreciable job. He said RAP3 should further help in socio-economic development in future also. He raised issue on connecting MKB road to which is very important for tourism development in district. He told construction work should be done without hampering nature with its proper management.

 Hom Nath Lamsal (DC- RAP3) He thanked all participant for their presence in the workshop. He said it feels good to hear positive reviews and appreciation for our work. In response of issue raised in workshop of

dismantling the structure he made clear that RAP3 won’t compromise in quality and need to do quality of work. In case of dispute arise of land lies in alignment he asked help of all stakeholders and local people for solving those issues. He said we need cooperation from all other parties for connecting zero point of Maure-Kailashmandu DR and SRN. And in hand of construction of bridge at Budhiganga he said there is no such plan currently and said DoLDAR or other agency may have working on it.

 Gagan Rawal (Joint Secretary – CNN UML) He said RAP3 is the model project in Bajura and other project should follow the RAP3 concept for the road construction. He said all need to emphasise on sustainable development. He also expresses need of help for bridge at Budhiganga.

 Kabi Raj Pandit (Chairperson – NC) He also appreciates work of Rap3 and expect to continue that in future too. He also express his wish RAP3 to connect Maure-Toli-Chharate DR to Chatara VDC and Maure-Kaishamandu DR to Badimalika for betterment of district. He praises working approach of RAP3 using local human resource instead of dozer and contracting contractor. 5. Closing of the Review Workshop

The program was finally drawn to an end by the closing remarks from LDO Mr. Arjun Prasad Subedi. He thanked for all participant for their active participation in the workshop. He stressed that RAP3 work here in the district is highly appreciable. He promise to consider advice and suggestion from this review and follow in future work. 6. Continual Improvement Matrix (CIM)

A separated workshop was conducted on 25th July 2016 to assess the CIM of DDC at DDC meeting hall. The workshop was chaired by LDO, Arjun Prasad Subedi. DTL welcome all participants and started the workshop. He first explains briefly about the CIM, on which criteria assessment of CIM is done and how score is given to each key elements. He makes aware them for being sincere while scoring as per the prevailing the district situation. Then all participants were given the CIM sheets to score accordingly. Then DTL explain each Key element and all participants discussed on it and started scoring. In this way all key element are scored by discussing. This year average CIM score was 5.19. At last LDO closed the workshop with his closing speech. 7. Conclusion

The day was marked with highly interactive participation from all the stakeholders and invited members from various organisations. Key achievement of the day is as follows: All DTICC stakeholders and other agency briefed with RAP3 activities for this past year; Question raised towards various issue was answered to eradicate the misunderstandings;

LRUCs representative view towards RAP3 works provides positive impression to both the DTICC stakeholder and RAP family here in district.
