In its decision, the District Council has not made its reasons explicit for reaching this conclusion, but it is understood that the likely intention of the SSWNP to contain policies allocating land for development is the primary reason. A third of the designated area lies within the South Downs National Park and there are no European sites within the area, although the area does lie within the 15km buffer zone of the Arundel Valley SAC/SPA/Ramsar site.
