SUSSEX MOTH GROUP NEWSLETTER Page 28 SUSSEX MOTH GROUP NEWSLETTER March 2009 Notice regarding Elections at the AGM by Clare Jeffers on behalf of the committee At the indoor meeting last November the Sussex Moth Group committee talked about a proposal for formalising the election of committee members. The idea was that any committee member planning to stand down from their position should ideally make this known well in advance of the AGM, so that any upcoming 'vacancy' can be advertised to all our members in the Autumn news- letter and/or at the Winter indoor meeting. The committee supposed that advertising vacancies in this manner would give all members an equal opportunity to put themselves forward for a position on the committee and the committee proposed that, in the interests of fairness, elections would then be carried out by secret ballot - either by placing ballot papers in a box at the AGM, or by B l 'postal vote' in sealed envelope to the secretary. As it happens, our current Chairman, Sam Bayley, o x w announced at that meeting his intention to stand down at the next AGM and this fact was made o r t known to all members through the distribution of minutes from that meeting; any members willing h S to take on the position of Chairman were invited to put themselves forward. n o u t b The situation we find ourselves in now is that only one member, Steve Teale, has put themselves y G r forward for the Chairman's position and no one has expressed an interest in taking over any of the a e other positions on the committee; it therefore seems that the committee's original proposal to m e elect the officers of the committee by ballot is impractical. -

Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. Thankfully as one or two leaders drop out, others return from sickness and injury. Thank you all leaders for your continuing efforts to fill our programme. As we write this letter, the weather is perfect for walking. We have recovered from the summer's heat, which was too much for some of us, but we now start to consider the possibility of mud! One strolls leader has entitled her mini-series 'On Sussex Hills' after the Sussex drinking song composed by Hilaire Belloc and sung frequently by the South Downs Folk Singers. Many other leaders have obviously been thinking the same, alert to the difficulties last winter and spring brought us - spot the hills in the titles! Some of you have been asking about numbers on walks. For the May to July programme the average was 6 or 7 per walk. Certainly in the very hot weather many stayed at home. Hopefully we shall see some of you at the Christmas lunch on 7th December and at the Christmas Walk and Stroll on 13th December with lunch at the The Shepherd and Dog, Fulking followed by Carols in Newtimber Church.
