Question: Tuition Assurance Schemes 1. Can you provide me with a list of all current approved Tuition Assurance Schemes? 2. Can you provide a list of all the 704 providers who were exempt from the TAS requirement at 21 November 2006? 3. With regard to Ministerial exemptions from a TAS, I note that, as at 1 June last year, you said there were 18 providers who had ministerial exemptions. How does that tally with E522_07? Are most of the 704 public-sector providers? 4. Can we have a list of the 18 referred to on transcript on 1 June 2006, please? And can that list be updated? 5. Can you confirm that those with exemptions include: • Christian Heritage College; Parsifal College; • Excel Education; and • Pines Training Centre? 6. The Minister provides exemption course-by-course, doesn’t she? Can you tell me whether the following courses are exempted: • Anthroposophical Studies at Parsifal College; • Golf Theory and Techniques at Excel Education; • and diploma of “Planting and Growing Vibrant Churches” at Pines Training Centre? 7. Would these courses and providers have been granted exemption in the past – say in 2002? Wasn’t it the intention of the exemption clause in the ESOS Act to allow institutions such as publicly-funded universities and TAFEs to be exempted? 8. When did the change of policy occur? Can you refer me to any Ministerial announcements or other relevant documents? 9. Can you provide me with details about all successful applications of private providers for TAS exemptions, since the Act came into force – with dates. Please also provide information about any previous unsuccessful applications by these providers. Answer: Tuition Assurance Schemes 1. ACIVC TAS Australian Council of Independent Vocational Colleges Ltd Tuition Assurance Scheme ACPET OSTAS Australian Council for Private Education and Training Overseas Student Tuition Assurance Scheme EA TAS English Australia Tuition Assurance Scheme MCD TAS Melbourne College of Divinity Tuition Assurance Scheme SCD TAS Sydney College of Divinity Tuition Assurance Scheme WAPETIA TAS Western Australian Private Education and Training Industry Association Tuition Assurance Scheme 2. Please refer to Attachment A for details of providers who were exempt from the TAS requirement at 21 November 2006. 3. As at 1 June 2006, there were 18 providers who had Ministerial exemptions. This has now reduced to 15, of which only 10 providers are entirely exempt from TAS membership due to Ministerial exemption. A further 5 providers have Ministerial exemption for some of their courses. 4. The list of 18 referred to on transcript of 1 June 2006 is at Attachment B. An updated list is at Attachment C. 5. Christian Heritage College was cancelled from CRICOS in December 2006. Excel Education Pty Ltd (CRICOS Code 01872K) has no Ministerially exempt courses. The following providers have some or all of their courses Ministerially exempt: Parsifal College Limited (CRICOS Code 00731J) – some courses Ministerially exempt; Excel Education Pty Ltd (CRICOS Code 00176J) – some courses Ministerially exempt; The Pines Training Centre (CRICOS Code 01986M) - all courses Ministerially exempt. 6. Ministerial exemption from the requirement to be a member of a TAS is granted on a course-by-course basis. The Diploma of Anthroposophical Studies at Parsifal College Limited CRICOS Code 00731J is not a Ministerially exempt course. Golf Theory and Techniques Training Programme at Excel Education Pty Ltd CRICOS Code 01872K is not a Ministerially exempt course. Diploma of “Planting and Growing Vibrant Churches” at The Pines Training Centre CRICOS Code 01986M is a Ministerially exempt course. 7. The Diploma of Planting and Growing Vibrant Churches at Pines Training Centre was granted Ministerial exemption in October 2001. Providers may be exempt from the annual Assurance Fund contribution as set out in section 24 of the ESOS Act. 8. There has been no change of policy. 9. The ESOS Act provides a number of ways in which a provider may be exempt. Most of these do not require specific decisions by the Minister to grant exemption.     Minister for Education and Minister for Industrial Relations The Honourable Grace Grace Queensland’s top Year 12 graduates announced Education Minister Grace Grace has today congratulated the state’s top Year 12 graduates from the class of 2018 at the Queensland Certificate of Education (QCE) Achievement Awards. “These annual awards are a fantastic opportunity to recognise the hard work and achievement of our top students, as well as the teachers and families who supported them,” Ms Grace said. “In 2018, close to 49,000 young Queenslanders received a QCE. They have now turned their focus to entering university, starting a trade or moving straight into the workforce,” Ms Grace said. Ms Grace said the top award of Outstanding Academic Achiever went to Maya Lamont who attended Indooroopilly State High School. Maya received a certificate, trophy, and $5000. “Maya’s extraordinary Year 12 results placed her ahead of more than 51,000 of her peers,” Ms Grace said. “She achieved exceptionally highly in all her school subjects, the Queensland Core Skills Test, tertiary entrance ranking, and in a philosophy subject at university. “Maya hopes to work in environmental law or government in the future and advocate for causes she’s passionate about. “This year Maya will study Arts and law at The University of Queensland. “I congratulate Maya and commend the wonderfully supportive learning environment at Indooroopilly State High School that helped her to flourish.” QCAA chief executive officer Chris Rider said the awards highlighted the strength of senior schooling in Queensland. “The award winners attended 23 different state and non-state schools,” Mr Rider said.

    The Bishop’s Synod Charge 2009 The Rt Rev’d Gregory E Thompson Welcome to the thirtieth synod of the Diocese of the Northern Territory. I acknowledge the traditional custodians, the Larrakia people on whose land we meet in order to give thanks for God’s faithfulness to us, to hear the stories and concerns on our hearts and minds and to seek to serve Christ with our best energies and insight for our Diocese and for the people of the Northern Territory. A Cord of Grace, Goodwill and Common Purpose When I travel this Diocese of over 1.3 million square kilometres, featuring desert, coastal, billabong, urban, outstation and agency communities, I wonder at the unique gifting of the landscape, cultures and the people that are within our Diocesan community. With such breadth and beauty comes extraordinary opportunity in our mission as Christ’s people but also these qualities bring significant tensions of holding our life together in its diversity and distance. I imagine often our church and community life like a string of pearls or precious gems from the Arafura Sea to the Simpson Desert – each pearl or gem unique but each one reliant on a cord of grace, goodwill and common purpose. Without the cord running through our different communities we are isolated and vulnerable before the social and spiritual challenges before us. Without a shared sense of direction under the good purposes of God, our contribution to God’s mission is unsustainable, for the weak give up without help and the strong in their own independence are not able to receive the necessary gifts from others.

    INTRODUCTION This curriculum framework is a brief statement that provides the foundational worldview from which an Adventist teacher delivers the Australian National Curriculum. It is a concise statement of principles, values and threads that undergird and guide what we consider to be real, true and good. This worldview is shaped and permeated with our belief that Jesus is “the Way, the Truth, and the Life.” John 14:6. We also believe strongly that each teacher must teach from within their own authentic Christian journey and that their experiential relationship with Jesus will permeate all they say and do. This framework endorses the notion that rather than being Christians who happen to teach, we are wanting to teach Christianly. We wish to reveal a God who loves unconditionally. “To think Christianly is to accept all things with the mind as related, directly or indirectly, to man’s eternal destiny as the redeemed and chosen child of God.” Harry Blamires, The Christian Mind: How Should a Christian Think? , p. 44 Teaching is more than imparting information. Effective Christian teaching is transformational. It will take Romans 12:1-2 as its focus and try to nurture a discipleship response to God’s love in the lives of our students. This provides the basis for the term “threads” used in the Values and Response Threads section. Threads are simply the qualities or characteristics we desire as responses from our students. They help provide cohesion and linkage to everyday living. These Response Threads, like Values, will often overlap in various subject areas, and provide a discipleship response to God’s love.
