Russo-Japanese Relations: Opportunity for a Rapprochement?
Russo-Japanese Relations: Opportunity for a Rapprochement? PEGGY FALKENHEIM MEYER ince the end of the cold war, only limited progress has been made in Russo- SJapanese relations. Ties between Russia and Japan have been strained by strong, historically rooted mistrust and by failure to resolve their territorial dis- pute over three islands and a small archipelago near Hokkaido. The disappoint- ingly low level of economic ties between the two countries has not provided a strong incentive for better relations. Recently, however, there have been signs of progress between Russia and Japan. In a speech in late July 1997, Japan’s prime minister, Ryutaro Hashimo- to, adopted a significantly new approach to Russia. The early November 1997 summit between Hashimoto and Russian President Boris Yeltsin at Krasnoyarsk confirmed their intention to bring about a radical improvement in Russo-Japan- ese relations. In this article, I explore the obstacles that impeded an improvement in Russo- Japanese relations after the end of the cold war. I then analyze the recent incen- tives for change and evaluate how far-reaching that change is likely to be. I argue that incremental improvement is taking place in Russo-Japanese relations and that there now is a possibility of greater change. However, there still are a number of serious obstacles to a full rapprochement. Mistrust Strong, historically rooted, mutual mistrust is one reason for the lack of progress in post–cold war Russo-Japanese relations, which have been embittered by a his- tory of conflict going back to tsarist times. Type specimens from the collection of the polyneopteran insect orders (Dermaptera, Blattodea, Orthoptera, Phasmatodea) deposited in the Department of Entomology, National Museum, Prague are catalogued. We provide precise infor- mation about types of 100 taxa (5 species of Dermaptera, 3 species of Blattodea, 4 species of Phasmatodea, 55 species of Caelifera, and 33 species of Ensifera), including holotypes of 38 taxa. The year of publication of Calliptamus tenuicer- cis anatolicus MaĜan, 1952 and Calliptamus tenuicercis iracus MaĜan, 1952 are corrected. The authorship of the names traditionally ascribed to J. Obenberger is discussed in detail. Only the name Podisma alpinum carinthiacum Obenberger, 1926 is available since the publication by OBENBERGER (1926a). ‘Stenobothrus (Stauroderus) biguttulus ssp. bicolor Charp. 1825’ and ‘Stenobothrus (Stau- roderus) ssp. collinus Karny’ sensu OBENBERGER (1926a,b) refer to Gryllus bicolor Charpentier, 1825 and Stauroderus biguttulus var. collina Karny, 1907, respectively, which both have to be considered available already since their original descriptions by CHARPENTIER (1825) and KARNY (1907). This directorate conducts analyses of security policy, regional analyses, studies of political-military issues, and strategy and force assessments. CNA Strategic Studies is part of the global community of strategic studies institutes and in fact collaborates with many of them. On the ground experience is a hallmark of our regional work. Our specialists combine in-country experience, language skills, and the use of local primary-source data to produce empirically based work. All of our analysts have advanced degrees, and virtually all have lived and worked abroad. Similarly, our strategists and military/naval operations experts have either active duty experience or have served as field analysts with operating Navy and Marine Corps commands. They are skilled at anticipating the “problem after next” as well as determining measures of effectiveness to assess ongoing initiatives. VALLEY 1Department of Geology and Geophysics, University of Wisconsin, Madison, WI, USA 2Institute of Volcanic Geology and Geochemistry, Petropavlovsk-Kamchatsky, Russia 3Geologisk Institut, University of Copenhagen, Copenhagen, Denmark (Received March 20, 2003; accepted in revised form July 16, 2003) Abstract—We present the results of a regional study of oxygen and Sr-Nd-Pb isotopes of Pleistocene to Recent arc volcanism in the Kamchatka Peninsula and the Kuriles, with emphasis on the largest caldera- forming centers. The ␦18O values of phenocrysts, in combination with numerical crystallization modeling (MELTS) and experimental fractionation factors, are used to derive best estimates of primary values for ␦18O(magma). Magmatic ␦18O values span 3.5‰ and are correlated with whole-rock Sr-Nd-Pb isotopes and major elements. Our data show that Kamchatka is a region of isotopic diversity with high-␦18O basaltic magmas (sampling mantle to lower crustal high-␦18O sources), and low-␦18O silicic volcanism (sampling low-␦18O upper crust). Among one hundred Holocene and Late Pleistocene eruptive units from 23 volcanic centers, one half represents low-␦18O magmas (ϩ4 to 5‰). Most low-␦ 18O magmas are voluminous silicic ignimbrites related to large Ͼ10 km3 caldera-forming eruptions and subsequent intracaldera lavas and domes: Holocene multi-caldera Ksudach volcano, Karymsky and Kurile Lake-Iliinsky calderas, and Late Pleistocene Maly Semyachik, Akademy Nauk, and Uzon calderas. -

The new synonyms are established: Rhinopodisma MISTSHENKO, 1954 = Aserratus HUANG, 1981, syn. n., Sinopodisma CHANG, 1940 = Pedopodisma ZHENG, 1980, syn. n., Parapodisma MISTSHENKO, 1947 = Pseudoparapodisma INOUE, 1985, syn. n., Monopterus FISCHER-WALDHEIM, 1846 = Bohemanella RAMME, 1951, syn.n. Tribe Melanoplini SCUDDER, 1897 Type genus: Melanoplus STAL, 1873. Notes The tribe Melanoplini was established by S.SCUDDER (1897) as a group Melanopli. JACOBSON (1905) proposed Podismini as a new name for this group. In the most modem classification the position of tribe Melanoplini is following: MISTSHENKO (1952) considered it as a tribe Podismini of subfamily Catanto pinae (Acrididae); UVAROV (1966) as Catantopinae (without division on tribes); DIRSH (1975) as subfamily Podisminae of family Catantopidae; HARZ (1975) as tribe Podismini of subfamily Catantopinae (Acrididae); VICKERY & KEVAN (1983) as subfamily Melanoplinae of family Acrididae with two tribes (Melanoplini and Podismini) and YIN (1984) as subfamily Podisminae of family Oedipodidae. -

Study on Eighteen Species of Japanese Acrididae (Orthoptera)l) By Eizi Momma Zoological Institute, Faculty of Science, Hokkaido Imperial University, Sapporo (W1~th 36 Figures) During these forty years the cytological investigations of the Acridian grasshoppers have been extensively carried out by a number of investigators, and considerable contributions have been devoted to the advance of animal cytology. The orthopteran insects, especially those of the Acrididae, have proved very favourable as material for the study of chromosomes, on account of the fact that their chromosomes are large in size having clear morphological features and are relatively low in number. Over one hundred of species have been cytologically investigated since the pioneer work of McClung ('00) in this field, demonstrating many valuable and • important facts and their bearing on problems of general cytology. One of the important matters confronting the students of Acridian chromosomes is to determine the interrelationships of the chromosome complexes in the different species. The extensive studies by McClung and his colleagues have established a great uniformity and constancy of the chromosome numbers in the Acrididae. Efforts made by these investigators greatly served to homologize individual chromosomes in closely related genera and species. Recently Ramachandra Rao (,37) has made a comparative study of the chromosomes in eight genera of Pyrgomorphinae (Acrididae), in view of finding the chromosomal relationship exist ing among the members of this subfamily. -
