SEKTOR PENGEMBANGAN KAWASAN PERMUKIMAN (PKP) Sesuai dengan Undang-Undang No. 1 Tahun 2011 tentang Perumahan dan Kawasan Permukiman bahwa Pengembangan Permukiman adalah bertujuan untuk: . Memenuhi kebutuhan pengembangan permukiman melalui penyediaan sarana dan prasarana permukiman, . Mewujudkan permukiman layak dalam lingkungan sehat, aman, serasi dan teratur, . Menjadi bagian penting dalam menentukan arah perkembangan perkotaan, dan . Menunjang kegiatan ekonomi melalui penyediaan infrastruktur Sesuai Peraturan Menteri PUPR No.15/PRT/M/2015 bahwa tugas Direktorat Pengembangan Kawasan Permukiman adalah melaksanakan perumusan dan pelaksanaan kebijakan, pembinaan teknis, pengawasan teknis, pengendalian dan pengaturan teknis pembangunan dan pengembangan kawasan permukiman perkotaan, kawasan permukiman perdesaan, serta kawasan permukiman khusus. Sedangkan fungsi yang diamantkan terhadap Penegmbangan Kawasan Permukiman seperti dijelaskan pada skema berikut. Skema 7.1. Sebaran Kawasan Permukiman Kabupaten Karo Sebaran peruntukan kawasan permukiman eksisting di Kabupaten Karo secara umum berada pada kawasan di sepanjang jalan lintas provinsi dan jalan kabupaten serta lebih terpusat pada ibu kota kecamatan. Sesuai arahan dalam rencana tata ruang Kabupaten Karo, kawasan- kawasan permukiman ini dikembangkan sebagai pusat pelayanan kegiatan sesuai arahan hirarki struktur ruang yaitu fungsi ruang perkotaan dan perdesaan.     Emergency Situation Report ESR (5) 9 September 2010 Emergency and Humanitarian Action (EHA), WHO Indonesia Mt. Sinabung Volcano Eruption, North Sumatera Province, Republic of Indonesia HIGHLIGHTS Long-dormant Mt. Sinabung in Tanah Karo District, North Sumatra erupted on Sunday, 29th of August 2010 at 00:15 AM local time, spewing sand and ash up to a mile high, while hot lava only moved around the crater. Since its first eruption, the volcano has erupted 3 times, each time with a bigger intensity. The latest and biggest one is on Tuesday, 7 September 2010 at 00:24 AM local time, spewing volcanic ashes as far as 8 km from the summit, accompanied by volcanic earthquakes which can be felt up to 12 – 13 km from the summit. The eruptions affected 25 villages 3 sub-districts: Namanteran Sub-District, Tiganderket Sub-District, and Payung Sub-District within 6 km radius from the summit. The population at risk is defined as people from villages within 6 km radius from the summit (hazardous area). The number of Internally Displaced People has gone back up to 23,829 in 25 evacuation points in 9 sub-districts. Based on the observation of The Center of Volcanology and Disaster Management, Mt. Sinabung alert level remains at level 4. Therefore, the emergency response phase has been extended until further notice. According to Crisis Centre, Ministry of Health, 1 person died due to respiratory complications, 171 people have been referred to Kabanjahe Hospital for further treatment. Majority of health problems diagnosed are Upper Respiratory Tract Infection (URTI), fever, dyspepsia, hypertension, and gastroenteritis.

The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. Period covered by this update: 10 September to 23 September 2010. Summary: On 3 September 2010, CHF 143,243 (USD 141,096 or EUR 109,883) was allocated from IFRC’s Disaster Relief Emergency Fund (DREF) to support the National Society in delivering immediate assistance to some 5,000 beneficiaries. Unearmarked funds to repay DREF are encouraged. This operation is expected to be implemented over three months, and will therefore be completed by 30 November 2010; a Final Report will be made available three months after the end of the operation (by 28 February 2011). The major donors and partners of the DREF include the Danish Red Cross/Danish government, Irish Red Cross/Irish government, Japanese Red Cross, Monaco Red Cross/ Monaco government, Netherlands Red Cross/ Netherlands government, Norwegian Red Cross/ Norwegian government, Swedish Red Cross/ Swedish government, Canadian government, Italian government, AusAID, United Kingdom Department for International Development (DFID), DG ECHO, OPEC Fund for International Development, and corporate and private donors.
