Profil Kabupaten Karo LAPORAN AKHIR BANTEK Penyusunan RPIJM Bidang Cipta Karya Kabupaten Karo 2015- 2019 Bab 2. PROFIL KABUPATEN KARO 2.1. WILAYAH ADMINISTRASI Kabupaten Karo merupakan salah satu daerah di Provinsi Sumatera Utara yang terletak di dataran tinggi pegunungan Bukit Barisan yang berada pada ketinggian 120 – 1600 m di atas permukaan laut. Ibukota kabupaten adalah Kabanjahe yang berjarak 75 Km atau 1,5 jam perjalanan darat dari Kota Medan, ibukota Provinsi Sumatera Utara. Di dataran tinggi Karo ini bisa ditemukan indahnya nuansa alam pegunungan dengan udara yang sejuk dan berciri khas daerah buah dan sayur. Di daerah ini juga bisa kita nikmati keindahan Gunung berapi Sibayak yang masih aktif dan berlokasi di atas ketinggian 2.172 meter dari permukaan laut. Arti kata Sibayak adalah Raja. Berarti Gunung Sibayak adalah Gunung Raja menurut pengertian nenek moyang suku Karo. Secara geografis letak Kabupaten Karo berada di antara 2o50’-3o19’ LU dan 97o55’-98o38’ BT dengan luas 2.127,25 Km2 atau 2,97% dari luas Provinsi Sumatera Utara dengan batas-batas wilayah sebagai berikut: . Sebelah Utara berbatasan dengan Kabupaten Langkat dan Deli Serdang . Sebelah Timur berbatasan dengan Kabupaten Simalungun dan Deli Serdang . Sebelah Selatan berbatasan dengan Kabupaten Dairi dan Kabupaten Toba Samosir . Sebelah Barat berbatasan dengan Kabupaten Aceh Tenggara/Provinsi NAD. Secara administrasi Kabupaten Karo terdiri dari 17 kecamatan dan 269 desa/kelurahan (259 desa dan 10 kelurahan). Pusat Pemerintahan Kabupaten Karo berada di Kabanjahe. POTENSI WILAYAH KABUPATEN KARO 2.2.1. ADAT DAN BUDAYA KARO Adat dan budaya karo masih terpelihara sampai saat ini.Secara garis besar adat dan budaya karo dapat dijelaskan sebagai berikut. 1. Penduduk asli yang mendiami wilayah Kabupaten Karo disebut SukuBangsa Karo. Suku Bangsa Karo ini mempunyai adat istiadat yang sampai saat ini terpelihara dengan baik dan sangat mengikat bagi Suku Bangsa Karo sendiri. Suku ini terdiri 5 (lima) Merga, Tutur Siwaluh, dan Rakut Sitelu. Merga Silima yakni: Karo-Karo Ginting Sembiring Tarigan Perangin-angin Page | II - 3 LAPORAN AKHIR BANTEK Penyusunan RPIJM Bidang Cipta Karya Kabupaten Karo 2015- 2019 Dari kelima Merga tersebut di atas, masih terdapat sub-sub Merga. Berdasarkan Merga ini maka tersusunlah pola kekerabatan atau yang dikenal dengan Rakut Sitelu, Tutur Siwaluh dan Perkade-kaden Sepuluh Dua Tambah Sada. Rakut Sitelu yaitu: Senina/Sembuyak Kalimbubu Anak Beru 2. Masyarakat Karo terkenal dengan semangat keperkasaannya dalam pergerakan merebut Kemerdekaan Indonesia, misalnya pertempuran melawan Belanda, Jepang, politik bumi hangus. Semangat patriotisme ini dapat kita lihat sekarang dengan banyaknya makam para pahlawan di Taman Makam Pahlawan di Kota Kabanjahe yang didirikan pada tahun 1950. 3. Penduduk Kabupaten Karo adalah dinamis dan patriotis serta taqwa kepada Tuhan Yang Esa. Masyarakat Karo kuat berpegang kepada adat istiadat yang luhur, merupakan modal yang dapat dimanfaatkan dalam proses pembangunan. Dalam kehidupan masyarakat Karo, idaman dan harapan (sura-sura pusuh peraten) yang ingin diwujudkan adalah pencapaian 3 (tiga) hal pokok yang disebut Tuah, Sangap, dan Mejuah-juah. Tuah berarti menerima berkah dari Tuhan Yang Maha Esa, mendapat keturunan, banyak kawan dan sahabat, cerdas, gigih, disiplin dan menjaga kelestarian sumber daya alam dan lingkungan hidup untuk generasi yang akan datang. Sangap berarti mendapat rejeki, kemakmuran bagi pribadi, bagi anggota keluarga, bagi masyarakat serta bagi generasi yang akan datang. Mejuah-juah berarti sehat sejahtera lahir batin, aman, damai, bersemangat serta keseimbangan dan keselarasan antara manusia dengan manusia, antara manusia dan lingkungan, dan antara manusia dengan Tuhannya. Ketiga hal tersebut adalah merupakan satu kesatuan yang bulat yang tak dapat dipisah-pisahkan satu sama lain. Ketiga hal tersebut adalah merupakan satu kesatuan yang bulat yang tak dapat dipisah- pisahkan satu sama lain.Selain suku bangsa Karo masih terdapat suku bangsa lainnya, seperti: Suku Batak, Suku Jawa, Suku Simalungun dan lain-lain. 2.2.2. TRANSPORTASI Jalan adalah prasarana pengangkutan yang penting untuk mendorong kegiatan perekonomian Jalan yang baik akan mempermudah mobilitas penduduk dan memperlancar lalu lintas barang dari satu daerah ke daerah lain Panjang jalan di Kabupaten Karo tahun 2010 tercatat 1.125,30 Page | II - 4 LAPORAN AKHIR BANTEK Penyusunan RPIJM Bidang Cipta Karya Kabupaten Karo 2015- 2019 km. Untuk kondisi permukaan jalan yang ada, sebagian besar permukaan jalan di Kabupaten Karo merupakan aspal (675,20 km), sedangkan jenis permukaan jalan lainnya merupakan permukaan berbatu sepanjang 77,20 km, kerikil sepanjang 128,40 km, dan tanah sepanjang 244,50 km. Jalan Nasional sebagai aksesbilitas ke Kecamatan Berastagi dan Kabanjahe 2.2.3. PARIWISATA Kabupaten Karo merupakan salah satu daerah tujuan wisata utama di Sumatera Utara yang memiliki potensi tidak kalah baik dengan daerah tujuan wisata lainnya di Indonesia. Namun potensi yang ada tersebut belum dapat dimanfaatkan secara optimal karena keterbatasan dana dalam pembangunan dan pengembangannya. Potensi Obyek Wisata Kabupaten Karo adalah sebagai berikut. Page | II - 6 LAPORAN AKHIR BANTEK Penyusunan RPIJM Bidang Cipta Karya Kabupaten Karo 2015- 2019 . Obyek wisata alam : Alam Pegunungan, Hutan Raya, Air Terjun. Danau, Air Panas Alam dan Gua. Obyek wisata budaya : Rumah Tradisional Karo, Kesenian Budaya Tradisional Karo, Upacara Ritual dan Pesta Tahunan. Obyek wisata peninggalan sejarah : Museum Karo Lingga, Peninggalan Meriam Putri Hijau, Peninggalan Bangunan Arsitektur Zaman Belanda. Agrowisata : perkebunan Jeruk, tanaman bunga-bungaan dan sayur-sayuran. Kunjungan wisata ke Kabupaten Karo terus meningkat dari tahun ke tahun, pada tahun 2009 terdapat 573.471 wisatawan domestik dan mancanegara, sampai dengan bulan Agustus 2010 tercatat 393.125 wisatawan.

    Indonesia • Situation Updates 21 January 2014 I. HIGHLIGHTS/KEY PRIORITIES Jakarta Floods: As of 21 January 2014, approximately 134,662 persons or 38,672 households in 100 urban villages are directly affected by floods, with 12 casualties. At least 62,819 persons are displaced and staying in 253 displacement centers. GoI has indicated the emergency readiness phase for 30 days starting from 13 January 2014 until 12 February 2014. National response has been mobilized. GoI indicated that it has the capacity to respond to both short and longer term needs created by the floods. GoI also welcomes technical assistance from the international community in the country, particularly for relief aid logistic management. Manado Floods: As of 19 January 2014, at least 15,000 persons from two cities and six districts are displaced. 19 casualties are reported. The Governor of North Sulawesi Province declared provincial emergency phase from 15 to 28 January 2014. Mt. Sinabung Volcanic Activity: As of 20 January, the number of IDPs has increased to 28,536 persons or 8,967 households. The displaced families from 31 villages of four sub districts within Karo District are sheltering in 42 displacement centers. The Incident Command extends emergency phase from 18 to 28 January 2014. II. Situation Overview Indonesia continues to face natural disasters in early 2014. Floods occurred in six provinces, i.e. DKI Jakarta, Banten, West Java, Yogyakarta, Central Java, and South Sulawesi, while Mount Sinabung continues to experience increasing volcanic activities as it is building the lava dome at its crater. Jakarta Floods For the last two weeks, Jakarta and outlying areas have experienced continued rains causing river overflows and inundation since 12 January 2014.

Metode analisis data menggunakan analisis SWOT ((Strenght, Weaknesses, Opportunities, Treats) dengan mengidentifikasi berbagai faktor secara sistematis untuk merumuskan strategi suatu usaha (strategi SO, ST, WO, dan WT) dan Matriks Penggabungan EFAS + IFAS. Kata Kunci : Strategi Pengembangan, Analisis SWOT, Matriks EFAS + IFAS ABSTRACK This study aims to determine what internal and external factors are the strengths, weaknesses, opportunities and threats for the development of Karo oil business in Barus Jahe Village, Barus Jahe Subdistrict, Karo Regency and what alternative strategies are possible to be applied in developing karo oil businesses in Barus Jahe Village, Barus Jahe District, Karo Regency. The research method is descriptive and purposive determination of location.     31 Architecture in an Expanded Field, from Interiors to Landscapes Unconventional_Structures: Toroidal Plume JORGE ADAN ITUARTE-ARREOLA RYAN LEE THOMAS Texas Tech University United States Army National Guard The ever-shifting surface of the earth creates a plethora of effects on territories, climate, and territorial ecosystems. Of these effects, no hemispheric region appears as catastrophi- cally consistent in terms of natural disasters, than that of the Asia-Pacific. Geographically speaking, the country of Indonesia happens to receive the blunt of Earth’s natural forces, given that it resides in the belt of shifting tectonic plates known as the Ring of Fire, whose proximal circumstances make it highly susceptible to seismic and volcanic activity. To fully understand the risk of these circumstances, and their scope in terms of the ecologies they affect, analysis was enacted through critical cartography. Part of this effort involved instructing local people on how to map their region using Open Source Data, as a means of progressive local agency. This locally-revised data served as a mechanism to understand how people react to natural disas- ters; how they travel, urbanize, operate, and evacuate. The area of study consisted of Mount Sinabung, a recently active stratovolcano, and its neighboring territories in North Sumatra, Indonesia. Through exploration and analysis based on the volcano’s risk and effects, we sought to resolve the most ailing issue this region is succumb to. Ash. Airborne ash proved to be the largest concern in regards to the volcano, causing respiratory damages, infections, and death to the people living there. Volcanic ash has proven beneficial for the surrounding agriculture, in the soil, and can also be utilized as a binding agent in concrete production.

Sembiring 1, 2, 3, 4 Department of Linguistics, Postgraduate School, University of Sumatera Utara, Indonesia Abstract: This article studies the ideational function within the Nominal Group (NG) in Karo Batak Language (KBL) which is dominantly spoken in Karo Regency, North Sumatra Province (Indonesia). This paper specifically discusses the experiential and logical structures in KBL. The perspective of this study is of course related to Halliday’s Systemic Functional Linguistics (SFL). Halliday (1986, 2004) argues ideational function can be divided into two subfunctions; the first is the experiential function which is concerned with deictic, numerative, classifier and epithet, thing, and qualifier. The second refers to logical one which is related to modifier, premodifier, and post-modifier. The objectives of the study are to describe the experiential and logical structures within NG and to describe word classes forming NG. Spatial analysis was used to determine school vulnerability of Sinabung eruptions. School vulnerability from ash and school vulnerability from eruption area was determined with buffering. There was three categories school vulnerability, namely hight, medium and low. It is known that there are 30 schools into the Sinabung volcanic eruption prone zone, 10 schools are in the volcanic lava flow prone zone, 44 schools are in the vulnerable zone of the Sinabung volcano, 5 schools are affected by lava flows, and 6 schools must be relocated due located in the hight vulnerability zone of Sinabung volcano. The Ministry of Education and Culture has just established and implemented a special disaster prevention education curriculum at all school levels since the 2011-2012 academic year.
