Belper Neighbourhood Plan 2019-2028 1 Foreword The Town Council believe that the Neighbourhood Development Plan will provide the driving force to give those who live and work in the Belper Civil Parish an enhanced quality of life and improved community infrastructure. The Plan has been prepared by a sub-committee of the Town Council, under the guidance of a Planning Consultant and following consultation with the local community. In accordance with legal requirements, the document is primarily concerned with land-use matters but the extent of consultation gives rise to a number of community projects.
