TAXES AND BENEFITS FOR MEMBERS

Understanding Your Taxes and Benefits This will be a tax season like no other, which is why we’re pleased to see that the Revenue Agency (CRA) has set up a webpage to provide information: https://tinyurl.com/wbscj5zw This site will:

 Help members to understand the benefits and credits to which they are entitled;  Offer guidance on how to access these benefits and credits; and  Clarify the taxability of those benefits related to Canada’s COVID-19 response, for those with tax exempt income.

As a reminder, members must follow the same tax rules as any other resident in Canada, unless all or part of their income is eligible for the tax exemption under section 87 of the Indian Act. Members also have access to the same benefits and credits as other Canadians as long as they file a tax return. If individuals don't file a tax return, they will not get certain benefits and credits.

Besides providing information for those with income exempt under the Indian Act, the webpage also includes answers to specific COVID-19-related tax questions about exempt income. Sections of the page include:

 Getting benefits and credits  Get help doing your tax return  If your circumstances change  If you receive a letter from the CRA  Documents to confirm your details  If you received COVID-19-related benefits (CERB, CRB, CRSB, CRCB or CESB)

Personal Income Tax Service - Elders & Members on Income Assistance The Nation is continuing to work with PwC to assist Elders and members on Income Assistance to complete income tax returns. Elders and members on Income Assistance, if you had your return prepared in a prior year by PwC you do not need sign up again. PwC will have sent a consent letter, either by email or mail, to have your return prepared again this year.

PwC sends a courier Wednesdays and Fridays to pick up signed forms so they can be processed. Get Your Taxes Done at a Free Tax Clinic If you are not covered by the Nation’s personal income tax service you may be eligible for help at a free tax clinic run by the Community Volunteer Income Tax Program. Tax clinic volunteers complete tax and benefit returns for members who have a modest income and a simple tax situation. Walk-in Show up during advertised hours and a volunteer will do your tax return for you on a first-come, first-served basis. As spring is approaching, we would like to ask for contractor proposals for our Spring Clean Up mid to late April 2021.

Guidelines: - Ten day clean up, including supplying labour and transportation of garbage/recycling - Six Squamish Valley Reserves - Pick up and disposal of household garbage left out for pick up, as well as pick up of garbage/recycling along the roadsides

New province-wide COVID-19 public health orders

March 31, 2021

BC has seen rapid growth of COVID-19 cases in the last week. New and amended public health orders have been put in place until Monday, April 19, 2021 to stop the worrying trend of transmission throughout the province.

New orders mean: ❌ Indoor dining at restaurants and pubs is suspended  Restaurant patios, take-out, and delivery are OK ❌ All adult group fitness classes are suspended (Note: currently, there is no change to the Squamish Nation Recreation programs)  Individual fitness activities or one-on-one activities only ❌ Indoor religious services are on hold  Outdoor religious services are OK ❌ Whistler Blackcomb is closed  Stay home. Essential travel only  Work from home when possible

Doing your part to keep our community safe

There are still active cases of COVID-19 both in the Squamish Nation community and the wider community. Everyone must continue to follow the general COVID-19 safety guidelines, even after getting the first COVID-19 vaccine. That’s because we don’t know how long the vaccine will last or how well it prevents us from transmitting COVID-19 to others, even if we don’t have symptoms.

Keeping our community safe means:  Staying home and not gathering with anyone if you are told by Public Health to isolate or quarantine.  Not gathering indoors, and following public health guidelines for outdoor gatherings: o Only gathering outside at a park, at the beach or in the backyard of someone’s house. o Keeping outdoor groups to the same 10 people or fewer. Groups of more than 10 people are not allowed, even outdoors. Stick to the same 10 people.

Devils Club: Devils club is a very important medicinal and ceremonial plant. It is good for diabetes. Also effective against rheumatism and pneumonia when used in a medicinal steam bath. Inner stem was chewed to keep the throat clear. Oregon Grape: Food-The berries are edible and were eaten. Medicine-Good for Asthma; roots were boiled and then drunk. Also roots could be steeped in hot water and drunk as a general tonic. Plant Dye-to dye wool for weaving.

Plantain: Food-The young leaves can be eaten as a green in a salad or cooked. Medicine-Plantain leaves can be brewed into a tea to treat stomach aches or used as a poultice to treat insect bites or prevent infection in small cuts. Can also be used to treat pimples, sores and rashes. Gather fresh leaves and place on affected area.

The Board of Directors of Nch’kaỷ are pleased to announce to the members of the Squamish Nation that we are expanding the Executive team at Nch’kaỷ so that we can effectively ensure the economic interests of the members are at the front and centre of the organization’s priorities and mandate as we get up and running.

We are pleased to announce that Toby Baker is going to be taking on the important job as Executive Vice President of Real Estate Development. In this role he will be actively overseeing the biggest project ever undertaken by the Squamish Nation, Senakw, as well as moving forward other real estate opportunities on behalf of the Squamish Nation.

We are starting a nation wide search for a new CEO, the job post is linked to this mesage. We encourage all eligible candidates to apply! We are committed to finding the best and the brightest for this role and ideally someone with experience working with or in the Indigenous environment.

We think it will take us some time to find the right CEO and so Toby has graciously agreed to continue as the acting CEO while we do the search. Nch’kaỷ was established in 2018 as the economic development arm of the Squamish Nation. Its mandate is to develop, man- age and own the active businesses of the Nation, and was created to allow for the separation of business and politics within the Squamish Nation. The name Nch’kaỷ was chosen as a reference to the Great – the flood that forced Squamish Nation ancestors to tie their canoes to the highest in the territory, Mount Garibaldi, in order to survive.

BOOKKEEPER To work with the Finance team to execute full cycle bookkeeping, including appropriate and timely processing and collection of accounts receivable, processing and payment of invoices, monthly payroll, orders and vouchers and expense reports for the Vancouver office.

MARINA MANAGER Reporting to the Department Head, CEO of Nch’kay Development; this position oversees the operational, financial workflow and budget management associated with the Lynnwood Marina, Mosquito Creek Marina, and New Brighton Dock. The incumbent is responsible for four (4) main areas: the overall operations of the Marinas, management of Marina staff, assessing new opportunities at the Marinas to increase profitability and the undertaking of new project work as directed by the defined in annual project goals and the Department Head.

Education • Bachelors Degree specializing in Business Management, Property Management, Finance or Operations Management from a recognized post- secondary institution. • As career progresses, will be required to successfully complete job required, short-term upgrading, training and courses relating to marina management, workplace safety, first aid and staff supervision.

Level of Experience • Ten (10) years of directly-related experience in the majority of specialities listed in job description including marina management, staff supervision, customer service, training and budgetary responsibilities, etc. • Experience with estimating costs of mid-large scale projects is desirable. • Strong Financial and performance monitoring. • Experience managing a team of 5+ employees. • Demonstrating commitment to developing long-term relationships with customers and vendors. • Experience as an intermediate user of the Internet and Microsoft Office Applications – Outlook (Email), Word, Excel, etc. • Previous experience working in a First Nations business revenue environment/community (particularly Squamish) is preferred.

The Sheway̓ ántsut (‘growing up’) program is a 10-week group offered through Ayás Mén̓ men Child & Family Services. This program is for Squamish Nation youth who want to build independence, create connections in their community and gain essential life-skills to help support in their transition to adulthood, grounded in Squamish cultural teachings.

Election Date Referendum Q&A March 26, 2021

1) Why are we holding a referendum on Council election dates?

In 2016 and 2017, the Electoral Commission held more than 30 community and family meetings, as well as online engagement sessions, to hear from membership what changes they wanted for Squamish Nation governance, including changes to Council and the voting process. This feedback was included in a new Election and Referendum Law that was approved by membership on December 6, 2018. One of the changes suggested by membership during the Electoral Commission engagement was to the timing of Council elections. The Electoral Commission decided further engagement with membership was needed, which is why we are holding a second referendum.

2) How can I vote in this referendum?

Squamish Nation members 18 years of age and older have the choice to vote online, in-person, or by mail in this referendum:

3) How were the two dates being voted on in the referendum chosen?

Earlier this year, the Electoral Commission asked members to complete an online survey to choose two dates for future Council elections that should be voted on in the referendum. Based on the survey results, the two election dates that members are voting on are:

 September 26, 2021, and on the last Sunday of September every four years after that; and  April 24, 2022, and on the last Sunday of April every four years after that.

Page 2 of 3 4) How many votes are needed to choose the date for upcoming and future elections?

The date for upcoming and future elections must be approved by 60 per cent of eligible voters who vote in the referendum.

For example, if 4,000 members voted in the referendum, the option with at least 2,400 votes would win.

If neither option gets the 60 per cent approval threshold, then the first Sunday in December every four years will remain the general voting day for Council elections.

5) Will choosing a new election date shorten or lengthen the current Council’s term?

Yes, the term of the current Council may change, if that is what the eligible voters decide:

 If eligible voters select September 26, 2021 as the next Council election date, the current Council’s term would end in early October 2021, rather than January 2022.

 If eligible voters select April 24, 2022, as the next Council election date, the current Council’s term would end in early May 2022, rather than January 2022.

If neither option gets the 60 per cent approval threshold, then the current Council’s term will end in early January 2022.
