A mem- ber of the United States Congress is keeping company with Charles B. Hudson, Charles W. Phillips, William_Kullgren, William Dudley Polley, G. Allison Phelps, Gerald L. K. Smith, and the publishers of Flanders Hall books, of "The Octopus", "Roll-Call" and "The American Digest". In him centers their hope for a permanent "Man on Horseback" for whom they have hunted so dili- gently. Subversivists named in this issue rally around him, distribute re- prints of his speeches, and peddle a book he recently wrote. He is Con- gressman-at-Large for the State of Illinois -- Stephen A. Dayl NRS has frequently pointed out that franking privileges of many members of Congress are advantageously exploited by the enemies of this nation. Stephen A. Day permitted Charles B. Hudson, sub- versivist de luxe of Omaha, to send out reprints of his (Day's) speeches under Congressional Wf MUIT mailing franchises. Charles W. Phillips of Lincoln, Nebr., Nazi pamphleteer and publisher of "The Individualist", attached to his August 7th issue a reprint of Day's speech, "Congress- SAVE le men Must Keep Faith With Selectees", accompanied by a note (illustration on page 5), which read: &PUBLIC I have extra copies of the enclosed reprint. If you desire more to distrib- ute at your local meetings or to mail to others, as long as the supply lasts will send them to you at your request. The Taxpayer Foots the Bill kir On July 19th, 1941, approximately 150 Nazi sympathizers attended an Open forum, held each Stephen A. Wilikie was to address a "Fight for Freedom" rally. At- tendants -- all Nazis -- were given large batches of reprints from the Congressional Record, of a speech delivered by Congressman Day on June 15th, 1941, entitled "We Must Keep America Independent". The reprints were inserted in the Congressman's envelope (illustration on page 4), and the Nazis had only to address and mail them -- at the expense of John Q. Taxpayeri On August 1st, 1941, Day inserted in the Congressional Record a speech which he had delivered over the radio on the preceding day. He advertised and quoted from a book he had written, entitled "We Must Save the Republic". Congressman Day did not tell his radio audience of the Bund's warm praise for his book. Nor did he make any reference to Flanders Hall, pub- lishers of Scotch Plains, N. J. The latter, exposed in NRS #126 as a Nazi propaganda agency, hurriedly registered with the State Department as agent for a foreign country. In hooking up with Flanders Hall, Day followed in the footsteps of the late Senator Ernest Lundeen, who had helped to put over the Flanders Hall book, "Lord Lothian vs. Lord Lothian". Another fact the Congressman does not choose to broadcast is that grand jury hearings are now being conducted in Washington, and that among others, Elizabeth Dilling, who has had much to do with the sales promotion of Flan- ders Hall books, has been subpoenaed, according to the daily press. Undoubtedly this grand jury investigation is responsible for the fact that Congressman Day's book is now published by the Shaw Publishing Company, 1311 G Street, N.W., Washington, D. C. The Beacon Light Beckons William Kuligren of Atascadero, Cal., publisher of a mumbo-jumbo, star- gazer magazine calling itself "The Beacon Light" -- widely read in all Nazi circles -- refers to Congressman Day's brainchild as a "must" book (illus- tration on page 4). Reviewing it, he says: "Briefly, he (Day) knits to- gether the teachings of the Protocols....To sum it up, here is one of the finest compilations of facts presented to the American public." Of course, Kuligren accepts the forged Protocols as "facts". Interesting also is the opening paragraph of the review, which states: "Certainly the most dynamic book we have reviewed since The Octopus, and .just as revealing in its own line. This is the book for you who are faint-hearted and discouraged." (The Octopus, the new U.S.-Nazi bible published by Charles B. Hudson, was exposed as a fake in NRS #140.) Page 3. Kullgrents September issue also contains a reprint of Congressman Day's radio address, "We Must Keep America Independent" (illustration on page 8). e,Referring to the reprint, Kullgren states: 1 We are inserting in tnis issue a reprint from the kiongressional Record, a radio address by Bon. Stephen .y. Lay, entitled uwe Lust Keep ,imerica Independent". -t% small group of patriots has educated a large portion of the American public as to the cause of their miseries. Two years ago, we tried to draw these groups together through our paper, "America ,opeaks", but met with indifference from the various leaders. We need a national leader to draw these people together and march them to Washington. I take great pleasure in ad- vocating this. Phis plan has been advocated by t.narles iJudson, in Omaha, for some time. In each issue, Kullgren prints a long list of books (illustration on page 4) for *hich he accepts orders from his readers. In this list he ad- vertises Stephen A. Day's masterpiece, and publications by Elizabeth Dill- ing, Nesta H. Webster, Gerald B. Winrod, G. Allison Phelps, Colonel E. N. Sanctuary, T. W. Hughes, Oscar Brumbach, General George van Horn Moseley, ,Shaemas O'Sheel -- all of whom have been exposed by NRS. Also advertised are The Octopus, the forged "Protocols", and "Lord Lothian vs. Lord Lothian". Author Stephen A. Day certainly finds himself in good company in this list of "Books You Should Read". "Give Us This Day", Prays Pelley On August 11th, William Dudley Pelley, Silver Shirt leader and ex-con- vict, devoted the entire front page of his weekly "Roll-Call" to a hymn of praise of the Congressman, captioning the article "Will Stephen A. Day Save This Republic?" (illustration on page 5). Ever since Pelley announced his intention of becoming the first Ameri- can Fuhrer to occupy the White House, he has maintained close connections with officials who were foolish enough to accept his writings as gospel. He influenced the late Congressman Louis T. McFadden of Pennsylvania to insert Nazi propaganda material into the Congressional Record; and he had ex-Con- jgressman Jacob Thorkelson of Montana eating out of his hand. In Montana, it was said after the latter's defeat for re-election, that by their praise his Nazis friends had given Thorkelson the kiss of death. Pelley has always found someone in the House or Senate to agree with him. His latest discov- ery is Congressman Day. Of him Pelley says: Representative Lay suddenly rises nead and shoulders above his compatriots in the Congress and introduces a joint resolution to save the xiepublic.

Roosevelt, which I read about in My Weekly Reader in second grade. At the time of Pearl Harbor, I was fif- teen and a sophomore in high school. My memories of the years between these two events are like islands in a dark and turbulent river—the history of which I knew nothing. In this little book, I revisit those islands while plumbing one of many currents in that dark stream: Americans’ diverse responses to Nazi Germany in the prewar years. It is also a journey into my own history—in a sense, a “researched reminiscence” perhaps worth sharing with younger generations. The 1930s were years when Americans struggled to define their country’s role in a dangerous world. Opinions were deeply divided and passionately held. Before the debate could be resolved, America was attacked. Under President Roosevelt, America entered World War II not only in self-defense but—contrary to the recent desires of many—as a champion of liberty against tyranny, of world order against anarchy.

The Influence of American Discourse on the Mission to Armenia (Under the direction of Professor Sarah Shields) In August 1919, President Wilson commissioned the American Military Mission to Armenia to investigate the post-World War I situation in Anatolia and report recommendations to Congress on potential American responsibilities in the region. The President expected the final report, composed by Major General James Harbord, to present impartial observations consistent with the dispassionate language characteristic of military prose. This would have allowed Congress to base its decisions on military judgements rather than on existing partisan reports which favored diplomatic or humanitarian agendas. Though Harbord’s report predominately exhibited the institutional style he adopted as an officer and reflected a hardened worldview shaped over his thirty-year career, his lifetime exposure to American media narratives on Armenians was indelibly present as well. Examining Harbord’s sources reveals that he had absorbed competing public and military narratives that needed reconciliation in his report. I analyzed 23,399 articles from American newspapers, alongside pamphlets published by the American Board of Commissioners for Foreign Missions and diplomatic reports produced by the Inquiry, to trace discursive trends on Armenians as they evolved in the United States.

    Brian Linn - Brief Biography Brian McAllister Linn is professor ofhistory and director of the Military Studies Institute at Texas A&M University, where he has taught since 1989. He received his B.A. from the University of Hawaii at Manoa, and his M.A. and Ph.D. from The Ohio State University. A student of American military history, he best known for his work on the U.S. military' s involvement in Asia in the first half of the twentieth century. He is the author of The US. Army and Counterinsurgency in the Philippine War, 1899-1902 (University of North Carolina Press, 1989), Guardians ofEmpire : The US. Army and the Pacific, 1902-1940 (University ofNorth Carolina Press, 1997), and The Philippine War, 1899-1902 (University Press of Kansas, 2000). His books have won several prizes, and the two most recent were both selections ofthe History Book Club. Dawes Archive Biography: Charles Gates Dawes (1865-1951), prominent in U.S. politics and business, served as Comptroller of the Currency (1898-1901), director of the Military Board of Allied Supply (1918-1919), and first director of the Bureau of the Budget (1921). He received a Nobel Peace Prize as chairman of the Reparations Commission which restructured Germany's economy and devised a repayment plan (1924). He was elected Vice-President (1925- 1929), and appointed ambassador to England (1929-1931) and chairman of the Reconstruction Finance Corporation (1932). Charles and his brothers founded Dawes Brothers Incorporated. Dawes formed the Central Trust Co. in Chicago (1902), guided its successor banks, and was influential in Chicago business, politics, and philanthropy until his death. Charles Gates Dawes was born and educated in Ohio. He married Caro Blymyer in 1889, practiced law, and incorporated a real estate business in Lincoln, Nebraska, before moving to Evanston, Illinois in 1895. He acquired utility companies and real estate in northern Illinois and Wisconsin; and in 1908, with his brothers Henry, Rufus, and Beman, formed Dawes Brothers Incorporated, to invest assets in banks, oil companies and real estate throughout the country. Various acquaintances who were prominent in political and industrial affairs trusted them to manage their investments as well. Other companies in which Charles Dawes and his brothers played leading roles included Chicago's Central Trust Co. and its successor banks and Pure Oil Company of Ohio. Dawes made significant philanthropic contributions to the Chicago metropolitan community.

Bendersky Racial Sentinels: Biological Anti-Semitism in the U.S. Army Officer Corps, 1890-1950 The Racial Mentality of an Anglo-Saxon Elite On June 21,1921, twenty U.S. army officers from across Europe gathered at the American Military Attaché Conference in Coblenz, Gèrmany. Among them were the cream of U.S. Military Intelligence (MID), the most highly respected and effective intelligence officers in the army who held strategically important posts across the continent. This distinguished body also included rising stars such as Oscar Solbert, soon to be President Coolidge's military aide, and Warner McCabe, later Chief of MID during the crucial 1930s refugee crisis and years leading up to World War II. Robert Eichelberger and James Ord, later aide to Douglas MacArthur, became promi- nent generals in that war. The Chief of Military Intelligence, General Marlborough Churchill, had traveled from Washington to conduct the major briefing. Although usually not regarded within the sphere of military competence, immigration re- ceived more attention at this conference than any other issue, including military intelligence and administration. The temporary nature (18 months) of the restric- tive racial immigration law Congress passed a few weeks before seriously con- cerned these officers. On their own initiative, they felt duty-bound once again to raise the vital problem of immigration with Congress, since it had »an important bear- ing on the future of our country and our race«. They demanded legislative action to halt eastern European immigration, which constituted a »menace« to American civilization1. Indeed, for years, these same attaches had alerted Washington to this danger, emphasizing the threat arising from Jews in particular.
