Has this period allowed for the emergence of a new generation of democrats? Have young people successfully come to terms with their countries’ authoritarian past and developed a commitment to democracy as a system of rule? Are they ready to defend it in the face of challenges? These questions are all the more timely as social scientific research focusing on youth has highlighted the emergence not only of progressive tendencies in the region, but also of the rising influence of social organizations and networks that propa- gate ultranationalist, xenophobic, and authoritarian views and values. This study was commissioned by the Heinrich-Böll-Stiftung with a view towards gaining a deeper understanding of the political values, orientations, and activities of Hungarian full-time university and college students. The decision to focus on Hungary was warranted by recent social and political developments there, which have laid bare socio-political contradictions and ills that are also palpable in other countries of the region but have not manifested themselves in such obvious ways as – to name but the most worrisome trend – widespread support enjoyed by Jobbik, a xenophobic party whose hate campaigns targeting Roma and Jews have raised concerns all over Europe. By publishing this study, the Heinrich-Böll-Stiftung would also like to draw attention to the problems that young Europeans find themselves confronted with in the current epoch and, more specifically, to the link between the prospects offered to upcoming generations by political elites and the prospects of democratic citizenship for our European societ- ies. Instead of branding certain segments of this generation as ‘hopeless’, ‘irrational’ or ‘inherently xenophobic’ politicians and policy-makers should identify legitimate claims and concerns with a view to creating discourses and policies that offer new paths of integration for those approaching adulthood. This study goes a long way in highlighting some of these concerns in one particular country, but we trust that it will help the work of policy-makers and other professionals committed to democratic values in the whole region and perhaps even beyond its confines. We would like to express our gratitude to the editor and the authors of the study for their efforts and hope that they will have the opportunity to pursue this important line of research in the future. Summary - In the South Plain only a fraction of the German, the Croatian, the Serbian, the Slovakian and the Rumanian ethnical groups abode, and their ratio decreased to 1.6% of the population. However, in Szeged persons of different ethnical units settled down, discovered each other, new ethnical communities were formed, and Slovakian, Serbian, Polish, Rumanian, Russian, German, Gypsy, Vietnamese, Greek, Ukrainian, Arabian, Armenian and Latin (Spanish) associations were established. The Russian, the Vietnamese, the Arabian and the Latin are exlex minorities who have no minority rights.

In this chapter we review the voters' behavior in the parliamentary elections of 1990, 1994, and 1998.1 As the reader will recall, these were not the only competitive elections in Hungarian history in which a large majority of citizens could vote. However, unlike, for instance, the elections of 1920, 1938, 1945 or 1947, the electoral contests of the 1990's took place in a political context characterized by widespread consensus on fundamental democratic values among the relevant political parties. For the first time ever, no relevant political player was intimidated or barred from participating in the elections, and citizens could reasonably expect both that the votes were to be counted fairly and that the democratic game was to continue indefinitely after the election. The lawful revolution of 1988-1990 produced an unexpectedly stable institutional framework. The rules regarding executive-legislative relations, the checks and balances provided in the constitution, the electoral system, and the number and name of the major party alternatives remained largely unchanged throughout the 1990s. Despite disagreements about various details of the institutional framework, every relevant political camp retained a basic loyalty to the rules of the game as defined in the process of democratic transition. This comprehensive elite consensus was manufactured at a price, though, which introduced a large dose of unpredictability into the new political system.

    TUDATOS RADIKALIZMUS A JOBBIK ÚTJA A PARLAMENTBE, 2003‐2010 BÍRÓ NAGY ANDRÁS – RÓNA DÁNIEL Valószínűleg a Jobbik az egyetlen radikális párt Európában, mely még egy közel 17 százalékos választási eredményt sem élt meg egyértelmű sikerként.1 Az EP-választás eufóriája után a 2010-es parlamenti választási szavazatarányt látható csalódással fogadták a párt főhadiszállásán. Míg 2009-ben dicsőség és reflektorfény övezte a jobbikos ünneplést, egy évvel később nemcsak a hangulat volt visszafogottabb, hanem a figyelem is máshova, elsősorban a kétharmados többséghez már az első fordulóban közel kerülő Fidesz és a semmiből bejutó LMP felé fordult. A Jobbik által túlzottan felfokozott várakozások, a választási győzelemről, de legalábbis az MSZP biztos megelőzéséről szóló magabiztos nyilatkozatok azt a furcsa helyzetet eredményezték, hogy még a kiugró siker is némi keresű szájízt hagyott maga után.     Dear Mr. President: As Members of the U.S. Congress who care deeply about fighting anti-Semitism at home and abroad, we urge you to immediately dismiss senior White House counterterrorism advisor Sebastian Gorka. Based on recent revelations about Mr. Gorka’s public support for and membership in several anti-Semitic and racist groups in Hungary, he is clearly unfit to serve in any position of responsibility in the White House. Mr. Gorka has ties to former prominent members of the anti-Semitic Jobbik party in Hungary. An aspiring politician himself, Mr. Gorka and two influential members of the Jobbik party founded the New Democratic Coalition, a Hungarian party referred to by watchdog organizations as blatantly racist and anti-Semitic. Compounding this troubling history is the recent revelation of Mr. Gorka’s public support for the Hungarian Guard (Magyar Gárda), a militia created by the Jobbik party. The Hungarian Guard was well known for its anti-Semitism, at times referring to Jews as “Zionist rats” and “locusts,” and calling Hungarian Jews “nation-destroyers.” This vile paramilitary group was sued and ultimately disbanded by Hungarian authorities after it was determined that the group threatened the human rights of minorities. When asked in a broadcast interview if he supported the move to establish this militia, Mr. Gorka responded: “That is so,” and then proceeded to explain that the group filled “a big societal need.” Mr. Gorka has also written pieces for a far-right, anti-Semitic Hungarian publication Magyar Demokrata, whose editor-in-chief was one of the Guard’s founding members.
