    THE KHAWAARIJ AND THE CREED OF TAKFEER: DECLARING A MUSLIM TO BE AN APOSTATE AND ITS EFFECTS UPON MODERN DAY ISLAAMIC MOVEMENTS by CRAIG ANTHONY GREEN Submitted in fulfillment of the requirements for the degree of MASTER OF ARTS In the subject Islamic Studies at the UNIVERSITY OF SOUTH AFRICA SUPERVISOR: PROF Y DADOO February 2009 Summary Islaam as a world religion is most often associated with terrorism and numerous bombings and conflicts around the globe. While, Islaam does not encourage these actions there exists movements within the Muslim community which use violence as a means of political expression similar to the early extremist Khawaarij sect who abused the concept of takfeer. Many modern day ideologues seem to adopt the main tenets of the Khawaarij creed and as a result exhort and carrying out actions of violence under the guise of Islaam. In addition, Western media, secularists, and United States policy also appears to have a direct role in fostering the growth of these movements. Therefore, there is a need for further study into the ideological roots of these groups, their actions, and how societies can look for solutions to combat their ideals before they evolve into terrorist actions.     Een schadelijke sektarische bedreiging onderzocht: Takfirisme Cahiers Inlichtingenstudies BISC nr. 4 p. 37-69 © Maklu-Uitgevers ISBN 978-90-466-0736-7 Jeroen De Keyser1 In this article we attempt to answer the question ‘How does Takfirism manifest itself as an ideology?’ After a thorough literature study, we can conclude that Takfirism is a growing phe- nomenon. Nevertheless, several researchers examining counterterrorism are little familiar with the concept of ‘Takfir’ and the ideology of Takfirism. This article aims at a better understanding of ‘Takfir’, ‘Takfirism’ and a ‘takfiri’. An interview with a PhD student in Arabic and islamic studies, Attiya Radouane, who has profound knowledge of Takfir and has access to Arabic literature, confirmed our description of Takfirism as being a harmful sectarian threat. Takfirism is an ideology that contains an unlimited ‘license to kill’ and is a possible threat to societies. 1. Inleiding De Belgische wet op de inlichtingen- en veiligheidsdienst van 30 november 1998 heeft als één van haar opdrachten dat de dienst ‘Veiligheid van de Staat’ inlichtingen dient in te winnen, te analyseren en te verwerken. Deze inlichtingen hebben betrekking op elke activiteit die een bedreiging vormt of zou kunnen vormen voor de inwendige vei- ligheid van de Staat, het voortbestaan van de democratische en grondwettelijke orde, de uitwendige veiligheid van de Staat, de internationale betrekkingen, het wetenschap- pelijk of economisch potentieel of elk ander fundamenteel belang van het land (art. 7). De schadelijke sektarische organisaties worden in de wet expliciet geformuleerd als bedreigende activiteiten of potentiële bedreigingen (art. 8). POLITICAL LEGALISM OF IBĀDĪ BERBERS IN CONTEMPORARY NORTH AFRICA Rafał Kobis Political stability and minority question in post-revolutionary North Africa The second decade of the twenty-first century began with an unprecedented wave of civil insurrections in the Ara- bic North Africa. The scale of the protests and uncom- promising disgruntled society surprised most analysts and researchers dealing with this region of the world1. It can be considered that the North African revolutions forced a revolution within the social sciences, because these events cast doubt on the thesis of the persistence of authoritarian regimes on the southern coast of the Med- iterranean2. The initial euphoria caused by the advent of the highly anticipated “fourth wave of democratization” quickly turned into fear of the unknown3. In most of the countries affected by the Arab Spring (Arabic ar-rabī’ al- ‘arabī), recent allies have become sworn enemies. This phenomenon is evident, especially in the informal civil war-stricken Libya, but also in post-revolutionary Egypt, where the street demonstrators overthrew in 2013 the first democratically elected president. Political situation is not better in Algeria and Morocco, the countries the least affected by social unrest. In both of them, state authori- ties must face social discontent of a large Berber commu- 177 nity. Although the Moroccan authorities have introduced changes in the constitution recognizing the Berber cul- ture as a component of national identity, for some of the most radical Berber activists they are still insufficient4. Among the community of Algerian exiles in France, the Movement for the Autonomy of Kabylie (French: Mouve- ment pour l’autonomie de la Kabylie), founded by a Berber singer and political activist Ferhat Mehenni, is gaining- increasing support.
