Despite moving with the times, they are, however, no longer in the best position to sort out for themselves the many problems that confront them. Corruption, money laundering, match-fixing, misplaced government interven- tion, legal disputes of various sorts, and so on, can, indeed, only be dealt with effectively if authority is clearly defined and if the status and independence of football’s governing bodies is recognised by law and they are provided with the necessary means. The Independent European Sport Review initiated by the sports ministers of the EU’s five key member states in cooperation with UEFA and FIFA is an important step in this direction. Its concludes in favour of sport being accorded a special, independent status and supports the European sport model.

Interest in the competition will be maintained in November with the play-offs, which promise to be exciting and open, and could give the final field of participants a very interesting look indeed. After these deciders, the draw for the final round will well and truly put us on tenterhooks in anticipation of the tournament itself and the fever will continue to mount until the opening match kicks off on 12 June 2004. For the supporters of the national teams which have not managed to qualify for next year’s European Championship final round, the draw for the 2006 World Cup qualifying competition at the beginning of December will give them renewed reason to hope and dream.

Matchday Three Milan 20 October 2004 AC MILAN – FC BARCELONA STADIO GIUSEPPE MEAZZA, MILAN WEDNESDAY 20 OCTOBER 2004 at 20.45 UEFA CHAMPIONS LEAGUE GROUP F, MATCHDAY 3 AC MILAN v FC BARCELONA After the thrilling game against Celtic FC, resolved in AC Milan’s favour by two late goals, UEFA Champions League football returns to San Siro with an exciting clash between two former champions of Europe and the two teams who met in the 1994 final in Athens. Both are among the seven clubs who have opened their campaign with maximum points from two matches and the Group F table might suggest that they hold a comfortable advantage over their adversaries. However, while the two former champions are trying to take points from each other, the other Group F participants will be trying to make up ground and mount a serious challenge to the favourites. The fans are promised two epic confrontations between two of Europe’s most experienced campaigners and this match will be a special occasion for Frank Rijkaard, who after a successful playing career with AC Milan, returns to the Stadio Giuseppe Meazza as the head coach of FC Barcelona. Bearing in mind that the two clubs have jointly played 635 European matches and 301 in the continent’s premier competition, it’s surprising that they’ve met only four times and that they had a spell of 30 years from 1959 to 1989 without crossing paths. In the UEFA Champions League, this is only the second time that they have met on a home-and-away basis apart from the 1994 final in Athens, when Fabio Capello’s AC Milan beat Johan Cruyff’s FC Barcelona 4-0.

The World Cup is proof of the fact that football, at this level, is first and foremost a social phenomenon: all over the globe, it arouses fervour and passion, affecting a large slice of the population. It is impossible to be unaware of the recent happenings in football stadiums in Germany! An activity which affects so many people cannot be ignored by the politicians they have chosen to represent them. Nor can it disregard the laws passed by the legislators. However, because its nature is a mixture of things, because it combines economic and financial elements with sporting values, and because it has an impact on the life of society, this activity deserves and needs to be considered in a special way.

The European Championship falls into the same category. The first results have boosted or damped initial hopes, and speculation on the chances of qualifying is high among officials and fans. However, EURO 2008 convinced me that it was a good idea. Once again, the tournament illustrated the extraordinary passion generated by national team football and gave rise to such a fantastic party atmosphere that I felt it was only right for the tournament to be extended to more countries, to let even more supporters take part and to spread the excitement and party atmosphere far and wide across the continent. I also felt that the emotion of the tournament should be heightened by adding a direct knockout round for the last 16 in the competition and by ensuring that all the group matches, or the vast majority of them at least, would be crucial, by allowing the best third-placed teams through to the next round. The quality of the matches we saw during EURO 2008 also confirmed the high technical level of European football, and teams like England, Scotland and IN THIS ISSUE Denmark, or even Serbia and Ukraine – to name but a few – would certainly not UEFA Cup groups 03 have reduced the quality of the tournament.

I still have dreams, lots of dreams, and they can also come true if we all join forces and make a determined effort. I dream that football will continue to fill everyday life with passion and emotion; that we will learn to consider it again as a game first and foremost and not as a source of profit; that the politicians will do everything in their power to allow the game to regulate itself, democratically and with appropriate legislation; that, out of the stadiums, a formidable surge of solidarity will emerge and that a wave of sportsmanship will sweep away racism and all forms of discrimination; that respect for others will prevail at all times; and, above all, that football will continue to make children’s eyes sparkle with wonder – something it does so well.

I don't think so; in fact, I am convinced that, in sport, we need to preserve the European model, with all the characteristics that distinguish it from sport as a business. More than ever before, sport is an important social factor, an incomparable tool for integration and an unrivalled conveyor of examples of fair play, team spirit, effort and solidarity. However, sport had to wait for the Nice Declaration before any mention was made of its specificity. And, since huge amounts of money are generated at the top of its pyramid structure, it is subject to laws designed for the economy and, when disputes arise, to the courts, just like any other economic activity. This situation may suit the most affluent, inasmuch as it enables them, through their financial resources, to protect a privileged position that should be based on sporting results alone. But sporting competition is not the same as economic competition. For a football club, the priority is not to increase its market share, but to win titles and IN THIS ISSUE trophies. Purely economic rules cannot therefore be applied, which is something we have been saying for years now.
