For the Prevention of HIV/AIDS and impact of Using Drugs among IDUs and DUs

From August 2009 to July 2012

I. INTRODUCTION

The National Center for HIV/AIDS, Dermatology and STI (NCHADS) of the Ministry of Health, Royal Government of Cambodia and Men’s Health Social Service (MHSS) agreed that close collaboration and coordination between government and NGO partners to strengthen health promotion and health service delivery, in particular for HIV/AIDS and STI prevention and care in Cambodia.

Men’s Health Social Service is a Local Non Governmental Organization that has been officially registered by the Ministry of Interior since 06th December 2004.

Men’s Health Social Service has received funding from KHANA, PACT, FHI and PSI for HIV/AIDS, STI, IDU, DUs Prevention and condom social marketing among the Most at Risk Population ( MARPs) such as Men who have Sex with Men (MSM), Entertainment Workers (EWs), Drug Users and Injection Drug Users (IDUs) in 09 provinces and municipality which consist of , , Banteay Meanchey, Kampong Thom, , , Kampong Speu, Pailin , and province from August 2009 to July 2012.

Men’s Health Social Service shall ensure that the activities and budget supported by its donors are included in the Provincial AIDS Office (PAO) and NCHADS’ Annual and Quarterly Comprehensive Work Plan, and submit the quarterly, semi-annual and annual reports to PHD/PAO and NCHADS on timely and regularly basis.

Objectives, activities and locations included in this joint collaboration from August 2009 to July 2012 are listed below.

II. OBJECTIVES : MHSS will be reaching among MSM as following objectives: 1) To provide HIV/AIDS prevention; 2) To reduce the impacts of HIV/AIDS on DUs/IDUs, and 3) To promote 100% condom use among MSM.

III. LOCATIONS AND AREAS OF SUPPORTS FROM NCHADS AND MHSS

Men’s Health Social Service is committed to support program activities on HIV/AIDS, STI and addicted drugs prevention among MSM, EWs and DUs/IDUs in 09 Provinces and Municipality: Phnom Penh, Battambang, Banteay Meanchey, Kampong Thom, Pursat, Prey Veng, Pailin, Kampong Chhnang, and .

1- In Phnom Penh City we coverage in 18 hot spots such as Blue Chilly, ( Sangat Cheay Chom Neas, Khan Daun Penh ), Salf Lounge ( Sang at Phsa Kandal, Daun Penh) Garliccy Sauna/ Spa, M-Show massage (Sang at Chaktomuk, Khan Chamkarnon ) Amam sauna, Romantic ( Sangkat Beung Keng kong III Khan Chamkanon), Happy Spa ( Sangkat Beung Trabek, Khan Chamkanon, Hatha Khmer , KIC Club ( Sankat Beung Salang, Khan Toul kok) 3 sex café Russy 1,2, and 3 ( Tomnuptek, Chamkarnon ) 3 sex café in Pochentong 1,2 and 3 ( Sangkat Kakab, Khan Dongkor).

2- MHSS had coverage in 5 districts such as Battambang district in 10 Communes, Banan district in 3 communes, Sangkar district in 13 communes, Aek Phnom

3- Kampong Chnang Province 5 districts such as Kampong Chnang district in 4 communes, Rolea Bier district in 7 communes, Kampong Leang district in 4 communes, Teuk Phos district in 3 communes, Baribou district in 4 communes, Kampong Tralach in 4 communes.

4- coverage 4 districts such as in 11 communes, Baphnom district in 3communes, 4 communes and Preach Sdach district in 3 communes.

5- Kampong Speu province coverage 5 districts such as Udong district in 2 communes, Kong Pisey district in 3 communes , Chbamon district 11 communes , Sanroung Ton district in 4 communes and Phnom Srouch district 18 communes.

6- coverage 4 districts such as Sampov Meas in 13 communes, Phnom Kravanh in 5 communes, Bakan in 5 communes, Krako district in 5 communes.

7- coverage 2 districts such as Salakrov district in 4 communes, in 3 communes.

8- Banteay Meanchey province coverage in 2 districts such as Serisophorn district in 4 communes and Mongkul Borey district in 3 communes.

9- coverage in 3 districts such as Steung Sen district in 4 communes, Stung district in 2 communes and in 4 communes.

IV. RESPONSIBILITIES OF NCHADS AND MHSS

The two parties shall agree the following responsibilities:

1. Men’s Health Social Service continues to support the community and peer facilitators to provide education at GUY BAR, GUY SAUNA, BEER GARDEN, CLUB, CAFE SHOP, MASSAGE CLUB in 09 Provinces and Municipalities which consist of Phnom Penh, Battambang, Banteay Meanchey, Kampong Thom, Pursat, Pailin, Kampong Chhnag, Kampong Speu and Prey Veng provinces. The activities are implemented according to NCHADS’ strategies and guidelines.

2. Men’s Health Social Service will refer 5 MSM, 5 EWs and 2 DUs/2 IDUs per week to VCCT services and 5 MSM,5EWs and 2DUs/2 IDUs for STI check up and treatment per day;

3. Strengthening of MSM, EWs data collection slips which are referred to VCCT and STI for treatment at family health clinics and health centers on a monthly basis.

4. Men’s Health Social Service will send 2 staff members: one from MSM target group and another from EW to assist the family health clinic and health center staff and to provide

5. NCHADS will provide technical support in the supported ten provinces and municipalities in the target areas.

6. Family Health Clinic and Health Center staff will keep referral slips of MSM and EWs target group in the box, MHSS staff will collect and count those referral slips at the end of the month.

7. Men’s Health Social Services will use standard referral cards, registered VCCT and STDs developed by NCHADS and make available at heath delivery services.

8. In collaboration with PAOs/ODs and concerned Health Center Staff or NCHADS if it is necessary, to Conduct monthly, quarterly meeting between MHSS staff, Family Health Clinic and Health Center staff for sharing information of VCCT referral system and STI Management that we need to improve the quality of data and the achievement of both objective and goal.

9. NCHADS ensure that STI and VCCT services are provided to target groups to access to VCCT and STI services, friendly with no discrimination.

V. SOURCES OF FUNDING

In support of the collaboration between NCHADS, MOH/PHD Men’s Health Social Service have receive fund from KHANA amount 115,096.00 US dollars, FHI 76720.45 US dollars and PSI: 27549.20 US dollars to respond to HIV/AIDS, STI and IDUs prevention among the most at risk population: MSM, EWs, DUs/IDUs in 09 provinces and municipality, for the period covers in this agreement commencing from August 2009 to July 2012.

VI. GENERAL PROVISIONS

Men’s Health Social Service provides the progress semester report on HIV/AIDS prevention among the most at risk population from 09 Municipalities and provinces to PHD/PAO and NCHADS. The changes will be made in consultation with NCHADS.

Men’s Health Social Service will submit quarterly report to NCHADS on MSM, EWs and IDUs have accessed STI treatment from Municipal and provinces.

Men’s Health Social Service will submit quarterly report to NCHADS on condom social marketing from Phnom Penh, Battambang, Kampong Chhnang, Kampong Thom and Banteay Meanchey province

General procedures, coordination, planning and management of all above activities will be carried out jointly between NCHADS/MoH/PHD within the framework of NCHADS/MoH “Strategic Plan for HIV/AIDS Prevention and Care 2008-2010” and as far as possible following NCHADS ‘ procedures for Implementation of NCHADS Program Activities’ approved February 2006.
