Stage-I & II 2 Upper Krishna Project 594000 80100 The Upper Krishna Project (UKP) Stage-III Stage-III is designed to provide irrigation to 5.94 lakh Hectares area situated in Vijayapura, Bagalkot, Gulbarga, Yadgir, Raichur, Koppal and Gadag Districts of North Karnataka. The Project components under UKP-III are being taken up based on the approval of Government of Karnataka, awaiting Government of India Notification of award of the Krishna Water Dispute Tribunal-II (KWDT-II). The utilisation of 130 TMC of water allocated to the UKP by the Inter State Water Dispute Tribunal-II is subject to the outcome of the Special Leave Petition and other Petitions before the Hon’ble Supreme Court of India. In addition to above, Acquisition of Land coming under submergence of Almatti Dam back waters and Rehabilitation & Resettlement of 20 villages are also included. Out of the 9 sub components of UKP Stage-III to be taken up, Mulwad Lift Irrigation Scheme (LIS), Chimmalagi-LIS, Indi-LIS, Rampur-LIS, Mallabad-LIS, Koppal-LIS and Herkal-LIS and Narayanapura Right Bank Canal Extn. and Bhima Flank are already in different stages of progress. Further, Rehabilitation works of Bagalkot Town are in different stages of progress. The Rehabilitation & Resettlement of 20 villages to be submerged in the back waters Almatti Dam and acquisition of Lands to be submerged and Rehabilitation works under Bagalkot Town are also taken up and are in different stages of progress. A Cabinet Sub- committee has been constituted for fixation of uniform rates for acquisition of submergence lands and for rehabilitation and reconstruction under the new Land Acquisition Act, 2013, for the implementation of the project. 3 Ramthol (Marol) Lift 38000 38000 The 1st Phase of the project is completed Irrigation Scheme and irrigation potential of 14,393 Hectares has been crated, water is let out in the completed canal network for irrigation. Instead of conventional canal network method, Drip irrigation work taken up in two packages under Phase-2 of the project to provide Irrigation to the area of 24,000 Hectares, in Hunagund Taluk, Bagalkot District, has been completed. The irrigation facility has been providing from khariff season of 2017 and the project was dedicated to the Nation. 4 Timmapur Lift Irrigation 20100 17000 The project for creating irrigation potential to Scheme the 17,880 Hectares area in Bagalkot Taluk is completed. 5 Teggi-Siddapur Lift 3000 3000 The project for creating irrigation potential to Irrigation Scheme the 3,000 Hectares area in Bilagi Taluk is completed. 6 Rolli-Mannikeri Lift 2450 2350 The project for creating irrigation potential to Irrigation Scheme the 2,350 Hectares area in Bilagi Taluk is completed. 7 Sonthi Lift Irrigation 16000 10600 The Project, basically planned to construct Scheme Sonthi Bridge Cum Barrage across river Bhima, work of Bridge Cum Barrage construction has already been completed and water has been stored. The intent of storage of water in the barrage was to allow the farmers to draw the water using their own pump sets. The Government in 2005 accorded administrative approval for implementation of Rs.188.00 crore Sonthi Lift Irrigation Scheme in Bhima river basin using complete usage of 4.00 TMC water allocated under Scheme-A. Presently, the balance portion of Head Work is completed in respect of Sonthi Lift Irrigation Scheme. Feeder canal of 1.75 km length under canal network of the project is completed. Main Canal 0.00 to 40.00 km, Branch Canal 0.00 to 20.02 km, Distributary Canal No.1 0.00 to km 15.00 and Yargol minor canal works are in different stages of progress. Water has been let out in the completed canal network including for filling up of tanks coming under the command area. The Central Water Commission, has approved the above project at an estimated cost of Rs.673.00 crore under AIPB Central Assistance. The Ministry of Forestry and Environment, Government of India, has also given environment clearance to the said project. 8 Narayanapur Right 15250 12750 Narayanapur Right Bank Canal (NRBC) Bank Canal (NRBC) Distry.No.9A km 0.00 to 29.15 including Distry.No.9A lateral works of Arkera Branch Canal km 0.00 to 22.00 has been completed and Irrigation facility provided. Wadavatti Branch Canal km 0.00 to 10.00 has been completed and canal network from km 10.00 to 28.00 works are in completion stage and water has been let out in the canal network on trial basis. 9 Nandawadagi Lift 36100 0 The Government has accorded Irrigation Scheme administrative approval to the project on 01.03.2014 at an estimated cost of Rs.1530.00 crore. The necessary environment clearance has been obtained for the project. Presently, the construction of Head Work of Nandawadagi Lift Irrigation Scheme on Turn Key Basis is in progress and Drip Irrigation work taken up in three packages intended to provide irrigation facility to the command area are in progress. 10 Budihal Peerapur Lift 20243 0 The Government has accorded Irrigation Scheme administrative approval to the project on 20.07.2016 at an estimated cost of Rs.840.00 crore. The necessary environment clearance has been obtained for the project. The Turn Key Based Head Work of the project is in progress. The DPR of the project intended to provide irrigation facility to the area of 20,243 Hectare is pending for approval before the Competent Authority 11 Nagarabetta Lift 3200 0 The Government has accorded Irrigation Scheme administrative approval to the project on 12.09.2017 at an estimated cost of Rs.170.70 crore. Necessary environment clearance has been obtained for the project. The Head Work of the project on Turn Key basis is in progress. The intended project for providing irrigation facility is under tender process. 12 Chadachana Lift 9215 0 The Government has accorded Irrigation Scheme administrative approval to the project on 29.08.2016 at an estimated cost of Rs.413.20 crore. Necessary environment clearance has been obtained for the project. The Head Work of the project taken up on Turn Key basis is in progress. The intended project for providing irrigation facility to the 9,215 Hectare area under pipe line network taken up for the first time, is in almost completed. The tender called for Barrage work, near Umarani to store the required water, is in award stage. 13 Herkal (South) Lift 6100 0 The Government has accorded Irrigation Scheme administrative approval to the project on Extension 08.11.2017 at an estimated cost of Rs.238.00 crore. The Head Work of the project taken up on Turn Key basis is in progress. The intended project for providing irrigation facility through canal network is under tender process. 14 Yalligutti Lift Irrigation 700 0 The Government has accorded Scheme administrative approval to the project on 12.09.2017 at an estimated cost of Rs.35.00 crore. The Head Work of the project taken up on Turn Key basis is in progress. The intended project for providing irrigation facility through canal network is under tender process.     Version 2.0 Krishna Basin Preface Optimal management of water resources is the necessity of time in the wake of development and growing need of population of India. The National Water Policy of India (2002) recognizes that development and management of water resources need to be governed by national perspectives in order to develop and conserve the scarce water resources in an integrated and environmentally sound basis. The policy emphasizes the need for effective management of water resources by intensifying research efforts in use of remote sensing technology and developing an information system. In this reference a Memorandum of Understanding (MoU) was signed on December 3, 2008 between the Central Water Commission (CWC) and National Remote Sensing Centre (NRSC), Indian Space Research Organisation (ISRO) to execute the project “Generation of Database and Implementation of Web enabled Water resources Information System in the Country” short named as India-WRIS WebGIS. India-WRIS WebGIS has been developed and is in public domain since December 2010 (www.india- wris.nrsc.gov.in). It provides a ‘Single Window solution’ for all water resources data and information in a standardized national GIS framework and allow users to search, access, visualize, understand and analyze comprehensive and contextual water resources data and information for planning, development and Integrated Water Resources Management (IWRM). Basin is recognized as the ideal and practical unit of water resources management because it allows the holistic understanding of upstream-downstream hydrological interactions and solutions for management for all competing sectors of water demand. The practice of basin planning has developed due to the changing demands on river systems and the changing conditions of rivers by human interventions.

    Chapter 1 Introduction 1.1 General Water is the most essential natural resource next to air, required for sustaining life on the earth. It is required for drinking and industrial uses, for irrigation to meet the growing food and fiber needs, for power generation, navigation and recreation. The development, use and conservation of water, therefore, play a vital role in the country’s development planning. The water resources in the country are, however, limited, considering the future demands. The rainfall in the country is mostly confined to monsoon season and is unevenly distributed with respect to both space and time. As a result, some parts of the country are affected by frequent droughts and at the same time other parts are affected by floods. Nearly one third of the country is drought prone. In the very near future, water will become a scarce resource due to increasing thrust of population and increasing demands for various uses. Therefore, it need not be emphasised that water should be harnessed in the most scientific and efficient manner. The monsoon flood waters should be conserved to the maximum extent possible to meet the demands for irrigation, power generation, domestic and other uses. The water availability and requirements in the various river basins need to be assessed realistically. The reasonable basin requirements should be provided for and the surplus water, if any, should be transferred to the needy areas. The National Water Policy adopted by the Government of India emphasizes that “water should be made available to water short areas by transfer from other areas including transfers from one river basin to another, based on a national perspective after taking into account the requirements of the areas or basins”.

The intended objective of this well documented report is to highlight various important issues / aspects of the project, Krishna water disputes, dispute regarding the height of Alamatti dam, other major problems encountered like financial, managerial, R&R etc., during its execution and efforts made to solve them. Major events that took place during its implementation, major decisions taken to accelerate the project completion, contract management etc., are highlighted and could serve as reference for the successful execution of other irrigation projects. The report would probably prepare us for future and enlighten us better. The stupendous task completed at minimum time is entirely due to the hard work and devotion of Sri.M.K.Venkataram, Member-Convener of the UKP Documentation Committee constituted specifically for this purpose by the Managing Director, KBJNL.

    1. INTRODUCTION The Annual Report is a document giving details of the annual Programme, Progress and important events that have taken place during the year, in the Water Resources Department. GEOGRAPHICAL AREA The geographical area of Karnataka is 1,91,791 Sq. Km., accounting for 5.83% of the total area of the country. The cultivable command area of the State is 1,40,598 sq. Km. The net sown area is 1,07,000 sq. Km and the ultimate Irrigation Potential from Major and Medium Irrigation Projects has been estimated as 35,000 sq. Km or 35.00 Lakh Ha. PROGRESS IN BRIEF There are 125 Major and Medium Irrigation Projects in the State, out of which 48 projects are completed, 77 are ongoing. The Water Resources Department has established three special purpose vehicles, namely, Krishna Bhagya Jala Nigama Limited (KBJNL), Karnataka Neeravari Nigama Limited (KNNL) and Cauvery Neeravari Nigam Limited (CNNL), under the companies Act of 1956, to mobilize financial resources for speedy completion of major and medium irrigation projects with-in the targeted period. KRISHNA BHAGYA JALA NIGAM LIMITED (KBJNL): “Krishna Bhagya Jala Nigam Limited” was formed vide G.O. No. ID/25/WBM/95, dated: 6-5-94, to expedite the works of Upper Krishna Project (UKP). This Nigam is functioning since 19th August 1994. KARNATAKA NEERAVARI NIGAMLIMITED (KNNL): ”Karnataka Neeravari Nigam Limited” was formed vide G.O.
