1. On January 25, 2018 at around 1330H – 1900H, Ms. Darmalyn H. Jumlail and Ms. Maria Lea V. Tolo served as Lecturers and lectured on DDB Regulation No. 3, series of 2017 or the Barangay Drug Clearing Program and the necessary documentary requirements for the said program. The lecture was held at Roderic’s Resort and Hotel located at Barangay Taway, Ipil, Zamboanga Sibugay during the conduct of five-day seminar on Strengthening the Barangay Anti-Drug Abuse Councils and Feedback Mechanism on Masa Masid Program of the DILG-Zamboanga Sibugay. The seminar was attended by all MLGOOs in the province of Zamboanga Sibugay, spearheaded by their Provincial Director, Mr. Oliver Ombus. Also present were Mr. Moh. Taha S. Arakama, DILG-Zamboanga City Field Director and Mr. Elmer Egama, Masa Masid Focal Person, DILG Region 9, and all Police Community Relation Officers of Zamboanga Sibugay Police Provincial Office.

2. On January 09, 10, 11 and 13, 2018, Agent Jigger Juniller, Provincial Officer, PDEA Basilan attended as one of the guest speakers along with other speakers from the PNP and DILG during the workshop in the formulation of a simplified Barangay Peace and Order and Public Safety Plan in Basilan Province. Topics discussed were Basilan Drug Situation and updates of the PDEA Director General on his first 100 days. The workshop was conducted in four sessions, attended by 11 municipalities and Lamitan City, estimated to be more or less five hundred (500) participants, breakdown as follows: A) January 9, 2018, the workshop was held at Buli Buli covered court in Sumisip, Basilan and attended by the Barangay Officials and other stakeholders of Sumisip, Tabuan Lasa municipalities.

B) January 10, 2018, the workshop was held at Bohe-Pahu covered court in Ungkaya Pukan municipality and attended by the Barangay Officials and other stakeholders of Ungkaya Pukan, Tipo-Tipo and Al-Bharka municipalities.

C) January 11, 2018, the workshop was held at Datu Dizal Hall, Lamitan City and attended by Barangay Officials and other stakeholders of the municipalities of Akbar, Hji. Mohammad Ajul, Tuburan and Lamitan City.

D) January 13, 2018, the workshop was held at Basilan State College, Isabela City, Basilan and attended by Barangay Officials and other stakeholders of the municipalities of Hji. Muhtamad, Lantawan and Maluso.

3. On January 10, 2018, Agent Maria Felina Bacha-Abendan attended the joint meeting of the City Anti-Drug Abuse Council (CADAC) and City Peace and Order Council (CPOC) held at Dapitan City Resort Hotel. During the meeting, Agent Bacha discussed about the updates on anti-illegal drugs operation and status on barangay drug clearing in Dapitan city. Furthermore, other Key Officials from AFP and PNP attended the said meeting and gave updates on Peace and Order situation in Dapitan City. Agent Abendan stressed that PDEA is always their partner in the anti-illegal drug campaign and PDEA also expressed to the City government of Dapitan for the continued support extended to the office.

4. On January 24, 2018 at around 0800H – 1200H, Agent William M. Dulay, PDEA Provincial Officer of Sulu Province conducted Drug Awareness Symposium with the theme: “Kabataan, Makilahok, Makiisa sa Kampanya Kontra sa Iligal na Droga” to Grade 10 students of Hadji Butu School of Arts and Trades (HBSAT). The said activity was sponsored by BADAC of Barangay Asturias headed by Hon. Mashier S. Tan (BADAC Chairman) in coordination with PDEA Sulu Province. Barangay Councilors, faculty and administration of HBSAT were also present during the said activity. More or less three hundred (300) students attended and participated in the said symposium.

5. On January 12, 2018 at around 0800H – 1500H, Agent Jury G. Rocamora, Assistant City Officer, Zamboanga City served as lecturer during seminar about Drug Awareness of the Mindanao Autonomous College Foundation, Inc. held at Diamond Hall, Astoria Hotel, Zamboanga City. The lecture was conducted in connection with the subject Drug Education and Vice Control. During the lecture, Agent Rocamora discussed several topics which includes the RA 9165 and its salient features, dangerous drugs and its ill-effects, and other operational procedures on anti-drug operations. The activity was attended by Criminology students of the said school, more or less 50 participants (1st Batch).

6. On January 19, 2018 at around 0800H – 1500H, Agent Jury G. Rocamora, Assistant City Officer, Zamboanga City served as lecturer during seminar about Drug Awareness of the Mindanao Autonomous College Foundation, Inc. held at Diamond Hall, Astoria Hotel, Zamboanga City. 1. On January 4, 2018 at around 1400H – 1700H, Agent Beau Faith E. Ortezuela, under the instruction of PO Abendan, together with Case Monitor Howell C. Recamara, attended the first meeting in the year 2018 of the Provincial Peace and Order Council of Zamboanga del Norte held at Provincial Capitol Complex, Dipolog City. Discussed during the said meeting were updates on Peace and Order and Safety Situation of the Province, updates on the anti-insurgency and anti-terrorism campaign and the Presentation of Confidential Fund for FY 2018 for approval and endorsement and other relevant matters. Present during the meeting were Governor Roberto Y. Uy, Vice Gov. Senen Angeles, PSSupt Raul M. Tacaca, Provincial Director, ZNPPO, Col. Caelan of the 102nd Brigade, PA, DILG Provincial Officer Ms. Lerma Campaner, Provincial Prosecutor Gavino Saavedra II, Rev. Montaño and other members of the council, guests and media personnel.

2. On January 15, 2018, Agent Maria Felina Bacha-Abendan, PDEA ZaNorte Provincial Officer, attended the command conference at Zamboanga del Norte Provincial Police Office at Camp Hamac, Sicayab, Dipolog City. During the said conference, Agent Bacha discussed about the updates on anti-illegal drugs operation and status on Barangay Drug Clearing Program in Zamboanga del Norte in relation to their participation to the said programs.

3. On January 18, 2018 at around 1300H – 1600H, Agent Brenda Joy T. Congreso- Pollisco, PDEA Zamboanga del Sur Provincial Office, together with Agent Narciso Bolislis Jr., attended the meeting of the Provincial Oversight Committee on Double Barrel Reloaded where Barangay Drug Clearing Operation was integrated. The activity was held at the former PPSMU Conference Room, Camp Abelon, Pagadian City, Zamboanga del Sur. Discussed during the meeting was the resumption of the Barangay Drug Clearing Operation/Program, and that the members of the committee will be joining the meeting of the League of the Mayors and the meeting of the MHO together with the MLGOO and the PCR of every municipalities once the schedule is finalized. It is highly recommended that Ms. Ma. Lea V. Tolo from the Barangay Drug Clearing team of PDEA Regional Office IX will be invited during the said meeting for some matters and for efficient implementation of the said Barangay Drug Clearing Program.

4. On January 23, 2018 at around 1100H – 1200H, Agent William M. Dulay, PDEA Provincial Officer of Sulu Province and Agent Joey T. Dagatan proceeded to Provincial Capitol of Sulu Province for courtesy call to Provincial Vice Governor, Hon. Nurunnisah A. Tan. Discussed during the said meeting were the drug situation of Sulu Province, provincial office to be utilized by PDEA personnel and the support of the LGUs particularly the Office of the Provincial Governor in the fight against illegal drugs.

5. On January 26, 2018 at around 1100H – 1150H, Agent William M. Dulay, PDEA Provincial Officer of Sulu Province and Agent Joey T. Dagatan proceeded to Jolo Municipal Hall for courtesy call to Hon. Mayor Kerkhar S. Tan of Jolo, Sulu. Discussed during the meeting were the drug situation of Jolo, Sulu, the Barangay Drug Clearing Program and meeting with Barangay Captains and Councilors, COP of Jolo MPS, Metro Jolo task Force and Sulu Joint task Force to be held on the 2nd week of February 2018.

6. On January 30, 2018 at around 0900H – 1130H, Agent William M. Dulay, PDEA Provincial Officer of Sulu Province attended the meeting at Indanan MPS regarding the new guidelines on Tokhang of PNP and Barangay Drug Clearing Program. Said meeting was attended by Barangay Chairmen of Indanan Municipality, DILG and MPS Personnel. Agent Dulay discussed the requirements on how to clear the barangays. The ABC President requested for another meeting set on the third week of February 2018.

7. On January 31, 2018 at around 0900H – 1200H, the above-signed together with Ms. Maria Lea V. Tolo (SAO), Ms. Darmalyn H. Jumlail (PECI Chife) and Agent Jury G. Rocamora attended the joint Regional Oversight Committee Meeting on Barangay Drug Clearing Program and Double Barrel Reloaded held at RPSB, PRO9, Camp Col. Romeo A. Abendan, Mercedez, Zamboanga City. Discussed during the meeting were the resumption of the Barangay Drug Clearing Operation/Program and Supplemental Guidelines on Oplan Tokhang. This was presided by DRDO, PRO9 and attended by the key officials of PRO 9. Ms. Jumlail oriented the attendees on DDB Regulation No. 3, series of 2017. The meeting was concluded by an open forum.

On January 12, 2018 at around 1000H, the above-signed was interviewed by Mr. Michael Comprendio, a local news reporter from the Brigada News FM Zamboanga regarding the anti-drug operation conducted by this office and other related matters. The interview was held at PDEA RO IX, Upper Calarian, Zamboanga City.

2. On January 25, 2018 at around 0830H – 0930H, Media Field Reporter Ms. Tadzmahal A. Askali of DXMM conducted a live interview to Agent William M. Dulay, PDEA Provincial Officer of Sulu Province at Headquarters of 101st Infantry (Three Red Arrows) Brigade, Camp General Teodulfo Bautista, Barangay Busbus, Jolo, Sulu. Discussed during the said interview were the drug situation of the Sulu Province, the role of PDEA as the lead agency in the enforcement of the anti-drug law, the role of PDEA, AFP and other law enforcement agencies in the anti-drug campaign after President Duterte returned PNP into the war on drugs, and activities conducted by PDEA Provincial Office for the month of January 2018 and to be conducted this 1st

Quarter.

3. On January 26, 2018 at around 0930H – 1040H, Media Field Reporter Mr. John Aranan of DXSM Radyo ng Bayan Jolo conducted a live interview to Agent William M. Dulay, PDEA Provincial Officer of Sulu Province at Headquarters of 101st Infantry (Three Red Arrows) Brigade, Camp General Teodulfo Bautista, Barangay Busbus, Jolo, Sulu. Discussed during the said interview were the drug situation of the Sulu Province, the role of PDEA as the lead agency in the enforcement of the anti-drug law, the role of PDEA, AFP and other law enforcement agencies in the anti-drug campaign after President Duterte returned PNP into the war on drugs, and activities conducted by PDEA Provincial Office for the month of January 2018 and the recruitment of PDEA Agents.

4. On January 29, 2018 at around 1000H, the above-signed was interviewed by Mr. Albert Luna and Mr. Jayvee Francisco, local news anchors/reporters from the GBPI TV 11 and GMA 7 Zamboanga, respectively. The interview was held at RD’s Room, PDEA RO IX, Upper Calarian, Zamboanga City. The interview focused on the new vehicle and equipments distributed by PDEA National Office, to strengthen operational capabilities of the Regional Office.

1. On January 10, 2018 at around 0900H, PDEA RO IX Laboratory Section conducted a surprise random drug test to one hundred eighty one (181) employees of Basilan Provincial Capitol located at Isabela City, Basilan Province. During the drug test, there were eight (8) employees who turned positive in the screening test and were subjected to confirmatory test.

2. On January 12, 2018 at around 0900H, PDEA RO IX Laboratory Section conducted a surprise drug test to the drug surrenderers of twelve (12) barangays in Ungkaya Pukan Municipality. There were one hundred sixty one (161) surrenderers who underwent the said drug test but nobody turned out positive during the screening test.
