In the Name of God, the Omnipotent, the Merciful GRP - MNLF Formal Peace Talks with the OIC Participation Jakarta, 25th October - 7th Novemeber 1993 Interim GRP - MNLF Ceasefire Agreement This document is entitled: "1993 Interim Ceasefire Agreement Between the Government of the Republic of The Philippines (GRP) and the Moro National Liberation Front (MNLF) with the Participation of the Organization of the Islamic Conference (OIC)". WHEREAS, there are on-going formal negotiations between the GRP and the MNLF Peace Panels being held in Jakarta, Indonesia, with the participation of the Representatives of the OIC in order to attain a just, comprehensive and lasting peace in the Southern Philippines, primarily in the area of regional autonomy; WHEREAS, there is an existing informal ceasefire between the Armed Forces of the Philippines and the Philippine National Police of the GRP, on the one hand, and the Bangsamoro Armed Forces of the MNLF, on the other, as a result of the meeting between the erstwhile President Corazon C. Aquino and Chairman Nur Misuari in the capital lown Jolo, the Province of Sulu, on 5th September 1986; WHEREAS, all the parties at the current Formal Peace Talks, subscribing to the a dable suggestion of the Honorable Foreign Minister of Indonesia, do hereby agree on the following: 1. To formalize and further strengthen the structure and conduct of the ceasefire which was agreed upon between the erstwhile Philippine President Corazon C. Aquino, and Chairman Nur Misuari of the MNLF. The latter in embarking on the peace process had obtained the concurrence of the Secretary-General of the OIC. -

Ethnic and Religious Conflict in Southern Philippines: A Discourse on Self-Determination, Political Autonomy, and Conflict Resolution Jamail A. Kamlian Professor of History at Mindanao State University- ILigan Institute of Technology (MSU-IIT), ILigan City, Philippines ABSTRACT Filipina kini menghadapi masalah serius terkait populasi mioniritas agama dan etnis. Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development. -

POVERTY AND SOCIAL ANALYSIS AND STRATEGY Poverty targeting: General intervention A. Links to the National Poverty Reduction and Inclusive Growth Strategy and Country Partnership Strategy The project objectives support the Philippine Development Plan (PDP), 2017–2022,a which targets reducing poverty incidence from 21.6% in 2015 to 14.0% by 2022, or by about 6 million people. Among the targets under the strategic framework of the PDP, 2017–2022 are that (i) growth will be more inclusive, as manifested by a lower poverty incidence in rural areas, from 30% in 2015 to 20% in 2022; and (ii) the unemployment rate will decline from the current 5.6% (2017) to 3%–5% in 2022. The PDP notes that infrastructure undergirds a country’s socioeconomic development, the more strategically distributed it is—both by sectoral and spatially—the better it is for inclusive growth and sustainable development. A principal objective of Asian Development Bank (ADB) support for the Philippines is to help in the achievement of high, inclusive, and sustainable growth. Support for infrastructure development, including transport, forms a core part of ADB’s operational strategy for the country. B. Results from the Poverty and Social Analysis during PPTA or Due Diligence 1. Key poverty and social issues. Poverty incidence in the Philippines in 2015 was estimated at 21.6%, equivalent to about 22 million Filipinos who cannot afford their basic needs. -

29 DEC 2001 Mahathir-Ma'unah KEPUTUSAN MAHKAMAH TERHADAP AL-MA'UNAH ADALAH PROSES KEADILAN, KATA PM KUALA LUMPUR, 29 Dis (Bernama) -- Perdana Menteri Datuk Seri Dr Mahathir Mohamad berkata kerajaan tidak pernah bertolak ansur terhadap tindakan ganas seperti yang dilakukan kumpulan Al-Ma'unah dan rakyat haruslah sedar akan akibat undang-undang yang menanti mereka yang melakukannya. Semasa diminta mengulas hukuman mati dan penjara sepanjang hayat yang dikenakan terhadap 19 anggota Al-Ma'unah kerana melancarkan peperangan terhadap Yang di-Pertuan Agong, beliau berkata: "Kerajaan tidak pernah bertolak ansur terhadap tindakan sedemikian. Rakyat patut tahu." Dr Mahathir, yang juga pengerusi Barisan Nasional (BN) dan presiden Umno berkata demikian pada satu sidang akhbar selepas merasmikan perhimpunan agung Parti Progresif Penduduk Malaysia ke-48 di Pusat Dagangan Dunia Putra (PWTC) di sini. Semasa ditanya sama ada beliau gembira dengan hukuman itu, Perdana Menteri berkata ia bukan soal suka atau gembira. "Saya tidak kata yang saya gembira. Saya tidak gembira apabila seseorang itu dihukum mati. Ini merupakan satu keputusan. Ia bukan soal kegembiraan atau suka hati atau apa-apapun. Ia merupakan soal mendukung keadilan," katanya. Mereka yang dihukum mati ialah ketua kumpulan Al-Ma'unah Mohamed Amin Mohamed Razali, orang kanannya Zahit Muslim dan ketua wilayah utara kumpulan itu Jamaluddin Darus. Kesalahan itu dilakukan di tiga tempat di Perak -- dua di Gerik, Hulu Perak dan ketiga Bukit Jenalek, Sauk di Kuala Kangsar. Detektif Korporal R. Saghadevan dan Truper Matthew Medan telah ditembak di Bukit Jenalek. Dr Mahathir berkata: "Saya fikir keluarga orang yang telah dibunuh itu tentulah berasa di negara kita ini terdapat keadilan tidak kira kaum atau agama. -

Abstract The project involved training of provincial and municipality officials in disaster risk reduction as well as community level participatory risk assessment within five municipalities of the province after devastation by a typhoon and associated flashflood and debris flow in 2001. The province of Camiguin is small and remote. Most people depend on agriculture and fishing, and to some extent tourism, to sustain their livelihoods. It is also prone to typhoons and weather disturbances locally referred to as cloud bursts and has active volcanoes, among which is Mt. Hibok-Hibok. Community risk assessment and action planning activities were focused on one of the jurisdictions (called barangays) per municipality. In Barangay Hubangon of the municipality of Mahinog a system for flashflood warning and evacuation shelter was developed and actually used shortly thereafter when typhoon Milenyo passed in August 2002. Related training of municipal representatives from the entire province included a study tour to other areas of the Philippines where community based CRA and action planning has been put in place. -
4. Resources, Security and Livelihood
Violent Conflicts and Displacement in Central Mindanao 4. RESOURCES, SECURITY AND LIVELIHOOD This section examines households’ perceptions of their surrounding environment (e.g. security). It looks at their resources or capital (social, natural, economic) available to households, as well as how those resources were being used to shape livelihood strategies and livelihood outcomes such as food security. The results give insights into the complex interaction between, on the one hand, displacement and settlement options, and, on the other hand, access to basic needs, services and livelihood strategies. Services and Social Relations Access to Services Across the study strata, about one-third of the households ranked their access to services negatively, including access to education (22%), access to (35%) and quality of (32%) health care, and access to roads (37%). Respondents in Maguindanao ranked on average all services more negatively than any other strata. Disaggregated by settlement status, respondents who were displaced at the time of the survey were more likely to rank services negatively compared to others, with the exception of access to roads. Nearly the same percentage of households who were displaced at the time of survey and those returned home found the road to be bad of very bad (47% and 55%, respectively). Figure 11: Ranking of services (% bad - very bad) Two-thirds (67%) of the sampled households had children aged 6-12 years, and among them nearly all had children enrolled in primary school (97%). However, 36 percent of the households reported that their school-enrolled children missed school for at least a week within the 6 months prior to the survey. -

Louis Robert Sullivan was born at Houlton, Maine, May 21, 1892. He was educated in the public schools of Houlton and was graduated from Bates College, Lewiston, Maine, in 1914. During the following academic year he taught in a high school and on November 24, 1915, he married Bessie Pearl Pathers of Lewiston, Maine. He entered Brown University as a graduate student and was assistant in zoology under Professor H. E. Walters, and in 1916 received the degree of master of arts. From Brown University Mr. Sullivan came to the American Mu- seum of Natural History, as assistant in physical anthropology, and during the first years of his connection with the Museum he laid the foundations for his future work in human biology, by training in general anatomy with Doctor William K. Gregory and Professor George S. Huntington and in general anthropology with Professor Franz Boas. From the very beginning, he showed an aptitude for research and he had not been long at the Museum ere he had published several important papers. These activities were interrupted by our entrance into the World War. Mr. Sullivan was appointed a First Lieutenant in the Section of Anthropology, Surgeon-General's Office in 1918, and while on duty at headquarters asisted in the compilation of the reports on Defects found in Drafted Men and Army Anthropology. -

Forced Displacement in Al-Barka Municipality, Basilan Province UNHCR exists to protect and assist everyone who has been affected by forced displacement in Mindanao. To coordinate assistance to IDPs, we use a cluster approach. UNHCR works closely with the government and Mindanao Humanitarian Team to identify needs of IDPs in areas of assistance, such as shelter, health care, and protection. We assume a coordination and operational delivery role in IDP situations to ensure protection is central to our work in order to prevent further displacement. Kuhon Lennuh in Al-Barka municipality for unknown reason. The incident caused the displacement of around 400 families (approximately 2,000 individuals), fearing for possible escalation as they believe that the relatives of the killed person might retaliate. The displaced families sought temporary refuge in the homes of their relatives and they are currently dispersed in the nearby areas of Tipo- Families Persons Missing tipo, Ungkaya Pukan, and Lamitan City. 400 2,000 0 CURRENT SITUATION On 5 August 2021, The Municipal Social Welfare Officer of Al-Barka Municipality conducted an assessment on the protection needs of the affected populations. -

It was issued by OCHA Philippines. It covers the period from 23 to 29 October 2013. The next report will be issued on or around 5 November. Highlights Local government allows residents of Rio Hondo and Mariki to briefly return home to gather belongings. Congestion, WASH, health and protection remain serious concerns in evacuation centres. First city inter-cluster coordination convened on 25 October by Zamboanga’s relief and humanitarian action coordinator. 137,000 78,409 1,243 Estimated affected People displaced in People displaced in people in Zamboanga Basilan Zamboanga city and Basilan province Source: Department of Social Welfare and Development Report No. 97 / Protection Cluster Assessment Report No. 21 Situation Overview Seven weeks since the emergency began on 9 September, 78,409 people remain displaced in Zamboanga City (40,347 inside 22 evacuation centres and 38,062 outside) while 1,243 people are displaced in Basilan province according to the Department of Social Welfare and Development (DSWD) and the Protection Cluster. DSWD is currently revalidating the number of displaced people in Zamboanga and data may continue to fluctuate during the process. Tracking the displaced population poses challenges, as people who left the evacuation centres during the flooding in early October have since returned to seek assistance. Humanitarian partners in Basilan reported people displaced by the conflict are now returning home. Most areas of Zamboanga City are accessible for humanitarian relief operations. Residents of Barangay Santa Catalina (barangay is the lowest administrative unit in the Philippines) were allowed to return home to collect their remaining belongings and salvage scrap metal from their homes to sell in order to supplement their income.
