Partners in the programme include the Ministry of Agriculture, Fisheries, and Mindanao Agrarian Reform (MAFAR), Ministry of Indigenous Peoples’ Affairs (MIPA), Ministry of Environment, Natural Resources and (SPAFAD- Energy (MENRE), Ministry of Interior and Local Government (MILG), Ministry of Social BARMM) Services and Development (MSSD), Ministry of Trade, Industry and Tourism (MTIT), Ministry of Health (MOH), Ministry of Basic, Higher, and Technical Education (MBHTE), local government units (LGUs), academe, community-based organizations (CBOs), and non-government organizations (NGOs) ©FAO Introduction The Strategic Programme for Agriculture, Fisheries and Agribusiness Development in the Bangsamoro Autonomous Region in Muslim Mindanao (SPAFAD-BARMM) lays out the priorities for technical cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the BARMM regional government from 2020 to 2022. The BARMM, created through the enactment of the Bangsamoro Organic Law, or Republic Act No. 11054 in July 2018, replaced the Autonomous Region in Muslim Mindanao (ARMM). BARMM comprises the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi; the cities of Marawi, Lamitan and Cotabato; and the 63 barangays of North Cotabato. BARMM’s estimated population currently stands at around 4.048 million. The FAO SPAFAD is consistent with the vision of Bangsamoro Development Plan (BDP) of a united, enlightened, self-governing, peaceful, just, morally upright, and progressive region. It fully supports the BARMM mission of ensuring that the necessary conditions are in place for enduring peace and sustained socio-economic development suitable to the systems of life, needs and aspirations of its peoples by providing services to communities, ensuring multi-stakeholder participation, and facilitating appropriate partnerships. The FAO SPAFAD is also aligned with the development goals of the BDP 2020–2022, which are to: 1. governance; establish the foundations for an inclusive transparent, accountable and efficient 2. uphold peace, security, public order and safety, and respect for human rights; 3. create a favorable enabling environment for inclusive and sustainable economic development; 4. promote Bangsamoro identity, cultures and diversity; 5. ensure access to and delivery of quality services for human capital development; 6. harness technology and innovations to increase socio-economic opportunities and improve government services; 7. increase strategic and climate-resilient infrastructure to support sustainable socio-economic development in the Bangsamoro region; and 8. improve ecological integrity, and promote and enhance climate change adaptation, and disaster risk reduction to sustain resilience of communities. Furthermore, this programme is framed to align with the 2030 Sustainable Development Goals and contributes to SDG 1 (Reduce Poverty), SDG 2 (Zero Hunger), SDG 8 (Decent Work and Economic Growth), SDG 12 (Reducing Inequalities), SDG 13 (Climate Change), SDG 14 (Life Underwater), SDG 15 (Life on Land), and SDG 16 (Peace Justice and Strong Institutions). Likewise, it aligns with the vision of the Government of the Philippines’ Mindanao Strategic Development Framework 2010–2020 for a peaceful and socially inclusive Mindanao with a strong, sustainable, competitive, ICT-driven, agri-industrial, and resource-based economy that is responsive to local and global opportunities. ©FAO 2 Moreover, the proposed programme aligns with the 12-point Priority Agenda of the BARMM regional government. The Agenda aims to set up and implement programmes and projects that will respond to the pressing social and economic challenges in the Bangsamoro such as poverty, education, health, access to clean water and electricity, job opportunity, agricultural productivity, and access to capital market. It will also pursue the assessment of the status of region’s forests, watersheds and other natural resources to ensure environmental protection, conservation and management. Closely monitor and regulate the operation of mining and other related industries to strictly comply with environmental laws and policies. Lastly, the Agenda will explore and harness economic potentials and comparative advantages to include Halal Industry, the Liguasan Marsh, watersheds, potential tourist destinations and other natural resources to boost economic development in the Bangsamoro. Similarly, FAO SPAFAD also aligns with the current direction of FAO as stated in the Country Programming Framework 2018–2024 that emphasizes: (a) improved (AFF) and ensured ecological integrity, clean and healthy environment; and (c) reduced nutrition for all; (b) expanded opportunities in agriculture, fisheries, and forestry vulnerabilities among individuals and families and just and lasting peace achieved. FAO has been working together with the Government of the Philippines for more than four decades in the pursuit of the country’s development objectives by providing assistance in various sectors. AFF has registered though a highly uneven performance, and on average, a decline from 1996 to 2012. The low investment in agricultural sector had led farmers to concentrate on low-value crops such as cassava, corn, coconut, and palay. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

    Violent Conflicts and Displacement in Central Mindanao 4. RESOURCES, SECURITY AND LIVELIHOOD This section examines households’ perceptions of their surrounding environment (e.g. security). It looks at their resources or capital (social, natural, economic) available to households, as well as how those resources were being used to shape livelihood strategies and livelihood outcomes such as food security. The results give insights into the complex interaction between, on the one hand, displacement and settlement options, and, on the other hand, access to basic needs, services and livelihood strategies. Services and Social Relations Access to Services Across the study strata, about one-third of the households ranked their access to services negatively, including access to education (22%), access to (35%) and quality of (32%) health care, and access to roads (37%). Respondents in Maguindanao ranked on average all services more negatively than any other strata. Disaggregated by settlement status, respondents who were displaced at the time of the survey were more likely to rank services negatively compared to others, with the exception of access to roads. Nearly the same percentage of households who were displaced at the time of survey and those returned home found the road to be bad of very bad (47% and 55%, respectively). Figure 11: Ranking of services (% bad - very bad) Two-thirds (67%) of the sampled households had children aged 6-12 years, and among them nearly all had children enrolled in primary school (97%). However, 36 percent of the households reported that their school-enrolled children missed school for at least a week within the 6 months prior to the survey.

    Human Rights in Southeast Asia Series 1 144 BREAKING THE SILENCE DEFINING THE Bangsamoro RIGHT to SELF Determination IN THE MILF PEACE Process Ayesah Abubakar and Kamarulzaman Askandar The Right to Self Determination (RSD) struggle of the Bangsamoro of Mindanao, Philippines has been internationalised since its first peace process in the 1970s with third party actors being involved. However, it is in the recent Government of the Republic of the Philippines and the Moro Islamic Liberation Front (GRP-MILF) peace process that the idea of RSD is well articulated in several ways. An example of this is in defining development in terms of RSD. In a usual peace process, development is often introduced in the post-conflict phase soon after a peace agreement had been signed. However, in the context of the GRP-MILF Peace Talks, a new approach of starting reconstruction, rehabilitation, and development efforts in the conflict affected areas is being undertaken as part of a confidence building measure during the peace process itself. This new phase can be seen in the creation of the Bangsamoro Development Agency (BDA). This research will present its findings on how the Bangsamoro articulate their concepts of development and Right to Self Determination. Mainly, it discusses the creation of the Bangsamoro Development Agency (BDA) and the worldview of MILF communities. To coordinate assistance to IDPs, we use a cluster approach. Here, we provide a limnological characterization of the lake – exploring its physical, chemical, and biological features. The data on lake morphometry were gathered using an echosounder; lower depth water samples were collected using a Niskin water sampler for physicochemical analyses while surface water samples were collected at five sampling sites for phosphate (PO4) analysis; and zooplankton samples were collected at several depths through vertical towing in March–April 2019. Lake Wood, located at 320 m above sea level, has an extensive surface area covering 7.38 km2 with a maximum depth of 85 m. Lake water comes from rainfall, small rivers, and groundwater and empties into the Dumanquilas Bay via its only outlet – the Biswangan River. Land use of the lake is predominantly cultivated land. Moreover, based on the trophic state index (TSI), the lake’s current trophic status is eutrophic. During the study periods, thermocline and oxycline formed at 15 m below the surface of the lake.

DSWD is currently revalidating the number of displaced people in Zamboanga and data may continue to fluctuate during the process. Tracking the displaced population poses challenges, as people who left the evacuation centres during the flooding in early October have since returned to seek assistance. Humanitarian partners in Basilan reported people displaced by the conflict are now returning home. Most areas of Zamboanga City are accessible for humanitarian relief operations. Residents of Barangay Santa Catalina (barangay is the lowest administrative unit in the Philippines) were allowed to return home to collect their remaining belongings and salvage scrap metal from their homes to sell in order to supplement their income.
