Deel 5 7 Ter inleiding: De Verdachten Een vijfde kolonne? In de dertiger jaren had het politieke leven in België heel wat schokken moeten doorstaan, die de traditionele partijen op hun voetstuk hadden doen wankelen en de ene na de andere regeringskrisis hadden uitgelokt. De opkomst van nieuwe totalitaire regimes, het kommunisme in Rusland, het fascisme in Italië en het nationaal-socialisme in Duitsland had ook in ons land diepe sporen getrokken. De elkaar opvolgende Belgische regeringen moesten afrekenen met de groeiende kracht van groeperingen, die niet alleen totalitaire opvattingen voorstonden, maar bovendien het Belgisch staatsbestel bedreigden. De Vlaamse nationalisten hadden zich onmiddellijk na WO 1 in een Frontpartij verenigd, die gegroeid uit de Frontbeweging zich begrijpelijkerwijze anti-militaristisch opstelde. Maar zij kwam ook op voor Vlaams zelfbestuur. Na de versplintering van de Frontpartij in menigvuldige Vlaamsnationalistische groepen en groepjes kwam begin oktober 1933 het Vlaams Nationaal Verbond (VNV) tot stand, dat geen twijfel liet over zijn antiparlementaire instelling en zijn uitgesproken anti-Belgicisme. Het streefde naar de politieke wedervereniging van de Nederlanden in een Dietse staat, maar stelde zich in afwachting daarvan voorlopig tevreden met een federale staatsinrichting. In de ogen van de Belgische staatsoverheid vormde het VNV met zijn zeventien zetels in de Kamer in 1939 en met zijn militie een bestendig gevaar. Ook Joris Van Severen had aanvankelijk met zijn in 1931 opgericht ‘Verbond van Dietsche Nationaal-Solidaristen’ of afgekort Verdinaso onrust gezaaid. Ook hij wilde immers een Dietse volksstaat vestigen. Van Severen had als officier tijdens de eerste wereldoorlog deelgenomen aan de Vlaamse Frontbeweging en was daarom een tijdlang van het front weggezonden en gedegradeerd. In 1921 was hij als 26-jarige en jongste Kamerlid tot volksvertegenwoordiger verkozen. Nadat hij in 1929 niet meer was herkozen, had hij dan zijn Verdinaso opgericht. Het uitgesproken autoritair en geüniformeerd optreden van zijn Dinaso-militie deed aan beruchte voorbeelden uit het buitenland denken. De enen zagen in hem een fascist, een Dietse Hitler of Mussolini, de anderen een separatist. Daarenboven had het Verdinaso de mond vol van ‘de wanorde van de pseudo-demokratie’, waaraan nu eens krachtdadig paal en perk moest gesteld worden. Maar tegenover de konkurrentie van het VNV ging het Verdinaso met ingang van 1934 een nieuwe marsjrichting volgen, waarbij ook Wallonië in het Grootnederlands geheel zijn plaats moest vinden. Van aanvankelijk extreem anti-Belgisch (‘La Belgique, qu'elle crève’ had hij in 1929 in het Parlement geroepen - in het Frans opdat iedereen het goed zou verstaan) was hij nu uiteindelijk vurig Belgisch patriot geworden. Voor een aantal extreme Vlamingen was dat niets minder dan verraad. Vlak vóór de tweede wereldoorlog was het aantal leden van zijn beweging tot ongeveer 3.000 teruggelopen, nadat het in '37-'38 nog een 15.000 had geteld. Te Brussel en in Wallonië had de jonge Léon Degrelle met zijn Rexpartij van 1935 af grote furore gemaakt. In zijn blad ‘Le Pays Réel’ trok hij onverbiddelijk en demagogisch ten strijde tegen de politieke korruptie van de Belgische gevestigde kringen, tegen de bindingen tussen politiek en financiën, beloofde hij zijn lezers de Belgische Augiasstallen uit te mesten. Hij behaalde daardoor - begrijpelijkerwijze - heel wat sukses, dat zich ook in het indrukwekkend aantal van meteen 21 Kamerzetels Maurice de Wilde, België in de Tweede Wereldoorlog. Deel 5 bij de parlementsverkiezingen van 1936 omzette. Maar zijn veroordeling door kardinaal Van Roey en de vrees van de grote meerderheid van de bevolking voor al wat naar Italiaans fascisme en Duits nationaal-socialisme zweemde, deed dit aantal in 1939 tot nog nauwelijks vier zetels ineenschrompelen. Ten slotte had de Belgische kommunistische partij vooral tijdens de jarenlange krisis na 1930 in arbei- Maurice de Wilde, België in de Tweede Wereldoorlog. Deel 5 8 derskringen wortel geschoten. In 1939 hadden de kommunisten zelfs negen vertegenwoordigers in de Kamer verworven. In de ogen van de Belgische gevestigde kringen vormde de KP door haar banden met de Komintern, die volgens hen onverminderd op de wereldrevolutie aanstuurde, ongetwijfeld het grootste gevaar. Moest gekozen worden, dan hadden zij nog liever Berlijn dan Moskou. De doorbraak van het kommunisme, het fascisme en het nationaal-socialisme had bovendien de spanningen op internationaal vlak gevoelig doen stijgen. België zag enkel heil in een - ten minste officiële - neutraliteitspolitiek. De 6de maart 1936 werd het Frans-Belgisch militair akkoord opgezegd. Zulks vond zowel in het buitenland officiële erkenning als de instemming van de grote meerderheid van de Belgische bevolking. Inmiddels zochten hoe langer hoe meer vluchtelingen uit het buitenland een onderkomen in ons land. Reeds kort na de moord op de Italiaanse sociaal-demokratische leider Matteotti in 1924 was een aantal van zijn volgelingen ook in ons land terechtgekomen. Na de aanhechting van Oostenrijk en de start van de onverbiddelijke Jodenvervolging in Duitsland zochten van 1938 af duizenden Joden en politieke tegenstanders van het nationaal-socialisme een toevlucht in het Westen en o.m. in ons land. Ten slotte kwamen na de overwinning van Franco in de Spaanse burgeroorlog ook menigvuldige Spaanse republikeinen in ons land terecht. In 1938 verbleven in ons land 340.000 vreemdelingen. Het is zeer waarschijnlijk dat dit aantal na 1938 nog was toegenomen. Had de Belgische overheid uit humanitaire overwegingen die talrijke vreemdelingen in ons land toegelaten, dan was zij zich wel bewust van ten minste de mogelijkheid en wellicht de zekerheid, dat onder die politieke vluchtelingen ook spionnen voorkwamen. Toen dan Duitsland en de Sovjet-Unie de 23ste augustus 1939 een tegennatuurlijk niet-aanvalspakt sloten - door de gevestigde kringen in ons land veeleer als een vriendschapsverdrag beschouwd - werden de kommunisten in ons land de staatsvijanden bij uitstek, blijkbaar in nog hogere mate dan de Vlaamse nationalisten of de Rexisten. De kommunisten ageerden trouwens van dan af niet zozeer tegen het nationaal-socialistisch Duitsland, maar veeleer tegen het Engels én het Belgisch grootkapitaal, waarbij de arbeiders ertoe werden aangezet zich hiervoor bij een oorlog niet te laten misbruiken. Voor de Belgische leidende kringen was dat regelrecht ondermijning van het moreel van de bevolking en van het leger, waarvoor de meer dan 600.000 weinig gemotiveerde en uiterst slecht betaalde manschappen na maandenlange en eindeloos lijkende mobilisatie erg gevoelig konden zijn. Nochtans moest het VNV inzake defaitistische propaganda voor de kommunisten niet onderdoen. Later in dit boek zal blijken hoe de ‘Militaire Organisatie’ van Staf De Clercq de Vlaamse soldaten op zijn minst ertoe heeft aangezet niet op Duitse soldaten te schieten en zich over te geven onder het motto ‘Geen Vlaams bloed voor vreemde belangen’, waarbij België ook al als vreemd werd bestempeld. Het valt anderdeels niet te loochenen, dat het VNV-orgaan ‘Volk en Staat’ vóór de oorlog meer dan eens een nauwelijks verholen sympathie voor het nationaal-socialistisch Duitsland heeft laten blijken. Onverholen steunde hij de Belgische monarchie en riep tijdens de mobilisatie zijn volgelingen ertoe op ‘de besten onder de helm’ te zijn. Degrelle hing in ‘Le Pays Réel’ de grote Belgische patriot en verdediger van de neutraliteitspolitiek uit. De 11 de mei 1940 bestempelde hij de Duitse

INTRODUCCIÓN El término derecha resulta cada vez más confuso para poder definir diferentes actitudes políticas. En estos dos últimos siglos los términos derecha e izquierda han significado cosas tan distintas que en el desarrollo histórico de una vida ha podido algún político ser calificado de ambas formas sin abandonar su adscripción ideológi- ca. De todas formas, existe un consenso general para identificar a los progresistas sociales con izquierda y a los conservadores con la derecha. No obstante, en los ex- tremos la confusión es mayor. El nacionalismo, el cambio revolucionario, la protesta antisistema son cualidades esgrimidas por ambos extremos políticos provocando la confusión en la asignación de los términos. Sin embargo, aunque el término no es el acertado es el utilizado como tonel de Danaidas para incluir en él a los más variados prototipos políticos antiparlamenta- rios no vinculados al pensamiento marxista o anarquista.     Ler História | 72 | 2018 | pp. 151-173 SHIRT MOVEMENTS IN INTERWAR EUROPE: A TOTALITARIAN FASHION Juan Francisco Fuentes 151 Universidad Complutense de Madrid, Spain [email protected] The article deals with a typical phenomenon of the interwar period: the proliferation of socio-political movements expressing their “mood” and identity via a paramilitary uniform mainly composed of a coloured shirt. The analysis of 34 European shirt movements reveals some common features in terms of colour, ideology and chronology. Most of them were consistent with the logic and imagery of interwar totalitarianisms, which emerged as an alleged alternative to the decaying bourgeois society and its main political creation: the Parliamentary system. Unlike liBeral pluralism and its institutional expression, shirt move- ments embody the idea of a homogeneous community, based on a racial, social or cultural identity, and defend the streets, not the Ballot Boxes, as a new source of legitimacy. They perfectly mirror the overwhelming presence of the “brutalization of politics” (Mosse) and “senso-propaganda” (Chakhotin) in interwar Europe. Résumé (FR) en fin d’article. “Of all items of clothing, shirts are the most important from a politi- cal point of view”, Eugenio Xammar, Berlin correspondent of the Spanish newspaper Ahora, wrote in 1932 (2005b, 74). The ability of the body and clothing to sublimate, to conceal or to express the intentions of a political actor was by no means a discovery of interwar totalitarianisms. Antoine de Baecque studied the political dimension of the body as metaphor in eighteenth-century France, paying special attention to the three specific func- tions that it played in the transition from the Ancien Régime to revolutionary France: embodying the state, narrating history and peopling ceremonies.

    Bruno De Wever UITERST RECHTS IN VLAANDEREN VOOR, TIJDENS EN NA DE TWEEDE WERELDOORLOG | Het Verdinaso Onlangs verschenen weer enkele boeken over de uiterste rechterzij- de in België. Nog net voor uitgeverij Soethoudt definitief over de kop ging, bracht ze een boek uit van Jan Creve over de geschiedenis van het Verdina- so en zijn milities (1). Creve zal wel niet gelukkig zijn met het feit dat hij wellicht kan fluiten naar zijn auteursloon, maar ik vermoed dat hij al evenmin heeft gejuicht toen hij zijn boek voor het eerst zag. Soethoudt is er nl. in geslaagd de talrijke en originele foto's die Creve bij elkaar heeft gezocht op een abominabele manier af te drukken. Overigens heeft de uitgeverij voor de vormgeving van het boek zich duidelijk geïn- spireerd op de reeks “Retrospectief van uitgeverij Lannoo. Jan Creve is een jong historicus, enkele jaren geleden afgestudeerd aan de RUG. Zijn boek is gebaseerd op zijn licentiaatsverhandeling over de milities van het Verdinaso. Vandaar dat hij in dit boek een ster- ke nadruk legt op deze formaties en minder op de andere geleding-en van het "Verbond van Dietse Nationaal Solidaristen". De structuur van het Verdinaso berust op vier peilers : het Verdinaso zelf a!s politieke beweging, de Dietse Militie die na de wet van 29 juli 1934 werd omge- vormd tot de Dinaso Militanten Orde (DMO), het Verbond van Nationa- le Arbeiders Syndicaten dat later werd omgevormd tot het Verbond van Dinaso Corporaties en tenslotte het Verbond van Dinaso Knapenven- dels (de Jong-Dinaso's). In 1936 werd ook nog het Verbond van Dina- sovrouwen en meisjes opgericht.
